SECTION 1 - INVITATION The Village of Lake Zurich is pleased to offer an exciting opportunity for a well-qualified individual or company ( Proposer ) to operate a beer garden pavilion ( Pavilion ) at the Village s Breezewald Park, 125 North Old Rand Road. The Village is looking for an operator with the vision and wherewithal to develop the Breezewald Pavilion into a destination venue and outstanding community asset. The successful Proposer shall demonstrate the ability to operate the Pavilion as a sustainable business venture, in partnership with the Village of Lake Zurich. Successful operation of this venue will stimulate economic and physical activity in the Lake Zurich s Main Street district, enhance community development, and cover the Village s costs of providing the Pavilion venue. SECTION 2 - DESCRIPTION OF THE CONCESSION The Village will construct the Breezewald Park Pavilion over the winter months of 2017 / 2018 with a schedule of completion in early 2018. The Pavilion is located at Breezewald Park, a popular public park with tall trees, a public access swimming beach with lifeguards, and spectacular sunsets over Lake Zurich. Attached to this RFP are conceptual renderings of the Pavilion structure and patio area, with the final design and location subject to modification during construction. The Village envisions the Pavilion providing a lakeside beer garden venue. The Village anticipates that the Pavilion would be open daily between Memorial Day through Labor Day, weather permitting, with season open/close dates and hours of operation to be negotiated. The operator of the Pavilion may offer light food options (chips, snacks, etc.) not requiring a commercial kitchen. The Proposer may also partner with local restaurant/carryout businesses for complimentary food service. The Village will provide the shelter and patio area from which the successful Proposer will operate. As this is a new facility, the Village will work with the successful Proposer to provide appropriate fixtures (e.g. small walk in cooler) and patio furniture to support the Proposer s business concept. Indoor public restrooms are available at this park in close proximately to the Pavilion. SECTION 3 SUBMITTAL REQUIREMENTS The Proposer will provide information on the following details to the Village in the proposal: 1) Contact Information: Contact information for the Proposer s entity. Include at a minimum: a) Key names, including title and position. b) Mailing address of the company. c) Contact information for principal participants (telephone, fax, mobile, email). d) Organizational structure of the company (sole proprietorship, joint venture, partnership, corporation, etc.). 2 of 4
2) Proposer Background: A description of the Proposer s capabilities and experience to operate a seasonal beer garden at a public park. Include at a minimum: a) Proposer s past/current experience in operating a food / beverage business, highlighting experience(s) operating a beer garden, bar or similar alcohol-oriented establishment. b) Past and current food/beverage business locations. c) The anticipated number of employees that will operate the Pavilion. 3) Business Proposal: Provide a business proposal describing the name of the business venture, the proposed concept and operation plan for the Pavilion. Business proposal should include proposed beverage offerings, menu of food / beverage selection with proposed prices, and projected revenue/expenses. The business proposal should also include proposed hours/days of operation and any supplemental information relevant to operating the proposed seasonal beer garden concept. 4) Rent & Term Proposal: The Proposer shall offer a monthly rent of $500, or a minimum of 20% of gross revenue (sales) of alcohol and 12% of the gross revenue (sales) of other items, whichever is greater, payable for months of operation. A refundable damage deposit to be determined by the Village will be required from the Proposer. The Proposer shall be responsible for all electricity and water utility payments. The proposal shall include proposed start/end dates of business season, requested term of proposal and any other requested financial/term considerations. 5) Marketing Plan: Provide a plan for marketing the proposed concept to the community. 6) References: A list of at least three references from clients or customers, including at least one reference from a bank or other financial institution that can validate the financial stability of your company. 7) Proposer Obligations: The Business Proposal shall address the Proposer s ability to fulfill the following obligations: a) Cleanliness: Proposer shall be responsible for keeping the Pavilion and the surrounding area clean and sanitary at all times. The Village maintains a garbage dumpster in the Breezewald Park parking lot in close proximately to the Pavilion which may be used by the Proposer. Proposer shall identify specific actions to maintain cleanliness and appearance of the Pavilion area. b) Permits: Proposer shall be responsible for securing all applicable permits/licenses. The Village shall cooperate with the Proposer to secure any required permits/licenses c) Equipment: Proposer shall identify and provide any equipment necessary for the proposed business not already provided by the Village. 3 of 4
SECTION 4 PRE-PROPOSAL WORKSHOP Prospective Proposers are invited to participate in a pre-proposal workshop hosted by the Village of Lake Zurich, tentatively scheduled for January 10, 2018 at a time and location to be announced. Prospective Proposers will provided be an opportunity to discuss and ask questions about the Village s goals, requirements and preferences for the Breezewald Pavilion. Interested parties may register with Mr. Kyle Kordell, Assistant to the Village Manager, at Kyle.Kordell@LakeZurich.org for RFP, pre-proposal workshop or supplemental updates. SECTION 5 PROPOSAL EVALUATION The Village will evaluate the proposals by the quality and ingenuity of the proposed concept; the completeness and detail of the business plan, and the wherewithal and demonstrated commitment of the proposer to successfully implement the concept. The Village reserves the right to accept, reject or modify any proposals received. The Village may request additional information about any submitted proposal. The Village reserves the right to conduct such investigations and background checks as it considers appropriate to verify the qualifications of each Proposer and any information contained in its proposal. SECTION 5 - PROPOSAL SUBMISSION Preferential consideration will be given to proposals received by 10:00 am CST on February 23, 2017. The Village, at its discretion, may review or reject any proposals received after the preferential consideration deadline.
