March 3, 2017 Message from the Secretary On Tuesday of this week, my travels brought me to Huntingdon County, Pennsylvania where I had the great pleasure and tremendous honor to meet the oldest American resident, Pennsylvanian Delphine Gibson, who is 113 years old. The Gerontology Research Group, which validates longevity and tracks supercentenarians, verified that as of February 28, 2017, Ms. Gibson is the oldest American resident. A supercentenarian is someone who has lived to or passed their 110th birthday. Ms. Gibson is currently the oldest of seven verified supercentenarians. Throughout my career in aging services, I have always been fascinated to read about men and women who, through good genes, good habits, and good fortune, manage to live 30 to 40 years longer than most of us can expect to live. As I have mentioned in this Wrap-Up message in the past, I am one of six children. I fall 5th in the line-up. I have three older brothers and one younger; and our sister (3rd child and first daughter) died almost seven years ago at the tender of age 49 following a brave battle with cancer. Like most sisters, my sister and I had an awesome relationship and she was an incredibly protective older sister. We often talked about the gene pool we inherited and the bad habits we managed to develop through the years. While we never dwelled on how many years of life we would be granted, we regularly commented to each other that we could never see ourselves living a particularly long life. For us, living to 113 years of age would be simply unthinkable. Needless to say, when I learned that the oldest American is a Pennsylvania resident, I sincerely desired to learn more about her and pursue a chance to meet. I learned that Ms. Gibson was born in South Carolina on August 17, 1903, and following her marriage to Taylor Gibson in 1928, they moved to Pennsylvania where they raised their three children: Frank, Moody, and Ella. After her husband died, she lived at home in her community until she was 100 years old when she was placed into a skilled nursing facility. For approximately 28 years, Ms. Gibson benefited from a variety of home-and-community-based services through the Bedford/Huntingdon/Fulton Area Agency on Aging (AAA), including care management, prescription assistance, meals, and protective services. At the time Ms. Gibson needed home based care in order to age in place, her AAA care manager was Connie Brode, who now serves as the AAA Administrator. Because of her efforts, Ms. Gibson was able to benefit from the services, supports, and protections that the Department of Aging provides through its local AAAs. So, on Tuesday, we journeyed to Huntingdon County to meet Ms. Gibson. Accompanying me was Dan Smedley, Executive Assistant. We set out to extend greetings from Governor Wolf who also 1

desired to recognize Ms. Gibson s incredible gift of longevity, along with her status as the oldest Pennsylvanian and the oldest American resident. Ms. Gibson was absolutely delightful. She is blind, very hard of hearing, and relies upon a wheelchair to get around. She has a contagious laugh and a smile that fills her entire face. She has a strong voice, which she uses to sing gospel songs. We were thrilled when she sang two songs, including Jesus Loves Me. She was gentle, kind, and friendly, and the skin of her hands was so soft as she took our hands into hers with the caress of a mother. We also had the privilege of meeting some of her caregivers. They were very attentive to Miss Delphine and shared with us how for many years, the community has embraced her. They shared that Miss Delphine credits her longevity to her faith in God, her church, and her church family; and that she loves singing gospel, eating good Southern food, and taking naps! Each of the staff we met commented how blessed they are to have Miss Delphine with them. It was indeed a blessing to meet the oldest American, who calls Pennsylvania home. It was a grace-filled moment that I will treasure forever. Alzheimer s and Dementia Care Relief Grant Program Hilarity for Charity and the Home Instead Senior Care network are working together to award inhome care grants to those providing care to their loved ones living with Alzheimer s disease or other dementias. Hilarity for Charity is proud to have awarded over 110,000 hours of in-home respite care across the United States and Canada. Guidelines & Eligibility The Alzheimer s and Dementia Care Relief Advisory Board will review all applications on a monthly basis. They will be looking for key indicators such as: diagnosis, financial need, emotional need, and access to social support. Please be as detailed as possible. Grants will be awarded on a quarterly basis. To be eligible for Alzheimer s and Dementia Care Grant, the caregiver(s) or loved one living with Alzheimer s & Dementia must fit within the following criteria. 1. Currently living at home with Alzheimer s disease or related Dementia. 2. Caregiver(s) is facing financial and emotional hardships due to the unique challenges of Alzheimer s or related Dementia. 3. Resides in the United States or Canada. Alzheimer s and Dementia Care Relief Grant Program will award three types of Grants: Year Long Grants which consist of 25 hours per week for 52 weeks; Mid Length Grants which consist of 15 hours per week for 52 weeks to be used in hourly increments agreed upon by the caregiver and local provider, and within the calendar year; and Short Term Relief Grants which consist of a one-time 25-hour grant to be used in hourly increments agreed upon by the caregiver and local provider, and within calendar year. 20
