Global Strategy Has been developed to address weakness in basic data and availability of information Including emerging data needs OUTCOME is to enable target developing countries to build sustainable statistical systems 90 targeted countries in 2012-2017 Aim to produce accurate and reliable agricultural and rural data Needed to inform and guide policy analysis and decision-making

Completed Activities: Country Action Plans Countries covered Bhutan, Lao PDR, Maldives, Viet Nam Completed activities Consultation with major stakeholders of agricultural and rural statistics in Bhutan (September 2012), Lao PDR and Viet Nam (November 2012) and Maldives (March 2013) Drafting of country action plans Consultation in Bhutan for the revision of the Renewable Natural Resources (RNR) Statistical Framework in October 2013 High level meetings in Lao PDR and Viet Nam in September 2013 to showcase the importance of agricultural and rural statistics for informed decisionmaking; solicit support for the implementation of the country action plan; and advocate for adequate resources for agricultural and rural statistics. Approval and endorsement of the Lao PDR and Viet Nam action plans in December 2013

Ongoing Research Activities Lao PDR Comparative Analysis of Estimates from Household Surveys, Census of Agriculture and Administrative Reporting System Completed activities: Datasets examined and compiled (National Vulnerability and Risk Survey, Lao Expenditure and Consumption Survey, Census of Agriculture and the annual publication from administrative reporting system) Analytical framework drafted Designing Crops and Livestock Production Sample Surveys Using Census of Agriculture as Sampling Frame Completed activities: Basic Training on Statistics was conducted for technical staff of the Center for Agricultural Statistics in September 2013 Bhutan Comparative Analysis of Rural and Urban Households Using Bhutan Living Standards Survey (BLSS) Completed activities: Survey datasets from BLSS 2004, 2007 and 2012 were consolidated for analysis Analytical framework drafted

Ongoing Research Activities Viet Nam Understanding the Application of Sample Surveys for Agricultural and Rural Statistics Completed activities: Datasets and reports were compiled for analysis (Rural, Agricultural and Fishery Census, Living Standards Survey, Multiple Cluster Indicators Survey, Statistical Yearbook, report from administrative reporting system) Application of Sample Surveys Completed activities: Training Course on Sample Survey Design was conducted for the technical staff of the General Statistics Office and Center for Informatics and Statistics in February 2014 Philippines Adoption of Agricultural Land Information System (ALIS) for Agricultural Area Estimation Completed activities: Software enhancement Training of Bureau of Agricultural Statistics staff on the use of ALIS and on procedures for field verification Pilot testing in one pilot province and verification of results Total agricultural land area and estimates of areas planted to major crops in the pilot province were derived Technical paper on the adoption of ALIS was presented in the recent National Convention on Statistics Improvement on the estimation method is currently being explored by ADB and BAS.

Ongoing Research Activities Innovative Data Collection Methods for Agricultural and Rural Statistics Countries covered Lao PDR, Philippines, Thailand and Viet Nam Completed activities: Pre-Inception meeting held in September 2013 to discuss the schedule of activities and implementation approach Business and technical requirements for further development of INAHOR (software application developed by JAXA and GISTDA of Thailand) have been defined Advance Payment Facilities (APF) for financing the activities were established and approved by ADB and implementing agencies

Schedule of Activities and Work Plan o Training on data handling, data analysis and report writing Lao PDR, March 2014 o o o o o o o Training on questionnaire design, survey operations, planning and budgeting for the design of sample surveys Lao PDR and Viet Nam, March-April 2014 Presentation of the sampling strategy, questionnaire and survey operations plan to technical staff and management -- Lao PDR and Viet Nam, April 2014 In-country inception workshop for Innovative Data Collection Methods for Agricultural and Rural Statistics -- Lao PDR, Philippines, Thailand and Viet Nam Training on software installation and configuration, including basic training on Linux OS and remote sensing; and training on the use of the software applications using archived data -- Lao PDR, Philippines, Thailand and Viet Nam; August-September 2014 Comparison of area and production estimates using archived satellite imagery and other data with available official statistics -- Lao PDR, Philippines, Thailand and Viet Nam; August-September 2014 Application of software to capture at least one cropping cycle -- Lao PDR, Philippines, Thailand and Viet Nam; 2015 Dissemination of results through conferences, seminars and interactive websites such as the Community for Agricultural and Rural Statistics (CARS) website.
