About Decker Aviation, LLC Formed August 13, 2007 Decker Aviation, LLC provides maintenance services for turbine and reciprocating powered helicopters and airplanes in the Mid-Atlantic region. The business is owned and managed by Steven L. Decker who previously did business under the name Decker Aviation. Decker Aviation, LLC is classified as a small business, owned and managed by a service-disabled veteran. As a factory authorized Robinson Helicopter Service Center, Decker Aviation, LLC is presently providing Robinson and Bell Helicopter services. Bell-Textron and Robinson Helicopter certified maintenance technicians are on staff to assist our customers. Mobile airplane and helicopter emergency recovery and maintenance services are available on request. Decker Aviation, LLC currently maintains more than 40 helicopters in the Mid-Atlantic region for both private and corporate owners. Maintenance includes both scheduled, unscheduled and overhaul services. Major field overhauls of Robinson helicopters that have reached their 12-year or 2200-hour inspection limits are welcomed and actively sought. Decker Aviation, LLC also has the capability to provide aerial surveillance on either a routine or non-routine basis utilizing the Robinson R44 Police Helicopter. This version of the R44 is equipped with a gimbal stabilized color and infrared (FLIR) camera, digital recorder, high intensity spotlight, siren and communications. The Robinson R44 Police Helicopter has a quick response at 130 mph and, when fully fueled, it can remain on Over 35 years of military & civilian helicopter experience 3

About Decker Aviation, LLC, Continued station for up to three hours. Robinson Helicopters provide an efficient and cost effective alternative to turbine engine helicopters. Police, fire departments, seaports, utility infrastructure, railroads, forestry services, shopping centers, large building contractors, large events and others can benefit from available 24-hour day or night aerial surveillance. Long-term contract packages include a helicopter, commercial pilot, trained observer and a complete maintenance package. All services can be tailored to meet specific needs and circumstances at very competitive rates. Real estate developers and photographers will find the maneuverability of a helicopter an excellent marketing tool for photographing tracts of land in support of listing, overseeing, construction monitoring and development planning. Decker Aviation, LLC is also available for sightseeing tours and helicopter rides for commercial or family events. Additional services include agricultural support for drying fields and crop pollination, and aerial municipal water tower inspections. Decker Aviation, LLC is registered with both the federal government and the state of Virginia as an approved vendor and contract applicant. The company is actively pursuing contracts with local, state and federal agencies and departments in support of crime prevention and homeland security. Management Expertise Steven L. Decker has an extensive background in helicopter and airplane maintenance. He received his initial training in the United States Army, attending numerous schools and serving in various leadership positions during his 23-year Army career. He retired as a Chief Warrant Officer, WO-4. Steve is an FAA certified Airframe-Power Plant Mechanic with Inspection Authorization and over 36 years of experience. He is a certified Commercial Pilot with both Rotary and Instrument Ratings with over 30 years of military and civilian helicopter flying experience. Assisting Steve is Larry Byers who oversees special projects and serves as the point of contact for state and federal government contracts and grants. Larry began his career as an educator and later became a Quality Assurance Analyst for a Fortune 500 company. He managed various departments within his military unit and retired from the Air National Guard as a Chief Master Sergeant with 36 years total service.
