In its meetings of March 9, 2015 and November 2, 2015 the Rectorate of the Medical University of Graz adopted the following changes to the Organization Plan. This Organization Plan was subsequently approved by all relevant bodies to fully replace the Plan dated August 5, 2015, as published in the Official Bulletin of August 5, 2015, Academic Session 2015, including all changes and amendments made to it since. SECTION ONE Art. 1 Scope/Entry into Force (1) The Organization Plan pursuant to Art. 20 and Art. 22, para. 1 lit. 3 in conjunction with Art. 29 University Act (UG 2002) shall be applicable to all organizational units of the Medical University of Graz. (2) The Organization Plan shall enter into force upon approval by the Senate pursuant to Art. 25, para. 1 UG and upon approval by the University Council pursuant to Art. 21 para. 1 UG. Provisions relating to Clinical Departments and Divisions that also constitute organizational units of the general-public University Hospital of Graz ( Landeskrankenhaus ) shall additionally require the prior consent of the hospital s supporting and managing organization ( Steiermärkische Krankenanstaltengesellschaft m.b.h. (KAGes) and of the Federal Minister pursuant to Art. 29 para. 2 UG. Art. 2 Chief Executive Organs of the Medical University of Graz (1) The University s chief executive organs according to Art. 20 para. 1 UG are: the University Council, the Rectorate, the Rector, and the Senate. (2) Further functional bodies may be established under the authority and supervisory control of the Rectorate in order to support the chief executive organs in fulfilling their tasks. SECTION TWO SCIENTIFIC ORGANIZATIONAL UNITS Art. 3 General (1) A number of Scientific Organizational Units shall be created in order to fulfill the tasks relating to the Scientific Sector. (2) These organizational units shall fulfill different tasks in the Non-Clinical and the Clinical Sectors and thus have different legal obligations toward the organization. They have thus been designed separately, in accordance with Art. 6 for the Non-Clinical Units, and with Art. 7 for the Clinical Units. (3) Non-Clinical Organizational Units are Scientific Organizational Units with the Institute as their basic administration. Within the Non-Clinical Sector, it shall be possible to create Interdisciplinary Centers as long as they constitute organizational forms for intensified teaching and scientific collaboration rather than organizational units within the scope of the University Act (UG). Their organizational form shall be defined by the Rectorate, in agreement with the Head(s) of the Institute(s) concerned.

2 (4) Clinical Organizational Units shall be Scientific Organizational Units that also form part of the public hospital under the denominations of Department, Clinical Institute or Joint Facilities. Divisions as mentioned in Art. 7 para. 2 shall be Divisions created in agreement with the hospital s supporting and managing organization, as a subdivision of the Clinical Organizational Units. Regarding the provision of patient care, Divisions shall fall under the scope of Art. 7, 7a KAKuG. Cross-unit Interdisciplinary Centers (research areas pursuant to Art. 25b KALG) may be created as long as they constitute organizational forms for intensified teaching, scientific collaboration, and interdisciplinary patient care rather than organizational units pursuant to the University Act (UG). The Organization Plan for the Clinical Sector shall require approval by the Federal Minister and by the hospital s supporting and managing organization (KAGes). Section Four Management of Scientific Organizational Units (1) The Heads of Scientific Organizational Units at the Medical University of Graz shall be named Directors. (2) The Rectorate shall appoint the Directors and their Vice-Directors pursuant to Art. 20 para. 5 and 32 UG for a period of four years, however, for no longer than the duration of their active service relationship. Prior to their appointment, the KAGes shall be informed and given the opportunity to deliver an opinion. (3) The Rectorate shall have the right to dismiss a Director on the following grounds: criminal sentence, physical or mental shortcomings, or a founded loss of confidence in said director. If the dismissal concerns the Director of a Clinical Organizational Unit, then the hospital s supporting and managing organization shall be given the opportunity to deliver an opinion. (4) The Head of Division shall be appointed by the Rector in accordance with Art. 32 UG. Prior to his or her appointment, the KAGes shall be given the opportunity to deliver an opinion. (5) If the dismissal concerns a Head of Division, Art. 4 para. 3 shall apply mutatis mutandis. In such a case, the Director of the relevant Clinical Organizational Unit shall have the right to deliver an opinion. Art. 5 Duties of the Directors of Non-Clinical or Clinical Organizational Units and of the Heads of Divisions (1) Directors of Non-Clinical Organizational Units shall have the following duties to perform within their relevant organizational unit: 1. Day-to-day management duties; 2. Make decisions about the service-related use of the joint resources allocated to the organizational unit; 3. Implement teaching in accordance with the curricula and the organizational framework defined by the Rectorate; 4. Quality assurance in research and teaching in accordance with discipline-specific standards; 5. Fulfill the function of superior for university staff assigned to the organizational unit; 6. Inform the staff of the organizational unit about important decisions concerning their organizational unit; 7. External representation of their organizational unit in accordance with the principles of the Medical University of Graz.

3 (2) Notwithstanding the provisions of para. 3, Directors of Clinical Organizational Units shall in particular have the following duties to perform within their organizational unit: 1. Day-to-day management duties; 2. Make decisions about the service-related use of the joint resources allocated to the Organizational Unit; where Organizational Units are structured in Divisions, in agreement with the relevant Heads of Division. In Departments and Clinical Institutes, the control and management of joint resources in terms of personnel, premises, and equipment for research and teaching activities shall be ensured together with patient care. 3. Implement teaching in accordance with the curricula and the organizational framework defined by the Rectorate; 4. Ensure quality assurance in research, teaching and patient care in accordance with discipline-specific standards; 5. Manage job rotation for physicians in education as part of their basic and further medical education; 6. Function as superior to the staff assigned to their Organizational Unit, regarding duty rosters and the national legislation on working hours. 7. Inform the staff of the Organizational Unit about important decisions concerning their Organizational Unit; 8. External representation of their Organizational Unit in accordance with the MedUni s philosophy. 9. In Departments not subdivided in Divisions, Directors shall assume the tasks otherwise given to the Heads of Division pursuant to Art. 5 (3). (3) The Heads of Division shall have the following duties to perform within their relevant Division: 1. Day-to-day managing duties at the Division level, in particular regarding research, teaching, and patient care; in the latter case assuming the ultimate discipline-specific medical responsibility and with special regard to the service-related planning and use of resources; 2. Implement teaching in accordance with the curricula and the organizational framework defined by the Rectorate as well as with the relevant organizational framework defined by the Director of the Clinical Organizational Unit; 3. Ensure quality assurance in research, teaching and patient care in accordance with discipline-specific standards and with purposely created diagnostic and treatment paths; 4. Ensure the basic and further education of physicians; supervision and reporting duties concerning the attainment of training goals by physicians in education; 5. Partake in the health care service-related tasks of the Clinical Organizational Unit within the framework of Joint Facilities and service providers; 6. Function as the superior to staff assigned to the Division, with the exception of tasks given to the Director of the Clinical Organizational Unit pursuant to Art. 5 (2), lit. 6 regarding duty rosters and the national legislation on working hours. Art. 6 Organization Plan for the Non-Clinical Sector (1) The Non-Clinical Sector of the Medical University of Graz is comprised of the following

4 Organizational Units: 1. Institute of Physiology 2. Institute of Biophysics 3. Institute of Physiological Chemistry 4. Institute of Molecular Biology and Biochemistry 5. Institute of Pathophysiology and Immunology 6. Institute of Cell Biology, Histology and Embryology 7. Institute of Macroscopic and Clinical Anatomy 8. Institute of Forensic Medicine 9. Institute of Pathology 10. Institute of Human Genetics 11. Institute of Experimental and Clinical Pharmacology 12. Institute of Hygiene, Microbiology and Environmental Medicine 13. Institute of Social Medicine and Epidemiology 14. Institute for Medical Informatics, Statistics and Documentation 15. Institute of Nursing Science 16. Institute for General Practice and Evidence-based Health Services Research (2) The Institutes mentioned in para. 1 items 1-12 shall be grouped into the following Centers, with the details of the Centers design being laid down in the Development Plan. a. Center for Physiological Medicine - Institute of Physiology - Institute of Biophysics - Institute of Physiological Chemistry b. Center for Molecular Medicine - Institute of Molecular Biology and Biochemistry - Institute of Pathophysiology and Immunology - Institute of Cell Biology, Histology and Embryology - Institute of Experimental and Clinical Pharmacology c. Center for Theoretical-Clinical Medicine - Institute of Macroscopic and Clinical Anatomy - Institute of Forensic Medicine d. Center for Applied Biomedicine - Institute of Human Genetics - Institute of Hygiene, Microbiology and Environmental Medicine - Institute of Pathology

5 Art. 7 Organization Plan for the Clinical Sector (1) The Medical University shall, together with the hospital s supporting and managing organization and upon approval of the Federal Minister, with an eye on the Performance Agreement pursuant to Art. 13 UG ( Leistungsvereinbarung ), reach an agreement concerning the running of individual Organizational Units that belong to both the Clinical Sector of the Medical University and to the public hospital, which also includes the mutual services rendered and their evaluation. (2) The Clinical Sector of the Medical University of Graz shall include the following organizational units: Departments 1. Department of Anesthesiology and Intensive Care Medicine 2. Department of Ophthalmology 3. Department of Blood Group Serology and Transfusion Medicine 4. Department of Surgery 5. Department of Dermatology and Venereology 6. Department of Obstetrics and Gynecology 7. Department of Otorhinolaryngology 8. Department of Internal Medicine 9. Department of Pediatric and Adolescent Surgery 10. Department of Pediatrics and Adolescent Medicine 11. Department of Neurosurgery 12. Department of Neurology 13. Department of Orthopedics and Orthopedic Surgery 14. Department of Psychiatry and Psychotherapeutic Medicine 15. Department of Medical Psychology and Psychotherapy 16. Department of Radiology 17. Department of Radiotherapy and Radiation Oncology 18. Department of Trauma Surgery 19. Department of Urology 20. Department of Dental Medicine and Oral Health Clinical Institutes 21. Clinical Institute of Medical and Chemical Laboratory Diagnostics Joint Facilities 22. Clinical Psychosomatics

6 (3) Out of the Departments mentioned in para. 2, the following Departments shall be subdivided in Divisions for the purposes of research, teaching and patient care: 1. Department of Anesthesiology and Intensive Care Medicine - Division of General Anesthesiology, Emergency and Intensive Care Medicine - Division of Anesthesiology for Cardiovascular Surgery and Intensive Care Medicine - Division of Special Anesthesiology, Pain and Intensive Care Medicine 2. Department of Surgery - Division of General Surgery - Division of Vascular Surgery - Division of Cardiac Surgery - Division of Plastic, Aesthetic and Reconstructive Surgery - Division of Thoracic and Hyperbaric Surgery - Division of Transplantation Surgery 3. Department of Obstetrics and Gynecology - Division of Gynecology - Division of Obstetrics 4. Department of Otorhinolaryngology - Division of General Otorhinolaryngology - Division of Phoniatrics 5. Department of Internal Medicine - Division of Angiology - Division of Endocrinology and Diabetology - Division of Gastroenterology and Hepatology - Division of Hematology - Division of Cardiology - Division of Nephrology - Division of Oncology - Division of Rheumatology und Immunology - Division of Pulmonology 6. Department of Pediatric and Adolescent Surgery - Division of General Pediatric and Adolescent Surgery - Division of Pediatric Orthopedics 7. Department of Radiology - Division of General Radiological Diagnostics - Division of Pediatric Radiology - Division of Nuclear Medicine Radiology - Division of Neuroradiology, Vascular and Interventional Radiology 10. Department of Dental Medicine and Oral Health - Division of Oral-, Maxillofacial Surgery - Division of Restorative Dentistry, Periodontology and Prosthodontics - Division of Oral Surgery and Orthodontics SECTION THREE ADMINISTRATIVE SECTOR Art. 8 General (1) To fulfill the tasks of the Administrative Sector, Staff Units and Non-Scientific Organizational Units shall be established in order to support the Chief Executive Organs. (2) The Staff Units supporting the Chief Executive Organs and the Non-Scientific Organizational Units are meant to advise and support the Chief Executive Organs as well as to ensure the administrative tasks and the provision of research infrastructure at the Medical University of Graz, with the aim of efficiently and effectively supporting the Non- Clinical and Clinical Organizational Units also in the realms of gender equality and the advancement of women. Their administrative tasks include all classical central administration tasks and the administration of teaching. Art. 9 Management of Non-Scientific Organizational Units (1) The Rectorate shall appoint a Head for each of the Non-Scientific Organizational Units. The Heads of Unit shall act as the immediate superior to the staff assigned to the organizational unit and report directly to the Rectorate. (2) Regarding the appointment of a Head of organizational unit for the coordination of tasks relating to gender equality, the advancement of women, and gender research (Gender:Unit), the Chairman of the Sub-Committee for Gender Equality Issues shall have a right to nominate. (3) The task of heading the Staff Units supporting the Chief Executive Organs shall fall to: the Chairman of the University Council pursuant to Art. 10 para. 2 lit. a, the Chairman of the Senate pursuant to Art. 10 para. 2 lit. b, the Rector pursuant to Art. 10 para. 2 lit. c, the Vice-Rector in charge pursuant to Art. 10 para. 2 lit. d, or to the competent member of the Rectorate as defined by the Rectorate s Internal Rules, pursuant to Art. 10 para. 2 lit. e-l. (4) The Heads of organizational units may be removed by the Rectorate and/or by the competent member of the Rectorate for valid reasons.

8 Art. 10 ORGANISATION PLAN FOR THE ADMINISTRATIVE SECTOR (1) At the Medical University of Graz, the following Non-Scientific Organizational Units shall be established: a. GENDER:UNIT b. Organizational Unit for Human Resources and Legal Affairs c. Organizational Unit for Finance d. Organizational Unit for Research Infrastructure e. Organizational Unit for Research Management f. Organizational Unit for Infrastructure g. Organizational Unit for Studies and Teaching h. Organizational Unit for MED CAMPUS Development i. Organizational Unit Library (2) The Medical University of Graz shall establish the following Staff Units to support the Chief Executive Organs: a. University Council Office b. Senate s Office c. Rector s Office d. Vice-Rectors Offices e. Internal Audit Office f. LKH 2000/2020 g. Marketing and Communications h. HR Development i. Quality Management j. Coordination Center Clinical Studies k. Organizational Development l. Legal Affairs (3) The organizational units HR Management, Finance and Infrastructure shall be responsible for the administrative, commercial, organizational, and technical management of the Medical University of Graz as a whole. The organizational design of these organizational units shall be defined by their Heads, advisably in collaboration with the competent member of the Rectorate as defined in the Rectorate s Internal Rules. (4) The GENDER:UNIT shall be responsible for conceptive, networking, and supportive tasks relating to gender equality, the advancement of women, and diversity management. The organizational design of the GENDER:UNIT shall be laid down by the relevant Head of Unit, advisably in collaboration with the competent member of the Rectorate as defined in the Rectorate s Internal Rules, in agreement with the Chairman of the Sub-Committee for Gender Equality Issues. Detailed provisions for the organizational design of the GENDER:UNIT shall be included in the Plan for the Advancement of Women at the Medical University of Graz.

9 (5) The organizational units Research Infrastructure and Research Management provide joint research resources and services. The organizational design of those organizational units shall be defined by their relevant Head of Unit, advisably in collaboration with the competent member of the Rectorate as defined in the Rectorate s Internal Rules. Regarding the provision of infrastructure to the Clinical Sector, The Center for Medical Research (ZMF I) shall be bound by the KAGes Agreement. (6) The Organizational Unit for Studies and Teaching shall be responsible for central tasks relating to the organization, administration, and evaluation of studies and exams. The organizational design of this organizational unit shall be defined by the Head of Unit, advisably in collaboration with the competent member of the Rectorate as defined in the Rectorate s Internal Rules. (7) The Organizational Unit for MED CAMPUS Development shall be responsible for tasks required for the organizational and administrative implementation of the MED CAMPUS program. Its organizational design shall be defined by the Head of Unit, advisably in collaboration with the competent member of the Rectorate as defined in the Rectorate s Internal Rules. (8) The Organizational Unit Library shall be responsible for the organization and running of the Central Library and of the attached learning center at the Medical University of Graz. Additional tasks include the purchase and provision of scientific information sources for the University as a whole, the maintenance of library-specific databases and catalogues, of media archives, of a literature service as well as of customer support and training. (9) The internal structure of Non-Scientific Organizational Units pursuant to para. 1 shall be published separately in the Official Bulletin. SECTION FOUR Art. 11 STAFF ASSIGMENT (1) The Organizational Units mentioned in Art. 6 and 7 shall be staffed with university members originally assigned to the relevant Non-clinical or clinical units as of 31 st December 2003. (2) Assignment of all other university members, especially in the Non-Scientific Sector, shall be organized by the Rectorate and shall be published in the Official Bulletin of the Medical University of Graz. SECTION FIVE Art. 12 Publication (1) This Organization Plan shall be published in the Official Bulletin of the Medical University of Graz.
