MEMORANDUM FOR SENIOR ACQUISITION EXECUTIVES DEPUTY UNDER SECRETARY FOR LOGISTICS DIRECTOR, DEFENSE PROCUREMENT COMMANDER IN CHIEF, SPECIAL OPERATIONS COMMAND DIRECTORS OF THE DEFENSE AGENCIES Subject: Automation of Past Performance Information On 20 November 1997, I established policy guidelines for collection of Past Performance Information (PPI) across the Department of Defense. One objective of that policy was the automation of PPI. To ensure successful planning for DoD's ability to pilot a central retrieval automation capability, each component is asked to identify any existing automated system used to collect past performance information. The attachment to this memorandum includes the known automated databases. Please provide information on additional databases in the same format as the attachment by March 2, 1998. This pilot activity will be initiated in March 1998 and conducted by the Joint Electronic Commerce Project Office. The DoD Past Performance Automated Information System (PPAIS) pilot project will demonstrate: connectivity with the Air Force and Navy Contractor Performance Assessment Reporting Systems, the Army Past Performance Information Management System, the Navy Product Data Reporting and Evaluation Program and Red/Yellow/Green systems, the Defense Logistics Agency Automated Best Value Method (ABVM), and the Defense Information System Agencies Contractor Past Performance Evaluation Toolkit; capability for collecting and maintaining 'report cards' centrally for selected test sites that do not have their own PPI collection systems; retrieval of accurate and complete PPI; system security that ensures contractors can access PPAIS to review and comment on their-own contract performance but not gain access to other assessments; and ability to cross reference an index of completed Software Capability Evaluations. Additionally, I direct the Past Performance Integrated Product Team (IPT) to ensure that it develops a methodology for use of passively collected past performance information that considers logistics and acquisition reform effort. Passive collection is defined as any method of past performance assessment that relies on information obtained from a number of external preexisting information sources. These passive information sources, are managed by the Department of Defense and may include contract administration, quality, reliability, and payment sources. Past performance ratings developed using passive collection systems are subject to the contractor review process required by FAR Part 42. The IPT should first determine the databases that will be relied on for future passive collection in DoD, coordinating with the Standard Procurement System, Paperless 2000 and Logistics efforts. The current list of these potential databases is attached. This group should also examine the current methodologies used by the two Defense passive systems (i.e., ABVM and Red/Yellow/Green) for broad application to the Department. To ensure that these methods are equitably applied to all commodity areas, I encourage you to include industry representatives,

as appropriate, in your endeavors. The results of the passive collection automation effort should be provided to me by May 30,1998. Please provide any updates to existing data bases in the attachment to LeAntha Sumpter at (703) 614-3883 or sumpteld@acq.osd.mil. Attachment: As stated
