MILITARY OFFICERS ASSOCIATION OF AMERICA ALAMO CHAPTER THE LARIAT Volume 35, Number 4 Five Star Chapter April 2015 President s Message Many things are happening this month, but April is always busy! We had a very successful mayoral panel during our March luncheon. Thanks to all who helped put it on as well as to the candidates who participated. Also, much thanks to Mr. Gilbert Garcia, from the Express News who served as our moderator. Hope all of you will go out and vote. The state legislature is going into the second half of its session with many bills of interest and benefit to our military community. I am headed to Washington to sit on the Army Chief of Staff s Retiree Council for the last time. We have many issues submitted from Forts, camps, stations all over the world. Many of these issues affect not only retirees, but our military community as a whole. Sixteen of us from CONUS and OCONUS will discuss and analyze them and make final recommendations to the CoS as to what we think should be done with them. In the week prior to our being there, MOAA National will be going through their Storming the Hill process to educate our US Representatives and Senators as to our priorities for the year. Our focus will be about maintaining the force s benefits and pay as well as benefits to retirees and their families. MOAA wants the Congress to sustain military pay and benefits. The administration has proposed capping pay for the third straight year. It wants housing allowances reduced and wants to reduce commissary savings to the military community by up to 66%. It has been proposed that Tricare be consolidated to one benefit for the active duty. Family members would go to ACA and the overall value of the health benefit would be reduced. Where retirees and surviving spouses are concerned, we continue to need fixes to concurrent receipt, the SBP- DIC offset (which would have been taken care of had Senator Cornyn not voted against it in a previous NDAA) and post 9/11 reserve retirement credits. There will be much discussion regarding sequestration, the budget and on-going funding of the military. It appears that there are strong divisions within the Congress, both on the House and Senate sides, as to the shape that the final budget will take. On one hand, hawks within these bodies want to see huge increases in the military budget along with relaxation of the sequestration axe that hangs over them. On the other hand, fiscal conservatives want sequestration to continue to force cutbacks in all areas. What we will hopefully see is some sort of sanity take place along with a lot of compromise so that cutbacks to the military budget will stop, but attendant to that the Congress will force DoD to take a harsh and strong look at its procurement practices. Are weapons systems such as the F35 really needed? President s Message (Continued from Page 1) Do we really need five carrier groups around the world? What other areas of fraud, waste and abuse (that we have all heard about for years!) can be addressed? Making the Army a paper force with a manning level of 420,000 active members is just asking for trouble where it concerns our nation s security. One great example of how the military can start saving money is developing a closer relationship with its surrounding community. JBSA is working with the City of San Antonio, community leaders, and businesses in the area to help it perform needed activities that can be shared. For instance, bus services to the bases that make up JBSA have been expanded through VIA so that it is easier for soldiers, airmen and sailors to get around from place to place at a lot less expense than taking a cab. Such things as maintaining street lights and traffic signals is being looked at as being contracted with the city rather than JBSA having the expense of maintaining its own crews or contractors to do the same work that the city does every day. JBSA is also working with local community organizations such as the Military and Veterans Community Collaborative (MVCC) to assist it in getting information to the military community and transitioning military as to what local services are available to them. Activities such as these can only help not only the installations save money, but also provide services to the military members that otherwise might not be available to them. I had the opportunity to be briefed and visit with MG James T. Jackson USA (Ret) and Colonel Yvonne Schilz USA (Ret) regarding the Vietnam War Commemoration that is going on from 2012 through 2025. They are looking for organizations, private and military, to help with the commemoration by having at least two events per year through 2017 to celebrate and recognize our Vietnam Era veterans, to include those who served in-country and those who served elsewhere during this time. The Alamo Chapter has made a commitment to become part of this celebration, and you will hear more about it in the future as we recognize and commemorate those who served during this time and truly welcome them home! You may have recently seen the activity that occurred at Randolph AFB that recognized Vietnam Era POWs during ceremonies there. Our April meeting will be at Blue Skies East (formerly Air Force Village 1) where our speaker will be MG Lawarren Patterson, Deputy Commanding General for Operations/Chief of Staff, U.S. Army Installation Management Command. Please try and be there as we anticipate a very informative discussion of how IMCOM is dealing with all of the changes for installations around the world and here at JBSA. Medical Minute Upset Stomach Got an upset stomach? Could be from something you ate, a bad cold, flu, medicines, stress or an underlying disease syndrome. Queasiness, vomiting and diarrhea are the telltale signs. Usually they pass in 2 to 48 hours. If they persist, see your doctor. However, most cases can be handled at home. The following health tips should have you well in a day or two. Avoid solid foods for several hours until you feel a little better. Suck on ice chips or take small sips of water, weak tea or broth. If you are feeling nauseated try sipping water simmered with fresh ginger, sucking on ginger candy, or taking a ginger supplement (500 to 1000 milligrams). Especially effective after surgery or chemotherapy. As you start feeling better gradually add other foods such as crackers, toast, broth, soup, noodles and boiled vegetables. For the next several days, avoid spicy foods, caffeine and alcohol. Avoid taking medicines such as aspirin, no steroidal anti-inflammatory drugs since they can irritate your stomach. If you are losing a lot of fluid through vomiting or diarrhea, see your doctor. You may need intravenous rehydration. Source: Mayo Clinic Health Letter, February 2015 Col Irene Collier Unsung Heroines: Military Wives Military wives are often unsung heroines. Not only do they give moral support, they keep families together often on limited finances when spouses are on deployment and government finances are delayed. They also find time to work in military and community ventures to help others. Unfortunately we rarely hear of their accomplishments until we read them in the obituaries. In today's article we honor two such ladies who were members of MOAA-AC. Jane Jayne was the wife of LTC David Jayne. David was a helicopter pilot. Unfortunately his helicopter was downed and burned during the Viet Nam Conflict. His flame retardant flight suit shielded much of his body but his hands, face and head were badly burned. He spent the next two years in the Burn Unit at BAMC in and out of burn treatment, surgery and rehab. His hands were so badly burned he lost fingers on both hands and surgery could not correct the bad burns on his face. For a time he vacillated between life and death. Jane was always at his side willing him with her prayers and strength and bolstering his determination to live. Burn therapy, surgery and rehab were not easy. As he slowly recovered they mentored other couples going through what they had just endured. They worked to improve the Burn Unit and make it the best in the US. In summer they sponsored a two week summer camp for burned children and their siblings. A place where they could ride horseback and participate in camp activities. They had a leadership role in collecting funds to build the Intrepid - a state of the art Rehab Unit at Solitaires BAMC. It was built in two years with civilian donated money. No government monies were spent on the project. When completed, it was turned over to BAMC to staff and operate. Both Jaynes worked tirelessly to support all military and community activities, especially for military or the church. The other MOAA-AC heroine was Mary Miller. Mary was the wife of BG Alfred Miller, an Army chaplain. She accompanied him whenever deployment allowed. Mary was a born missionary. She used every opportunity to bring the knowledge of Christ. Her appeal was through gentle persuasion not aggression. She volunteered in military hospitals and churches where ever they were. Her love for military and church actives continued even after her husband died - health permitting. With declining health she moved to the Army Retirement Community. Here she was a great promoter of MOAA-AC activities. For Sunday brunch she would reserve a table for eight. Four were selected from new residents and four were regular residents. New friendships were formed. Downsizing was made easier for the newcomers with advice from the old timers. She made all chaplains feel welcome regardless of their religious denomination. Both women were a credit to the military and to MOAA-AC. They were loved and will be sorely missed. April Solitaires will meet on Tuesday 7 April at the Fort Sam Golf Club at 1100 and the Sunday Brunch at Randolph Parr Club will be on 26 April at 1100. Col Irene Collier 7 The Lariat April 2015
Mayoral Candidates Panel Corporate Partners One of the main goals of the Alamo Chapters is to inform its members as to legislative and political activity that will affect the military community, active, retired, veteran, family member and caregivers. In an effort to do that, the Alamo Chapter embarked on something it had never done before. The City of San Antonio has always prided itself in calling itself, Military City, however, it has sometimes fallen short of actually reaching out and assisting the military community in ways that really help it and its members who are citizens of the San Antonio Community. One of the key ways that we, as members of that military community, can affect the City s attitude and concrete efforts to that military community is through the political process and the most influential ways of doing that is through the efforts and actions of the mayor. Because of that, we decided to have a panel of the mayoral candidates to ask them questions about what they would do for the military community, if elected. We decided to invite all fourteen candidates for the mayor to be participants in this panel. In addition, we invited our friends from the Army Association of the United States Army, the Air Force Association, and the Navy League to attend the meeting at the Ft. Sam Houston Golf Club. In the end, we had about 100 people attending the meeting and of the fourteen candidates, we had eight accept and attend. These included, Mr. Paul Martinez, Mr. Raymond Zavala, Mr. Mike Villarreal, Mr. Tommy Adkisson, Mr. Gerald Ponce, Mr. Rhett Smith, Ms. Cynthia Brehm and Mrs. Leticia Van de Putte. Unfortunately the current mayor, Mrs. Ivy Taylor could not attend. Our moderator was Mr. Gilbert Garcia, Metro writer for the San Antonio Express News. The panel began with a one minute introduction, by each candidate and then the questions began. Each candidate had two minutes to answer the questions. The lead question was, Will the city s veteran s committee be reorganized and become a more vibrant advisory committee to the mayor and city council who appoint them. It was apparent that some of the candidates did not know that this committee existed and the answers ranged from it would be created to it would be rejuvenated. Another question asked, With the drawdown of the military and severe budget cuts to all military bases, in what ways do you see the City of San Antonio helping Joint Base San Antonio in maintaining services with its base confines as well as possible available services for active duty personnel outside of the bases. Again, it was interesting that the answered ranged from doing nothing to entering partnerships with JBSA to share services, but at a higher level. We were going to ask how the city could assist transitioning military become part of the community in an easier fashion and have help in employment, but we ran short of time. Again, answers ranged from having fund raisers to seeking to do something with the 2016 bond issues. For a first effort of this sort, I think that we had great success. Speaker Bio Major General Lawarren Patterson Deputy Commanding General for Operations/Chief of Staff Installation Management Command United States Army Major General Lawarren Patterson serves as Deputy Commanding General for Operations and Chief of Staff for The U.S. Army Installation Management Command since October 2014. MG Patterson was commissioned as a Second Lieutenant in 1982 in the Signal Corps and earned a Bachelor of Science degree in Mass Communications from Norfolk State University. He holds a Master of Science Degree in General Administration from Central Michigan University, and a Masters in Strategic Studies from the U.S. Army War College. Mentored recently retired AF officer (0-6) to participate in "Buddy Program"; shared all program elements; spread workload, improved continuity of complex program & enabled IT solutions for future awareness/growth. Coordinated with 2 San Antonio JROTC Department of Army Instructors (DAIs) to distribute cadet awards across School Districts; saved shipping time/money, ensured cadet receipt of well-earned awards in timely manner. Attended monthly MOAA luncheons; networked with fellow retirees and shared employment contacts with active-duty officers approaching retirement; increased knowledge of MOAA across JBSA-FSH community. Alamo Chapter Scholarships Colonel Clarence T. Torrey Community Service Scholarship This is named in memory of Colonel Clarence T. Torrey, USA (Ret), a past President of the Alamo Chapter. Upon his death, a donation to initially fund the scholarship was made to the chapter by his wife. The scholarship in the amount of $2,500 is awarded annually to a graduating high school senior whose parent, stepparent or grandparent served on active duty in any of the uniformed services represented in MOAA. All details of the scholarship selection process except for selection of the final recipient are handled by the Bexar County Scholarship Clearing House (BCSCH)/Minnie Piper Foundation. Scholarship applications are available from Bexar County school counselors in the fall. For students outside Bexar County, applications may be obtained from the MOAA AC Scholarship Committee. BCSCH receives the applications, makes preliminary evaluations and creates a recommended order of merit list. The MOAA AC Scholarship Committee receives the order of merit list in March or April, interviews the top 5 candidates and selects a winner. The winner is announced and the scholarship presented at the May luncheon. The General Herring JROTC Scholarship The Colonel McCarthy JROTC Scholarship JROTC Scholarship Three $2,500 scholarships are available to a graduating high school senior ranked in the top half of his/her class, who has participated for at least three years in a ROTC Program supported by the Military Officers Association of America Alamo Chapter. Selection will be based on financial need, academic record, test scores, citizenship, leadership, community involvement and outstanding professional ability. Applications for this scholarship are currently available through the Senior Military Instructors, online at www.alamomoaa.org or from the Scholarship Chair. A maximum of one scholarship application will be accepted from each supported ROTC program. The LtCol Edward & Ruby Marvin Chapter Scholarship One $2,500 scholarship is available to a graduating high school senior ranked in the top half of his/her class, who is a child, stepchild, and/or grandchild of a member in good standing of the Military Officers Association of America and the MOAA-Alamo Chapter. Selection will be based on financial need, academic record, test scores, citizenship, leadership, community involvement and outstanding professional ability. ROTC Scholarship Four $1,000 scholarships are available to a university student enrolled in ROTC. Two will be awarded to Air Force ROTC students and two for Army ROTC students. Selection will be based on financial need, academic record, test scores, citizenship, leadership, community involvement and outstanding professional ability. Applications for all scholarships (except the Clarence Torrey which are obtained through high school guidance counselors) are currently available online at www.alamomoaa.org or from the MOAA - AC office.
