Tuition Fee Guidance for Erasmus+ Exchange Students Summary What is this document about? This document sets out the University s tuition fee charges to UK, EU national and non-eu national students who go abroad for one term or a full year, either on study or work placement, on the Erasmus+ Programme (European Region Action Scheme for the Mobility of University Students). The Department for Education (DfE) sets the maximum tuition fee cap that HE Institutions can charge UK and EU national students. Therefore, HE Institutions set their fees within the prescribed limits. Who is the document for? The document is applicable to UK, EU national, and non-eu national undergraduate students who go abroad on Erasmus+, providing the students are undertaking a degree programme at a UK HEI and they and their placement meet the Erasmus+ eligibility requirements. How does the University check this document is followed? The officer responsible for maintaining the currency of the guidance is the Academic Registrar. The Academic Registry implements the guidance. The guidance is monitored by the Finance Department, who ensures that the principles are adhered to, are transparent and consistently applied. 1 Introduction The purpose of this guidance is to explain the tuition fees applicable to UK and EU national and non-eu students taking a study or work placement abroad under the Erasmus+ Programme. Erasmus+, a European Commission led Programme, allows eligible students to participate in study placements, work placements, or combined work and study placements abroad in any of the 33 Programme countries. Eligible students can undertake mobility periods from a minimum of two months (work placements), or three months (study placements) in a full academic year (UG, PG, PhD). Students are eligible for participating in Erasmus+ study placements from their second year of study, and the Erasmus+ work placements in any year of study. Students may be allowed more than one ERASMUS grant during a course provided their time abroad does not exceed twelve months in total. Tuition fee arrangements apply to students undertaking an Erasmus+ study year/partyear, or Erasmus+ work placement for a complete or part-year in any of the participating countries abroad. The definition of a complete academic year for this purpose is at least 24 weeks (excluding weekends and the usual holidays). Different tuition fees apply to UK and EU students depending on their year of entry and associated fee-regime; this is on account of changes in Government legislation. A student s year of entry onto the course programme will determine if new or old regime fees apply. The fees charged are in line with the Education Student Support Regulations. This policy is applicable to eligible undergraduate students undertaking their degree programme at a UK HEI. 2 UK/EU new regime fee students (2012 entry onwards) UK and EU full-time students who started their courses on or after 1 September 2012 will be charged a tuition fee when they study/work abroad on Erasmus+. The maximum amount that the Department for Education allows HEIs to charge students is 15% of the maximum tuition charge cap. The University has set the fee at 10% of the full fee of 9,250 in 2017/18; therefore the set fee is 925. Students will be able to apply for tuition loans to meet the costs of their tuition for their Erasmus+ year. For students accepted on to the Erasmus+ Programme the following tuition fee criteria applies: Students who study/work abroad for a full academic year under the Erasmus+ Programme will pay 925 for that year to the University of Portsmouth. definition of a complete academic year for this purpose is at least 24 weeks (excluding weekends and the usual holidays). Students who study/work abroad for a full academic year, but only part of that year is under the Erasmus+ Programme, will pay the outward mobility fee of 925 to the University for that period of study. Students who study/work abroad for part of the year under the Erasmus+ Programme, but whose period of study at the University of Portsmouth is more than 10 weeks, will pay 9,250 for that year to the University of Portsmouth. Students who spend a period of a year abroad on the Erasmus+ Programme which spans two academic years will be liable for the full fee in the first year and the outward mobility fee of 925 in the second year. 3 International student Fees For International students accepted on the Erasmus+ Programme the following tuition fee criteria applies: Students who study/work abroad for a full academic year under the Erasmus+ Programme will pay the outward mobility fee of 2,200 for that year to the University of Portsmouth. The definition of a complete academic year for this purpose is at least 24 weeks (excluding weekends and the usual holidays). Students who study/work abroad for a whole academic year, but only part of that year is under the Erasmus+ Programme, will pay the outward mobility fee of 2,200 to the University for that period of study. Students who study/work abroad for part of the year under the Erasmus+ Programme, but whose period of study at the University of Portsmouth is more than 10 weeks, will pay the full tuition fee for that year to the University of Portsmouth. Students who spend a period of a year abroad on the Erasmus+ Programme which spans two academic years will be liable for the full fee in the first year and the outward mobility fee of 2,200 in the second year. 4 Erasmus+ Grants Students must immediately repay over awarded grants, arising from a change in the agreed terms of their placement which alters the original schedule of payments.
