PROJECT EVALUation: Ros.Nano.Corporation, Ros Veture Company, Ministry R&E, Program Kadry 1.5. Education: October 2010 création of International Center of Advanced Studies - ICAS http://icas.su/ ICAS Mission: to organize training of Russian students and young researchers in foreign laboratories under the guidance of scientists - compatriots. Program is formed on the basis of existing laboratories in Europe and the USA. Training in small innovative start-up companies is also possible. At present time 15 students who obtained the scholarships of the President of the Russian Federation follow the training courses in Europe and US Universities and research centers under the guidance of RASA members.

RESEARCH PROJECTS: Essentially on the individual level in the framework of Programs Kadry 1.5 and Mega Grant. Some comments on the Program Kadry 1.5: Program Kadry1.5. We all know pluses and minuses, but it worked in aspects of involving some of motivated phd students to world leading research and getting them published in really good journals. Considering rather little money one could say that the program was value for money. The idea of Kadry 1.5 grants is a good one. However, the format of the grant would benefit from more structured budget. Part of the budget should be awarded directly to the foreign collaborator. Otherwise, the expectations are not easily conveyed between the parties. There is a 30% Russian government tax on the payments, and huge commissions (up to 200%) associated with the purchase of equipment, because one has to involve a middleman (Russian company reselling Western scientific equipment).

Innovation: The Russian Diaspora is also very active in innovation area, including the creation of start-up companies.. It is of interest to encourage them to develop their innovative business in Russia. Benefits for Russia: Attract good innovative projects Reduced risk for investment : these start-companies have already obtained important supports in their countries, participated in European and National projects. Benefits for start-up companies: Access to a new invest market Collaboration with good academic research centers Easier access to a big Russian and ex- Soviet Republics markets It needs to set out some ground rules, acceptable for both parties (intellectual property ). Organization of Invest Seminar : Russian Investors - Western start-up s. Russian innovative commpanies are also looking to penetrate into the Western Market. RASA plan to create a Technopark, accessible to Russian technological company. It could provide them a technical support needed for upgrading their products to European standarts

SuggestiOns and Conclusions Suggest the Russian organizations (Ministries, Corporations, Foundations) to coordonate their efforts and organize only ONE Annual Meeting on interactions with Russian Scientific Daspora. Consolidation of Diaspora: MOST Conference Set-up a web-journal «Russian Scientist abroad» for exchange of idea, informations, debates and polemics. Suggest the Ministry R&E to launch new Programs type Kadry 1.5. New programs should be supported, but they need to be discussed with both parties Russian and Western collaborators. Expand the ICAS Program: more students, more divers training courses, include human sciences Encourage the Diaspora inventors to develop their innovative business in Russia. Organize an invest Seminar on Problems and Opportunities in Russia Support the installation of a Technopark in Europe accessible to Russian innovative companies
