Introduction

History of BCRC China 1993 1995 1997 2009 2011 2014 China NEPA established National Training and Technology Transfer Center for Hazardous Waste Management and Disposal of China (NTTTC), in Beijing, China 3rd COP to the Basel Convention officially selected China to establish a regional center in Asia-Pacific Region BCRC China established based on the NTTTC, core functions and operation model was confirmed BCRC China was endorsed as Stockholm Convention Regional Center by COP4 of Stockholm Convention Framework Agreement signed by Government of China and Secretariat of the Basel Convention, The First Meeting of Steering Committee of BCRC China was held

Function and Role of BCRC China Function Training, Information Awareness Raising, Consulting Technology Transfer Regional Role To assist the developing countries to implement BC and SC in Asia and the Pacific through all kinds of activities. Until now over 180 projects has been completed or being implemented by BCRC China. The contents involve policy studies, experiment analysis, technology research and development, project demonstrations, etc. And the research areas cover E-waste, POPs and convention implementation, etc.

PACE Related Activities

Introduction of PACE The Partnership for Action on Computing Equipment (PACE) was launched at COP9, Bali, Indonesia in June 2008. Mission: Increase environmentally sound management (ESM) of used and end-of-life computing equipment. The Partnership has developed the following documents: 1) Guideline on environmentally sound testing, refurbishment and repair of used computing equipment; 2) Guideline on environmentally sound material recovery and recycling of end-of-life computing equipment; 3) Guidance on procedures for transboundary movement of used and end-of-life computing equipment; 4) Glossary of terms; 5) Report with ESM criteria recommendations.

PACE Related Practices of BCRC China Two members of PACE Working Group BCRC China BCRC China Participated related meetings of PACE BCRC China organized and hosted several activities

PACE Related Practices of BCRC China BCRC China organized the Regional Training Workshop on PACE Guidelines in Asia and the Pacific (Shenzhen, China, from 2 to 3 December 2011) 34 participants from 9 countries in Asia and the Pacific region, institutions, industries and other organizations attend. It s the first regional training workshop on PACE guidelines with aims of promoting ESM of E- waste and awareness rising.

PACE Related Practices of BCRC China BCRC co-organized the Third Physical Meeting of the PACE (Beijing, China, from 13 to 15 December 2010) 52 participants from 12 Parities and Signatories, 9 BCRCs, Secretariat of the Basel Convention, etc. attended the meeting. This meeting further facilitate the activities and progress of the PACE Working Group and promote the communication and cooperation on environmentally sound management for E-waste.

Regional Delivery

Information and Platform International Conference on Waste Management and Technology 1. The conference is initiated by BCRC China and has been ongoing for 9 years since its inception in 2005. It is an important international platform for specialists and officials to discuss scientific problems, exchange experiences, and look for innovative solutions. 2. More than 500 delegates from 32 countries and regions of enterprises and research institute, etc. participated in the 2014 conference. 3. Topic include E-waste, sludge, hazardous waste, industrial solid waste, contaminated sites, circular economy, POPs waste, etc.

Information and Platform China Solid Waste Training Programme, Face-to-face and Online Training System The online training platform on waste was designed on 2012 and opened on 2013. More than 60 videos have been made and published, including most aspects on management and treatment of solid waste

Information and Platform Website and Regional Newsletter Website of BCRC China includes three sub-website: BCRC, SCRC and Chinese version; specific topics is set such as E- waste, PCBs, PBDEs. Newsletters on BC and SC has been published monthly to parties and others

Information and Platform Basel Convention Information Platform for Asia and the Pacific BCinf is an information platform for the implementation of Basel Convention in the Asia and Pacific region, aimed to promote the regional information exchange and cooperation among the Parties and countries. There are counties information, legislations, policies, project activities, and other information related to the implementation of Basel Convention.

Case Workshop The 2nd Basel Forum in Asia-Pacific Region on Promotion of Basel Convention Implementation 30 October 2014, Beijing, China Organized by Basel Convention Regional Centre for Asia and the Pacific (BCRC China) on October 30, 2014. Totally 21 participants, including delegates from 7 different Asian countries-- Japan, Korea, Cambodia, Mongolia, Nepal, Malaysia, and Micronesia, and delegates from World Custom Organization attended the meeting for knowledge sharing.

Case Training Training Workshop to Improve the Implementation of Basel Convention for Developing Countries in Greater Mekong Subregion, East Asia Summit and Northeastern Asia 9-16 October 2013, Beijing, Suzhou and Guangzhou, China 21 participants of environmental protection departments and customs from 11 countries: Brunei Darussalam, Cambodia, India, Indonesia, Laos, Malaysia, Mongolia, Myanmar, Philippines, Thailand, Vietnam

Main Activities of BCRC China on E-waste

Activities of BCRC China on E-waste Case Projects: 1) Amendment of Technical Policies on Pollution Prevention and Control of Waste Household Appliances and Electronic Products, 2013-2014; 2) Regulations on the Management of Recycling of Waste Electrical and Electronic Products, 2010. Environmental Sound Management Review Case Project: Assessing the Status of E-waste Recycling in Selected Countries in the Asia- Pacific Region and Facilitating the Environmentally Sound Management of E-waste, 2014. Policy Research E-waste Collection Demonstration It has been nearly 20 years that BCRC China committed to the research and development of E- waste treatment technologies. 1) E-waste treatment technology 2) E-waste treatment demonstration 3) Recycling products (CRT glass, PCB nonmetallic material) Technology Research and Demonstration Case Projects: 1) Development of a Public Private Partnership for E- waste Collection, 2010. 2) Joint Implementation on 2007 APFED Showcase Project Entitled Collection and Treatment Schemes for E-wastes, 2007-09.

II.Further Improving Environmentally Sound Management of E-waste at regional level. Technology Transfer I.Further Pushing the Establishment of Platform on Technical Assistance and Technology Transfer of Chemical and Hazardous Wastes Management and Disposal in Asia-Pacific Region.

Future Plan on E-waste Regional/National Training to officials and others through online training platform and other detailed trainings. Information delivery through newsletter, ICWMT platform, website, workshop and others. Technology Transfer Through developing regional information system and communication forum on technology transfer Awareness Rising Promote the use of existing PACE guidelines for E-waste; Raise the public awareness through projects. Capacity Building through detailed projects on E-waste
