Purpose of the role : To act and provide forensic liaison and consultation to and between Courts, Prisons, Justice Departments, Mental Health, Police, Government and community Agencies on mental health matters and the management of associated problems within the identified agency. To utilise clinical and legal knowledge skills to provide a quality assessment of those persons identified within the Justice system as having or who may have a mental health problem or intellectual disability. To act as a mental health resource and provide an advisory role for the co-ordination of health care between families, individuals and community agencies. Any other duties as defined by Regional Forensic Psychiatry Services Assessment KEY TASKS EXPECTED OUTCOMES Provide written assessment of a client s mental state, using accepted assessment tools and criteria as laid down under both the Mental Health (Compulsory Assessment and Treatment) Act, 1992 and the Criminal Procedures [Mentally Impaired Persons] Act 2003, Intellectual Disability (Compulsory Care & Rehabilitation Act) 2003 and Criminal Justice Act. The written assessment will be made available to the court. All clients who have a Court Liaison nursing assessment completed will have a file created at the Court containing the initial assessment and any other relevant documentation. Clinical notes will be updated after all client contacts. Liaison Liaise with other agencies to formulate appropriate interventions that are acceptable to both the Court/Prison and the client as respective consumers of the Service. Duly Authorised Officer Appointed as a Duly Authorised Officer and will be expected to have a working knowledge of the Mental Health (Compulsory Assessment and Treatment) Act, 1992. KEY TASKS EXPECTED OUTCOMES Education Relationship management Educate other employees of both the Courts and Prisons on mental health issues. This also applies to students who are placed with the Service and is covered by Service Policy and agreements with Tertiary Institutions they are connected with. Present a positive and professional face to the consumers of the Service and others with whom they have contact, when carrying out their duties Professional Development Will ensure: Their competencies for Challenging Incidents, Fire Safety, and CPR are maintained by attendance at training sessions; They read, understand and comply with all relevant WDHB Health & Safety policies, and the particular RFPS policies applying to their own work activities; That the WDHB organisational values and commitment to the Treaty of Waitangi are understood and modeled; That Consumer rights and responsibilities are actively supported; That appropriate cultural advice is sought; That the safety of their practice is maximised by participation in an appropriate level and type of professional supervision; That they complete and maintain the requirements for annual professional certification; That they actively participate in regular performance review and identification of learning and development needs. PERSON SPECIFICATION POSITION TITLE: Minimum Qualification NZ Registered Psychiatric or NZ Registered Comprehensive Nurse Current Practising Certificate Current Driving Licence Experience At least three years post graduate relevant experience in mental health nursing Demonstrated experience in nursing processes, theories and concepts Skills/Knowledge/Behaviour Awareness of the medicolegal concepts central to forensic psychiatry Understand Te Tiriti o Waitangi and implications for practice Self motivated and capable of working responsibly in an efficient and effective manner without direct supervision Demonstrated team player Effective communicator with high level interpersonal and negotiation skill Confidence in own ability in the position of nursing Preferred Post Basic / Post Graduate training in Forensic Psychiatry, Drug & Alcohol, CBT Experience in forensic psychiatry Experience in Dual Diagnosis services Training in professional supervision Experience in DAO role, or in Community Psychiatric Nursing positions Demonstrated professional expertise High level understanding of cultural/ethnic practices and beliefs and able to demonstrate the ability to undertake tasks in a culturally sensitive manner. Be able to work effectively with prisoners with mental illness A person of high personal integrity whose behaviour towards clients, fellow health workers, etc is beyond reproach.
