NEWTON FUND RESEARCHER LINKS TRAVEL GRANTS GUIDELINES FOR APPLICANTS APRIL 2016 1. Backgrund The Newtn Fund aims t build UK-partner cuntry cllabratins centred n shared research and innvatin challenges which have direct relevance t Newtn partner cuntries scial welfare and ecnmic develpment. It is managed by UK Gvernment s Department f Business, Innvatin and Skills, and delivered thrugh 15 UK delivery partners in cllabratin with 15 partner cuntries. Tackling glbal challenges such as extreme weather cnditins, urbanisatin, access t affrdable health care, fd and energy security, and meeting the scial and ecnmic needs f a grwing ppulatin requires an integrated research and innvatin apprach, bringing tgether cmmunities frm different disciplines, sectrs, and cuntries in high-quality cllabratins. Newtn Fund Researcher Links Travel Grants prvide financial supprt fr early career researchers in a Newtn Fund partner cuntry t an institutin in the UK r vice versa. 2. Overview f the funding pprtunity Researcher Links Travel Grants are designed t enhance and strengthen links fr future cllabratin, build research capacity in develping ecnmies and enhance the researchers career pprtunities. In mst cuntries, the call is pen t early career researchers meeting the requirements listed belw, including, but nt limited t, participants in Researcher Links wrkshps. The permitted duratin f the depends n the cuntry f rigin and cuntry f destinatin. Scpe f the Prgramme All Newtn Researcher Links Travel Grants have the fllwing three verarching bjectives: Supprt internatinal develpment-relevant research Travel Grants are intended t supprt research areas relevant t the ecnmic develpment and scial welfare f partner cuntries. Cntribute t capacity building f early career researchers The prpsal shuld include a descriptin f the capacity building ptential f the prject (bth fr the individual applicant, and ther ptential beneficiaries), and the lnger term impact that the prject culd achieve. Establish new research links r develp existing links Travel Grants are intended t either supprt new links, r t develp existing links with the ptential fr lnger term sustainability. Applicatins t return t the research grup where the applicant carried ut their PhD research r have previusly taught will nly be cnsidered if they clearly demnstrate the latter. In their prpsal applicants must include: the specific utputs anticipated frm the an explanatin f the benefit t researchers and their institutins explratin f any ptential lnger term benefit that might arise, thinking abut wh might benefit and hw, and describing the actins that will be taken t ensure that ptential impact is realised a clear descriptin f hw the individuals and research grups invlved intend t sustain their cllabratin. 4. Relevance t ecnmic develpment and scial welfare Researcher Links Travel Grants are intended t supprt research areas relevant t the develpment f partner cuntries. We define research with develpment relevance as research (applied r fundamental) that has the ptential t cntribute t the ecnmic develpment and scial welfare f lw- and middle- incme cuntries 1, benefitting lw incme and vulnerable ppulatins in these cuntries. In rder t be cnsidered fr funding under this prgramme, all prpsals must clearly articulate a plausible pathway shwing hw the research may lead t psitive impact n these ppulatins within a reasnable timeframe (within 3-15 years). Applicatins which d nt meet this criterin cannt receive UK Newtn Fund supprt. In sme disciplines, develpment relevance can be lnger-term and less direct than in ther areas and impact may be scietal. In all cases, it is the respnsibility f the applicant t articulate hw the research area r activity prpsed will meet these criteria. Applicants shuld nt expect reviewers t make assumptins abut develpment impact that is nt clearly described within the prpsal. In rder t shw develpment relevance within the cntext f their prpsed prject, applicants are encuraged t include reference t any lcal r natinal cnsultatin, links t gvernment plicies, and any links with gvernment institutins. Under this call, the fllwing research and innvatin challenge areas will be given pririty (unless specified further in Annex 1 fr individual cuntries). Eligibility Applicants must be based either in the UK, r in ne f the partner cuntries listed in Annex 1, and be affiliated with a recgnised publicly funded research establishment r public r private Higher Educatin Institutin. Fr-prfit rganisatins are nt eligible t receive any grant funds. Please see list f eligible UK research institutins here. In mst cases, applicants must be early career researchers wh have received a PhD within the last ten years. Please see Annex 1 fr cuntry-specific exceptins. A supprting letter must be prvided t cnfirm that the applicant will return t his/her hme institutin in a research capacity fr at least six mnths after the end f the. Applicants can be f any natinality, but they must be able t secure a visa fr the cuntry which they plan t (please see Annex 1 fr exceptins). Travel may nly be between the UK and partner cuntry, but can be in either directin. Individuals wh have participated in Researcher Links Wrkshps are eligible and are welcme t apply fr a Travel Grant t build n any research links made at the wrkshp. Individual applicants wh have previusly received a Researcher Links Travel Grant are nt eligible. Only ne applicatin may be submitted per researcher. Cuntry-specific guidance n the eligibility f applicants at different stages f their careers (i.e. early career researchers r researchers at any stage f their career) can be fund in Annex 1. Travel must take place befre 31 January 2018. 6. Funding Applicants must prvide a budget request with their prpsal. The Travel Grant is calculated using five flat rate categries: Travel, Visa, Insurance, Subsistence, Cnsumables. Additinal supprt based n direct csts can be requested t cntribute twards extra csts f the assciated with childcare r special needs. These will be apprved n a case by case basis. Please see Annex 4 fr maximum amunts that can be requested in each budget categry fr each cuntry and fr details n financial reprting. The flat rates are designed t make funding easier t manage. Successful applicants will be able t use underspend under ne budget categry t cver the csts under a different categry (e.g. any underspend n the budget t cver the travel can be used t cver ther csts fr subsistence), prviding the ttal budget is nt exceeded. Please nte that althugh the grant cntributin will be calculated using flat rate cntributins, researchers and their institutins will be asked t keep and submit receipts and invices t demnstrate their spend until 31 December 2022. Full checks f supprting dcumentatin will be carried ut n a prprtin f the grants. Further mnitring and evaluatin will als be carried ut, t be specified in the grant agreement. Please als nte that the final value f the award will be specified in the Grant Agreement. The British Cuncil and partner funders will nt increase the value f an award at a later stage. Travel: travel csts fr researchers travelling t the cuntry where the takes place. This als cvers csts fr luggage and travel insurance as well as lcal transprt n the day f travel. Internatinal (ecnmy return) airfares shuld be bked as far in advance as pssible t minimise csts. Visas : csts fr visas. Successful applicants accept full respnsibility fr all aspects f the and take ut insurance fr any risks assciated with taking part in travelling abrad, including all unexpected and uncntrllable events. The British Cuncil will nt be liable fr the cnsequences f any such risks r any csts incurred. Subsistence: csts fr accmmdatin and ther daily expenses such as phne and lcal transprt. Subsistence is calculated using unit csts fr each mnth (1 mnth is intended as 4 weeks), and is specific t the cuntry f destinatin. Cnsumables: a small amunt can be requested t cver cnsumables. Equal pprtunities and diversity: The British Cuncil is cmmitted t equal pprtunities and diversity and will cnsider, n a case by case basis, requests fr supprt t encurage underrepresented grups t engage in Institutinal Links activity, s lng as sufficient justificatin is prvided. Successful applicants must make their wn travel and accmmdatin arrangements. The British Cuncil cannt give advice n visas r insurance. Payment f the grant The British Cuncil will sign the Grant Agreement with the successful applicant s hme institutin, The hme institutin then receives the grant payments and disburses the funds t the researcher. Payments will be prcessed in tw instalments: Pre-financing payment: 90% f the budget apprved fllwing budget checks by the British Cuncil will be transferred t the hme institutin within 30 days f British Cuncil signature f the Grant Agreement. Pst- payment r recvery f the balance: the amunt f the final payment t be made t the successful applicant s hme institutin will be established n the basis f a final reprt. If the has nt taken place, r if the duratin is shrter than planned, resulting in a reductin in csts, the final payment may be withheld and if necessary the entire grant, r a prprtin f it, recvered. Successful applicants must submit a final reprt within 30 days f their. A final reprt template will be sent t successful applicants and will include a financial and a narrative part. As the Newtn Researcher Links Travel Grant is calculated using flat rates, in mst f the cuntries, successful applicants will nt need t submit detailed receipts fr each expenditure but nly prf that the tk place (e.g. barding cards, prf f insurance, visa, accmmdatin) and a signed certificate f attendance frm the hst institutin. Hwever, please see Annex 4 fr details n reprting requirements fr individual cuntries. If there is insufficient evidence in the final reprt that the tk place as prpsed in the applicatin, then additinal infrmatin may be requested prir t the final balance payment, r any underspend f the grant may be returned t the British Cuncil. Different reprting rules may apply where s are fully r partially funded by in-cuntry partner rganisatins Underspend In cases where beneficiaries have spent less than the budget awarded, underspend cannt be used fr further research activity unless agreed by the British Cuncil. Requests t utilise underspend shuld be sent t UK-ResearcherLinks@britishcuncil.rg with a letter f supprt frm the hst institutin befre additinal expenditure ccurs. 7. Ethics and research gvernance It is essential that all legal and prfessinal cdes f practice are fllwed in cnducting wrk supprted under this Prgramme. Applicants must ensure the prpsed activity will be carried ut t the highest standards f ethics and research integrity. Specifically, applicatins that invlve research n animals, human participants, human tissue r patient/participant data must be accmpanied by necessary permissin certificates frm the relevant lcal ethical review cmmittees/authrities in the UK and the partner cuntry, r an undertaking t btain this permissin in advance f the activity cmmencing. Failure t d s will result in applicatins being rendered ineligible and any funding already cmmitted thrugh this Prgramme being rescinded. Why is the research imprtant, especially with respect t the internatinal develpment impact? Why d yu want t make cntact with this institutin? Hw will the link be sustained? Befre the cmpleted applicatin frm can be submitted t the system, applicants will be asked t cnfirm in the nline frm that they have satisfied British Cuncil plicies n preventin f fraud, bribery, mney laundering and addressed any ther financial and reputatinal risk that may affect a transparent and fair grant award prcess. Once the nline applicatin is submitted, the system will generate a unique applicatin ID number. Applicants must nte this number and use it in all cmmunicatins with the British Cuncil. Applicants wh have nt received this ID number shuld cntact the British Cuncil at UK- ResearcherLinks@britishcuncil.rg 10. Selectin prcess Selectin begins with an eligibility check by the British Cuncil against the eligibility criteria given in these Guidelines, including Annex 1 and the Eligibility Checklist at Annex 2. Eligible prpsals then underg independent external quality review n the basis f quality, fit t develpment needs and cuntry pririties and the verarching Researcher Links bjectives. Eligible applicatins will be assessed in the UK by ne f five Review Panels: Bilgical and Medical Sciences Envirnment, Agriculture and Fd Sciences Engineering and Physical Sciences Scial Sciences Arts and Humanities Applicants must indicate in their nline applicatin frm which Review Panel their applicatin shuld be assessed by, and the subject(s) their research cvers. Up t 3 subject areas can be selected in pririty rder, but the applicant must indicate nly ne Review Panel. Prpsals are assessed by tw reviewers against the criteria at Annex 3. The Review Panel then gives each applicatin a final scre frm 0 t 60 and ranks them. Thse receiving a final scre frm the Panel meeting f less than 30 will be cnsidered nt fundable. Hwever, please nte that achieving an average scre equal t r abve the threshld des nt mean that the prpsal will be funded. The final selectin decisin will be made in-cuntry in cllabratin with natinal stakehlders and partner funding rganisatins. Cuntry-specific pririties and challenge areas will be cnsidered in the final decisin, in additin t the general assessment criteria under this Prgramme. Only prpsals which have clearly articulated relevance t ecnmic develpment and scial welfare (as defined in sectin 4) f lw- t middle-incme cuntries benefitting lwincme and vulnerable ppulatins in these cuntries will be cnsidered fr funding. Ntificatin f results Applicants whse applicatin is rejected at the eligibility stage will have 1 week t appeal against the decisin. Successful applicants will be ntified apprximately 4 mnths after the call deadline. 11. Annex 2 Eligibility Criteria checklist The applicatin has been submitted by the applicant by the published deadline. The applicant has enclsed the 2 supprting letters required. The applicatin frm is cmpleted in full and cmplies with instructins given. The applicatin frm and supprting dcuments have been cmpleted in English. The applicant has submitted nly 1 applicatin under this call fr Travel Grant prpsals (April 2016). The applicant is an early career researcher (The term 'early career researcher' refers t researchers at the beginning f their research careers. We wuld expect early career researchers t have been awarded their PhD nt mre than 10 years prir t applying fr the Travel Grant, but allwances can be made fr career breaks r ther extenuating circumstances. If a researcher des nt hld a PhD, but has research experience equivalent t a PhD hlder and wrks in a field where a PhD is nt a pre-requisite fr established research activity, they will still be cnsidered eligible) The mbility will take place between 1st February 2017 and 31st January 2018 The applicant will return t his/her hme institutin in a research capacity fr at least six mnths after the end f the (demnstrated via the supprting letter frm the institutin). Annex 4 - Budget Newtn Researcher Links Travel Grants are intended t be a cntributin t the travel, subsistence, visa, insurance csts that researchers incur during their. Cntributins twards these csts have been calculated using flat rates, depending n the cuntry f the prpsed and the duratin f the. Please nte that the unit csts given belw cnstitute the maximum amunts that can be requested in each categry and that all budget requests will be assessed fr feasibility and apprpriateness. While the maximum cntributin cannt be exceeded, applicants can request less, in which case the amunt requested cannt be increased at a later stage. A small amunt, up t 250, can be added fr cnsumables (hwever, it is expected that the receiving labratry r department will prvide mst f these resurces). The maximum amunts fr each part f the grant, and the maximum ttal grant that can be requested are shwn in the table belw, but it is expected that the requested budget reflects the actual csts expected t be incurred.
