ASIA COSMOPOLITAN AWARDS 2014

Introduction Asia Cosmopolitan Awards Known as the center of global growth and still home to active and growing economies, East Asia is experiencing a rapid regional economic integration, mainly among the Association of South East Asian Nations (ASEAN). However, regional development gaps, environment, and other issues emphasize the need for policy harmonization throughout Asia as a whole. The ASEAN Community, targeting its integration by 2015, based upon three pillars: Political-Security Community, Economic Community and Socio-Cultural Community. As such, there is a need to seek regional integration toward the realization of a 21 st century community that takes advantage of national individuality and identity, while also taking into consideration economic and cultural diversity. Given this understanding, the Economic Research Institute for ASEAN and East Asia (ERIA) and the Nara Prefectural Government, in commemoration of the 1300-year anniversary in 2010 of Heijo-Kyo (ancient capital of Japan located in present-day Nara) as the last destination of the ancient Silk Road and one of the first cosmopolitan city in East Asia, have decided to establish an international award, the Asia Cosmopolitan Awards to recognize persons and/or organizations making substantial and significant contributions to the development of a peaceful and stable East Asian Community. Qualifying individuals and/or organizations will have contributed to the cultural and economic integration of the region, to narrow the developmental gaps in the region, as well as to establish the sustainable social growth.

Asia Cosmopolitan Awards The Asia Cosmopolitan Awards aims to recognize on a biennial basis individuals or organizations that have made substantial and significant contributions to the development of a peaceful and stable East Asian Community, to narrow the development gaps in the region, as well as to establish the sustainable social growth towards cultural and economic integration within East Asia. Prizes of the Awards The Asia Cosmopolitan Awards shall consist of the following three prizes. Prizes shall be awarded regardless of the nation of origin of any individual and/or organization Grand Prize Economic and Social Science Prize Cultural Prize Grand Prize Awarded to an individual and/or organization making the most distinguished achievements in economic, social science, or cultural fields Economic and Social Science Prize Awarded to an individual and/or organization contributing to the betterment of Asia in the economic or social science fields through eminent achievements in scholarly research, business innovation, industrial technology, smart consumption activities, security/safety, social security, politics, philosophy, or other general social sciences Cultural Prize Awarded to an individual and/or organization contributing to the betterment of Asia in the cultural fields through eminent achievements in the arts, literature, content, cultural academic research or other cultural fields

Selection Process A Recommendation Committee consisting of economic and policy research institutes representing 16 East Asian countries will propose candidates for each category based on the criteria. A Selection Committee consisting of prominent cultural figures, experts in various fields and heads of research organizations, will then discuss the eligibility of candidates in depth and make a final decision. Acting as the secretariat, ERIA will work closely with Nara Prefecture to ensure the selection process observes the Asia Cosmopolitan Awards Charter. Prize Winners of the Awards Sponsors, Supporters Selection Selection Committee Recommendation Awards Secretariat (ERIA) Nara Prefectural Government Recommendation Committee Asia Cosmopolitan Awards Charter Selection Committee An Asia Cosmopolitan Awards Selection Committee shall be established to determine which individual and/or organization will be awarded the prize(s). Selection Committee Members shall be knowledgeable individuals from various disciplines, as identified below, serving for a period of two years. The Selection Committee Chairperson shall be selected among the committee members. The Chairperson shall convene Selection Committee meetings to enable Members to execute their duties. (The Chairperson may convene a Selection Committee meeting in written form so as to allow Members to execute their duties.)

Members shall execute their duties, taking recommendations from Recommendation Committee into consideration. The Chairperson shall make the final decision as to which individual and/or organization is awarded the prizes. Member of Selection Committee (Alphabetical Order A-Z) H.E. Recommendation Committee The Secretariat may establish an Asia Cosmopolitan Awards Recommendation Committee ( Recommendation Committee ) comprising individuals other than Selection Committee Members to make recommendations to the Selection Committee as to individuals and/or organizations deemed worthy of prizes and to help Selection Committee Members execute their duties. Members of the Recommendation Committee serve for a period of two years, and may be reappointed without limitation. Member of Recommendation Committee The member consists of the Regional Institute Network (RIN) members from sixteen countries as below. The members make recommendations to the Selection Committee as to individuals and/or organizations deemed worthy for the prizes. The secretariat shall be run by ERIA staff. The secretariat and the Nara Prefectural Government shall work in close coordination to perform the provisions.

Sponsors/Supporters Individuals and/or organizations offering sponsorship ( Sponsors ) or support ( Supporters ) shall be so designated with respect to the prizes. Sponsors shall agree with the content and purpose of this charter, and provide at least fifteen thousand United States dollars (US$15,000) or the equivalent to the secretariat. Sponsors may be from any nation of origin. Other matters related to Sponsors shall be as provided separately. Awards Charter The Asia Cosmopolitan Awards Charter shall be set in order to regulate the rules regarding the awards and the associated operation and key players, and to facilitate the selection process of the Awards. The charter contains the following articles. Related past events and future plans 2010 - On July 3 and 4, ERIA and Nara Prefecture held the ERIA Regional Network Forum at the Nara New Prefectural Public Hall. At the event, prominent researchers and cultural figures discussed issues involving the development of an East Asian community. During these discussions, participants agreed on the need for some kind of recognition of unique qualities in talented individuals who have supported regional integration and cultural diversity through their works. This awareness consequently led to the conception of an international program to recognize such personal contributions towards the advancement of East Asia. The idea eventually took the form of the Asia Cosmopolitan Awards celebrating the 1,300 anniversary of the founding of the Heijo-kyo capital in Japan. 2012 - On February 3, ERIA announced the establishment of the Asia Cosmopolitan Awards after which it hosted a commemorative forum. A keynote speech by the Secretary-General of ASEAN, a special lecture by Dr. Robert Campbell, a scholar of Japanese literature, and a roundtable discussion featuring essayist Hanae and Nara Prefecture Governor Shogo Arai contemplated the significance of the new awards program and the meaning of being cosmopolitan. - From May to July, the institutional members of the Recommendation Committee engaged in the process of selecting potential candidates. - On September 15, the Selection Committee held a meeting at the Hotel New Otani in Tokyo, Japan, where final decisions on winners were reached. - On October 31, the ERIA released an outline of the program for the Nara Forum Commemorating the Asia Cosmopolitan Awards. - On November 16, 2012, the winners of the 1 st Asia Cosmopolitan Awards were announced in the press conference held in Phnom Penh at the occasion of the Media Roundtable which was attended by editors-in-chief of various media outlets based in the ten main countries of ASEAN, Japan, China, Korea, Australia, New Zealand, the United States and Russia. The winners are: Supachai Panitchpakdi, Secretary General of the UN Conference on Trade and Development (UNCTAD), Benedict Anderson, Professor Emeritus at Cornell University; Takehiko Inoue, Japanese Manga Artist; The late Hadi Soesastro, Founder of the Centre for Strategic and International Studies (CSIS). H.R.H. Samdech Norodom Sirivudh on behalf of the Selection Committee, announced the inaugural laureates of the Asia Cosmopolitan Awards. - On December 18, an event to congratulate the laureates called the Nara Forum was held in Nara, Japan. The forum featured a presentation ceremony, a commemorative keynote speech, and lectures by the laureates.

- On December 19, educational program in relation with the Nara Forum was held, such as special lectures by awardees at the universities in Nara, Japan. Dr. Supachai Panitchpakdi gave a lecture at Tezukayama University; Prof. Benedict Anderson at Nara Women's University. ERIA will announce winners and hold ceremony for the 2nd Asia Cosmopolitan Awards in 2014.
