From the Desk of the ISSDA President If You Are Not Presently an ISSDA Member, Consider the Many Benefits Available to You I once again would like to express my appreciation to all members of this great association who have shown your support to me during my run up to the beginning of my term as your President. I consider this a great honor and I look forward to serving you to the best of my ability. As I write this, a major winter storm is predicted so as you read this perhaps you can think back to the days of late January and early February and be thankful those days are again behind us and we are moving into springtime, where we again witness the renewal of all our outdoor plants and look forward to outdoor activities. The legislative session is in full swing and many bills are being offered, debated and voted on that affect each and every one of us in different and like ways. I had the opportunity to address the house public safety committee on our legislative priorities in the first week of February, at which time I primarily discussed weapons laws, narrow banding and the committal process. My main priority was to inform the committee that all sheriffs are doing their best to follow the new carry/ conceal law and, although some areas are troublesome to some of us, we will continue to do our best to follow the law and keep the safety of ALL Iowans in mind when determining the wisdom of issuing a permit to an applicant. On the narrow-banding issue, I explained the disparity of land-line compared to wireless-line surcharges and the loss of revenue all of us are seeing due to people dropping their land lines in preference of cell phones. I also expressed that when considering an increase in the wireless surcharge, it is imperative that an increase to local PSAPs be included in any legislation or it likely would not do us much good. On the committal issue I expressed that many sheriffs offices still have significant wait times upon arrival at hospitals and the expense of 6 The Gold Star Sheriff Dewey Hildebrandt Bremer County backfilling that deputy time especially in the small counties has a direct bearing on the service we are able to provide our citizens. I have heard a lot of positive comments on the winter school that was held this past December, and I commend the Schools Committee for such an outstanding job of getting speaker/ trainers who are relevant and interesting. The schools committee year in an year out raises their own bar of expectations, so the challenge will be for them to continue to represent each of us in such a professional manner. I am assured that the room issue many people experienced this year at the hotel has been corrected and the hotel construction will be completed, so things should go much better in that regard next year. Much will be happening throughout the year, and I encourage each of you to stay involved, get involved and to share your thoughts and ideas with any one of your board members or committee members. It is ultimately very important that we maintain our membership numbers for many reasons, not the least of which is that it allows us to provide the great training sessions we do throughout the year. Recently, your board had the opportunity to review our membership list and we could not help but notice that a number of counties have no members. We would ask that all potential members from those counties give consideration to renewing their memberships or becoming members. I also would point out that our membership numbers along with the philosophy that all sheriffs offices follow the same uniform standards to include the white car with the sheriffs striping for uniform patrol is what gives us the respect from citizens we serve and the attention that we deserve both in the media and on the hill at the state capital. If you are currently not a member, please consider joining, you may find the benefits of membership are greater than what you thought possible. Finally, on that issue your board does want to hear from you both for positive things or for ideas that you have that may make us a stronger association, so please feel free to contact any one of us. I have pledged to keep all of you informed as to what we are doing, to include sending out our board agenda to all counties a week prior to our meeting, if you have an issue that you feel we should discuss please feel free to contact me so I can get it on the agenda. As I pledged at our Winter School, I plan to have your board be a team board. All our thoughts, ideas and votes count as one, so it is vital that each of us share our ideas, focus on the future of ISSDA, and continue to work cooperatively to make us the best association representing law enforcement in the State of Iowa. Your board is already showing they are interested down to work at our meetings. Think about how our decisions affect everyone, and act according to what we believe is best for our membership and the citizens of Iowa. I am proud to be a small part of it. ISSDA Secretary s Report 2010 Was a Busy Year for ISSDA Committees; Outstanding Joint School w/ Corrections Assn. Happy New Year to all! I m Don Orgel, Chief Deputy of Hardin County, and your secretary for the year. I have been serving ISSDA since 1992, mostly serving on the Jails Committee. I look forward to this opportunity and challenge. I don t write too fast and I am a computer dinosaur, but I will get the job done. ISSDA will have a new web site up and running this year. Association members will be able to find the board minutes posted, and I will do my best to keep everyone informed. Two thousand ten was a busy year for many of the committees. The School Committee did an excellent job as usual of putting on three schools and providing ISSDA merchandise for sale to attending members. Everyone also discovered that the Board couldn t dance or sing! The Jail Committee had a first: Chief Deputy Don Orgel Hardin County They partnered with the Iowa Corrections Association in holding a joint school in September that filled the hotel. The training was outstanding and the networks created will be a benefit to many. The Legislature may have had a shorter secession, but it didn t seem shorter for those of us on the Legislative Committee. The State Capitol steps became very familiar and a source of pain to the knees. Thank you Susan for your guidance and perseverance, and thank you to the committee that spent so much time there with me last year. I want to thank Brian Vos for his leadership, guidance and the steady hand at the tiller he provided as president of the ISSDA last year! Dewey is now president, so let us support him and ISSDA with vigor! GO PACKERS! Let s be safe out there. Don Lifes-saving act on November 29, 2010 Linn County Deputy Austin Oates Presented Life-Saving Award Life-saving award winner Austin Oates, Linn County Deputy Sheriff. On Monday, November 29, 2010, Deputy Austin Oates was working in the Linn County Correctional Center as a 2nd floor deputy. At approximately 1645 hours, he had just finished passing evening meal trays when he walked by a cellblock and observed an inmate attempting to assist another inmate who appeared to be choking. Deputy Oates removed the choking inmate from the cellblock, noted that his face was flush and his lips had turned purple, and confirmed that he was unable to breathe. After calling for medical assistance, Deputy Oates performed the Heimlich maneuver several times on the inmate and was finally able to dislodge a large piece of food from the throat of the inmate, allowing him to resume breathing. In speaking with the Assistant Jail Administrator after the incident, the inmate advised that he thought that he was going to die until Deputy Oates arrived to provide him with medical assistance. In reviewing the video of this incident, Deputy Oates remained calm and performed his duties properly, as he had been trained. Based on this information, there is little doubt that the actions of Deputy Oates ultimately saved this individual s life. Because of his exemplary effort, Deputy Austin Oates was warded the Linn County Sheriff s Office Life Saving Award. First Quarter 2011 7

Officer Shea Cruiani. by Sheriff Rick Penning The Iowa State Sheriffs & Deputies Association 2010 Winter School of Instruction convened at the Embassy Suites on the River in Des Moines from Sunday, December 5 through Wednesday, December 8. On Sunday afternoon, registration and ISSDA sales items were available to the early arrivals. The Sunday evening reception introduced two of the 10 ISSDA Scholarship winners. Monday morning, registration and ISSDA sales items continued, along with a welcome by ISSDA President Brian Voss. The presentation of the flags was made by the Linn County Sheriff s Honor Guard, and Invocation was given by Don DeKoch, Mahaska County deputy filling in for ISSDA Chaplain John Harrell, who was in the hospital. Polk County Chief Deputy Vic Munoz also issued a welcome. The first training session was taught by Wayne Lunders and Dennis Cessford with MOCIC, and DCI agent Bill Kroes talking about Riss Safe De-confliction. This program allows law enforcement agencies to enter their undercover or surveillance projects or other operations and the system points out any duplications or conflicts that may arise, mainly for officer safety. The second session was on Internet Crimes Against children (ICAC) by Clinton County Deputy Jessup Schroeder and DeWitt Police Officer Shea Cruciani discussing the program, how it operates and how local agencies can participate. Following lunch, ATF agent Mike Johnson advised those present about the current trends in outlaw motorcycle gangs, and what to look for. Clayton County Sheriff s Office Personnel News 11 Reserves Complete Training, On-Duty Time to become Certified Reserve Peace Officers Clayton County s 11 newest certified reserves (left to right): Chuck Rodas, Grant Doeppke, Michael Aschinger, Brad Luber, David Tschantz, Joe Zittergruen, Steven Trumblee, John Bell, Mary Bissell, Loren Amsden, and Craig Johnson. Clayton County Sheriff Mike Tschirgi is pleased to announce that all 11 of his reserves have completed training to become state-certified reserve peace officers. They are: Chuck Rodas, Grant Doeppke, Michael Aschinger, Brad Luber, David Tschantz, Joe Zittergruen, Steven Trumblee, John Bell, Mary Bissell, Loren Amsden, and Craig Johnson. The reserve officers completed 80 hours of training as outlined by the Iowa Law Enforcement Academy, and also completed 40 hours of supervised on-duty time. The 80 hours of training was broken down into several modules with a supervised test at the completion of each module. The training ranged from report writing to hands-on emergency vehicle operation. For many of the reserves, this was quite a daunting task. Many of the reserve deputies also maintain a full-time job, leading the reserve deputy to balance work, homework and testing from the training modules. The Sheriff s Office uses reserve deputies to supplement its full-time force. The reserve deputies are routinely used for special assignments including the Clayton County Fair, Special Traffic Enforcement Checkpoints, prisoner transports, mental committal transports, security at crime scenes, courthouse security, and filling in open patrol shifts for the county and for cities when needed. Training Program Ran from Sept. 19-25, 2010 Sheriffs Gardner, Jenson, and Langenbau Completed National Sheriffs Institute Sheriffs Douglas Jenson (Winnebago County), Jay Langenbau (Worth County) and Brian Gardner (Linn County) completed the NSI program last September. Linn County Sheriff Brian D. Gardner, Winnebago County Sheriff Douglas W. Jenson, and Worth County Sheriff Jay W. Langenbau completed the 99th session of the National Sheriffs Institute (NSI), held in Longmont, Colorado, from September 19-25, 2010. These sheriffs are the first of their counties to graduate from the NSI. They joined 26 other sheriffs from across the country for training on contemporary challenges facing America s sheriffs today. They explored the role of the local sheriff in providing effective leadership for the public good in such areas as public safety, criminal justice system policy, community relations, and organization effectiveness and efficiency. The NSI is the only national executive development program designed for sheriffs. This no-cost program is co-sponsored by the National Institute of Corrections (NIC) and the National Sheriffs Association (NSA). NIC, a division of the U.S. Department of Justice, Bureau of Prisons, is the primary federal source of technical assistance, training, and information services for state and local corrections. It provides a wide variety of services to the nation s jails, most of which are the responsibility of sheriffs. NSA is a non-profit professional association in Alexandria, Virginia, that represents the nearly 3,100 elected sheriffs across the nation and has more than 18,000 members, including law enforcement professionals, state and federal government employees, concerned citizens, students, and others. Since 1940, NSA has served as an information clearinghouse for law enforcement. NSA also provides management training for sheriffs and their personnel in court security, crime victim services, domestic violence, homeland security initiatives, jail operations, and traffic safety. NSA administers the Neighborhood Watch and Triad programs. Hancock County Sheriff s Office Hires Andrea Nedved as a Civil Dep./ Jailer On November 29, 2010, Hancock County Sheriff Scott E. Dodd announced the hiring of Andrea Nedved as a Civil Deputy\Jailer. Nedved was previously employed at the Hancock County Auditor s Office as a clerk. Andrea and her husband, Lewis, live on a farm near Britt, Iowa with their son, Nathan. 12 The Gold Star

James Sholl Sworn In as Lee County Sheriff At right, Sheriff James A. Sholl (Jim) was sworn in as Lee County Sheriff on September 7, 2010, to fill the remaining term of retired Sheriff H.D. Buck Jones. The Chief Deputy is Scott D. Bonar. We have a DARE program, Lee County Sheriff s Reserve Unit, and Fr. Mark Spring coordinates our Chaplaincy program. One of our deputies is assigned to the Lee County Narcotics Task Force. We recently completed new jail construction and can house 96 prisoners. We also recently developed a consolidated dispatch, LeeComm, which is comprised of the former dispatchers of the Lee County Sheriff s Office, Keokuk Police Department and Fort Madison Police Department. Sheriff Sholl s email is jimsholl@leecounty.org. Capt. Corson, Lt. Schmidt Retire from Black Hawk Co. Capt. Reid Corson and Lt. Jeffrey Schmidt have retired from the Black Hawk County Sheriff s Office effective December 31, 2010. Capt. Reid Corson began his career with the Black Hawk County Sheriff s Office in 1980 as a deputy, and worked there more than 30 years. He graduated in June 1981 from the Hawkeye Community College Police Science Program and September 1981 from the Iowa Law Enforcement Academy (ILEA). Capt. Corson later earned his B.A. at Upper Iowa University in 1993. During his service with the Black Hawk County Sheriff s Office, Capt. Corson served in the Jail, Court Security, Patrol, Communications, Civil and Special Services Divisions. Capt. Corson was also instrumental in the reserve program, acting as liaison officer. He became a sergeant in 1994 and worked in both the Patrol and Jail Divisions. He was later promoted to lieutenant in 1999, and worked in the Jail Division. In 2007, he was promoted to captain and retired while serving in the Civil/ Special Services Division. Lt. Jeffrey Schmidt began his career with the Black Hawk County Sheriff s Office in August 1980 as a deputy, and served more than 30 years with Black Hawk County. Lt. Schmidt graduated from ILEA in December 1981 and, while employed for Black Hawk County, served as a member of the United States Army Reserves. During his service with the Black Hawk County Sheriff s Office, Lt. Schmidt served in the Jail, Court Security, Civil and Patrol Divisions. He became a sergeant in 1994 and a lieutenant in January 2007. Lt. Schmidt finished our his career with the Black Hawk County Sheriff s Office working in the Jail Division and running the quartermaster program. Nicholas Weber and Chelsey Hershey joined the Black Hawk County Sheriff s Office as of January 1, 2011. Weber received his A.A.S. from Hawkeye Community College in 2010, and previously worked for Special Occasions Party and Event Rental. Hershey had been serving with the Bremer County Sheriff s Office as a jailer since August 2000. 14 The Gold Star Lt. Tim Cox Retires from Marion County S. O. Lt. Timothy Cox retired from the Marion County Sheriff s Office on Dec. 28, 2010. Sheriff Ron Goemaat presented a plaque to Lt. Cox in appreciation of his 28 years of service. Lt. Cox first served as a Marion County Reserve Officer before being hired as a deputy with the Marion County Sheriff s Office. Lt. Cox was assigned to several different positions during his employment, including patrol, narcotics and training prior to his promotion to lieutenant.

A Message from the ISSDA Auxiliary We just finished up a great winter school in December and would like to thank the Iowa State Sheriffs and Deputies Association for their support of our organization. I would like to take a moment to introduce our new officers and let you know about an exciting new program the Auxiliary is implementing this coming year. Our 2011 officers are President: Pamela Dunbar, Washington County; Vice President: Jodi Haley, Ringgold County; Secretary / Treasurer: Sandy Vos, Warren County. We have begun a program called The Auxiliary Angel Program. It is our desire as an organization to support the Sheriffs, Deputies, and their families during times of crisis. A few examples would be a military deployment, loss of an immediate family member, or other tragedy. We will be contacting all Sheriffs Offices to set up a liaison with the Auxiliary to assist us with knowledge of personnel they may have that would benefit from our support. We are very excited about the opportunity to be able to offer support, and hopefully make an impact within all our county Sheriff Offices in the State. Jared Schneider has been appointed Chief Deputy of the Washington County Sheriff s Office. Schneider has been with the Sheriff s Office for 13 years. Sgt. Randy Tinnes was appointed to the rank of lieutenant of the Washington County Sheriff s Office. Tinnes has been with the Sheriff s Office for 23 years. Brandon Hamilton was hired by the Washington County Sheriff s Office in December 2009. Hamilton previously worked two years for the Washington Police Department. Nathan Schmuecker was hired by the Washington County Sheriff s Office in December 2009. Schmuecker previously worked for the Muscatine Police Department. Nolan Burke began his first official day at the Sheriff s Office on Monday, December 14, 2010. Deputy Burke is attending the 13-week Basic Training Class at the Iowa Law Enforcement Academy that started in January 2011. Deputy Tom Ulin recently retired from the Washington County Sheriff s Office after serving the County for 21 years. Jefferson Co. Sheriff Promotes Jerry Marcellus to Lieutenant Jefferson County Sheriff Jerry Droz has promoted Sgt. Jerry Marcellus to lieutenant effective Jan. 16, 2011. Lt. Marcellus has been assigned to the Investigation Section of the Sheriff s Office and oversees that section, as well other assigned duties, Sheriff Droz said. Lt. Marcellus has been a great addition to the Sheriff s Office since 2001, and the leadership ability he has brought to us has been outstanding, Sheriff Droz said. I look forward to his continued service with this Office. Lt. Marcellus started his law enforcement career with Fairfield P.D. in 1997 after graduating from Mankato State University with a political science degree. He was first hired as a deputy by the Jefferson S.O. on Jan. 3, 2001, to fill a vacancy created by Sheriff Frank Bell s retirement. In Oct. 2007, Sheriff Droz asked Dep. Marcellus to form and head up an Investigations Section for the S.O. After the successful implementation of the Section, Dep. Marcellus was promoted to sergeant in 2009. Lt.
