Department Public Services Subject Consideration Consultant Ranking Professional Services for Chisholm Center Pool Replacement CITY OF DELAND FLORIDA REQUEST FOR COMMISSION ACTION December 5 2011 Attachments X Request for Qualifications Prepared by Approved by PAU Department Head Keith D Ri er PE City Manager Michael Pleus SUMMARY HIGHLIGHT Pursuant to the Consultant Competitive Negotiations Act Florida Statute 287 055 staff requested Expressions of Interest and Statements of Qualifications from firms interested in providing professional architecturalengineering services in connection with the design permitting and construction of the Chisholm Center swimming pool Submittals were received from five firms including the following 1 AdAu Aquatic Engineering 2 Gardner Collins Engineering PA 3 OLC Architects 4 Parker Mynchenberg Associates Inc 5 Terrance Lambert Sole Proprietor Submittals were reviewed by a selection committee composed of the Parks and Recreation Director the Public Services Director Deputy City Engineer and a member of the Parks Department staff Submittals were ranked based on the following criteria 1 Experience in preparation of design and bid documents for similar type and size municipal projects 2 Experience of the project professionals to be assigned 3 Geographic proximity to DeLand 4 References 5 Ability to perform the work timely Each committee member was asked to preliminarily rank the submittals then a meeting was held on November 30 2011 A consensus recommendation was formed by the committee to rank the top three firms in the following order of preference 1 Parker Mynchenberg Associates Inc 2 OLC Architects 3 AdAu Aquatic Engineering STRATEGIC PLAN FOCUS AREVACTION STEP
Page 2 of 2 December 5 2011 SUBJECT Consideration Consultant Ranking Professional Services for Chisholm Center Pool Replacement SUSTAINABILITY FISCAL IMPACT Approval of the staff committee ranking has in and of itself no immediate fiscal impact Assuming that the Commission approves this ranking staff will negotiate with the top ranked firm in an attempt to agree on a contract scope of services and fee for professional services necessary to design permit and bid the pool replacement project Total budget for this project is 250 000 including approximately 86 000 in CDBG funds RECOMMENDATION It is recommended that the City Commission approve staff ranking in the following order of preference 1 Parker Mynchenberg Associates Inc 2 OLC Architects 3 AdAu Aquatic Engineering Staff further recommends that the Commission direct staff to attempt to negotiate a favorable scope of services contract and fee proposal with Parker Mynchenberg Associates Inc the top ranked firm BACKGROUNDDISCUSSION Staff s goal is to complete this project by June 1 2012 in time for the summer swimming season This is a very aggressive schedule As the project design and permitting moves forward staff will advise the Commission of necessary schedule changes

PRELIMINARY SCOPE OF PROFESSIONAL SERVICES AND ADDITIONAL INFORMATION CHISHOLM CENTER POOL REPLACEMENT General Professional architectural andor engineering services are required to prepare bid documents to construct a replacement swimming pool at the Chisholm Center a DeLand Parks and Recreation facility located at 520 South Clara Avenue DeLand Florida 32720 The existing pool has reached the end of its useful life and the City desires to replace it substantially in its existing configuration and in its existing location Pool pumps chlorination and related accessories will be replaced as part of the project Decking around the pool surface must also be removed and replaced under this project It is important to the City that the pool be constructed on schedule hence the time for design and preparation of bid documents will be relatively short The ability of the professional services firm hired to prepare bid documents to complete their work rapidly and efficiently will be a significant selection criteria Budget Total project budget is 250 000 including design and other soft costs A portion of project funding will be by a Community Development Block Grant Attachments Attached is a sketch which depicts the existing pool layout We anticipate the replacement pool will have a similar layout Preliminary Scope of Services 1 Meet with City staff as required to establish and program requirements 2 Provide preliminary pool layout and verify probable cost is within budget 3 Provide design plans and specifications for new pool 4 Obtain courtesy review from City Building Department and other permitting agencies Apply for permits as necessary 5 Provide bid and construction phase professional services Selection Criteria for Design Build Criteria Professional 1 Experience in preparation of design and bid documents for similar type and size municipal projects 2 Experience of the project professionals to be assigned 3 Geographic proximity to the City of DeLand 4 References 5 Ability to perform work timely Schedule The City needs to have the new pool ready for use by June 1 2012
