45 CFR Part 75.2: Definitions Cost sharing or matching means the portion of project costs not paid by Federal funds (unless otherwise authorized by Federal statute). This may include the value of allowable third party in-kind contributions, as well as expenditures by the recipient. See also Sec. 75.306. 9 45 CFR Part 75.2: Definitions Third-party in-kind contributions means the value of non-cash contributions (i.e., property or services) that: (1) Benefit a federally assisted project or program; and (2) Are contributed by non-federal third parties, without charge, to a non- Federal entity under a Federal award. 10 Non-Federal Share, Match, In-Kind No Matter the Name You Need It! 5

Federal funds from other programs are allowable match for an ACF program. These determinations are based on specific requirements of ACF programs and language in applicable statutes. Specifically: 1. Bureau of Indian Affairs Indian Self-Determination and Education Assistance Act (P.L. 93-638, as amended). The Act authorizes the use of funds for matching purposes as long as the identified use is specifically related to the approved grant activities. 2. Development Act of 1974, P.L. 93-383 may count as allowable match for a Head Start program for renovation of a building. The determination is dependent on whether or not the Head Start grant is included as part of the "Community Development Program," as required by the Housing and Community Development Act. 13 Unrecovered Indirect Costs Unrecovered indirect costs may be included as part of cost sharing or matching only with prior approval Unrecovered indirect cost means the difference between the amount charged to the Federal award and the amount which could have been charged to the Federal award under the approved negotiated indirect cost rate (45 CFR Part 75.306(c) Cost Sharing or Matching) 14 Non-Federal Share, Match, In-Kind No Matter the Name You Need It! 7

Fund raising Costs of organized fund raising, including financial campaigns, endowment drives, solicitation of gifts and bequests, and similar expenses incurred to raise capital or obtain contributions are unallowable Fund raising costs for the purposes of meeting the Federal program objectives are allowable with prior written approval (45 CFR Part 75.442 Fundraising/Investment Management Costs ) 17 45 CFR Part 1302.94 Volunteers (a) A program must ensure regular volunteers have been screened for appropriate communicable diseases in accordance with state, tribal or local laws. In the absence of state, tribal or local law, the Health Services Advisory Committee must be consulted regarding the need for such screenings. Consequences Repayment of Federal funds Reduction in funding Inability to qualify for 1-time funding 23 General Not Meeting In-Kind Calculation Failure to meet the non-federal share requirement without an approved waiver can have a severe impact on the grantee agency. An example of the impact of a disallowance of non-federal share follows: Funded Actual Federal share: $800,000 Federal share expended: $ 800,000 Required non-federal share: 200,000 Allowable non-federal share: 180,000 Total grant award: $1,000,000 Actual grant amount: $ 980,000 Recalculated maximum Federal share: $980,000 x 80% = $784,000 (80% of Actual grant amount) Amount of disallowance: $800,000 - $784,000 = $16,000 24 Non-Federal Share, Match, In-Kind No Matter the Name You Need It! 12

Head Start Act Sec. 640 Waivers Grantee must provide ACF Regional Office written documentation of need. Request may be submitted with the grant proposal document or during the budget period if a situation arises that will make it impossible to meet the requirement.
