City Manager 1 F- / TO: The Honorable Mayor and City Council DATE: August 23, 217 SUBJECT: Police Patrol Work Shift Scheduling OBJECTIVE Evaluate over a one-year period the benefits of deployment of a two 12-hour work shift within the Patrol Division of the Police Department as opposed to three 8-hour shifts. Police Chief Volpe and Police Administrative staff will be present at the Planning Session to detail this request. GENERAL INFORMATION The Police Department Patrol Division is currently on a three 8-hour work shift arrangement for patrolling and managing the seven patrol beats established within the City. Attached is an August 16, 217 memorandum from Police Chief Volpe detailing the Police Administration s analysis of moving to a two 12-hour work shift arrangement for a one-year trial period. The trial period would begin in December 217, Deployment Period #1 and end with Deployment Period #13, December 218. Benefits of 12 Hour Work Shift - One of the major benefits of moving to a two 12-hour work shift arrangement is that such may result in the ability to deploy a greater number of services during the 12-hour shift period. The additional deployed officers would be able to perfonn in a multitude of areas, including focused crime-oriented patrol (DUI), focused surveillance, high visibility marked patrol (traffic) and focused high priority enforcement efforts, such as speeding. Provided below is a summary of other factors to consider as the staff has evaluated moving to a two 12-hour work shift arrangement. > 7% of MAP 699 (patrol) members and 85% of MAP 45 (lieutenants and sergeants) members are in support of change. > Of 35 law enforcement agencies in DuPage County, 19 currently use 12-hour shift schedules (54%). > Attracting future police officers - recently first eligible police officer candidate chose another municipality over Wheaton primarily due to shift schedules. > Less likely to fall below minimum staffing because more people are assigned to each shift. (In-house study concluded 8-hour work shift experienced 25% of time meeting minimum staffing while 12-hour work shift had 68% of time meeting minimum staffing.) > Greater flexibility to conduct training. > Less overtime/forced hire backs. > Potential officer fatigue - studies indicate no statistically significant evidence of increased fatigue or loss of productivity. > Court time unpredictability for 7 p.m. to 7 a.m. officers which could lead to additional court time pay. MOVING FORWARD To effectuate the migration to a 12-hour work shift arrangement for our Patrol Division, the following will need to occur: 1. Develop amending language for future City Council consideration permitting trial 12- hour work shift arrangement for labor union contracts. 2. Finance and Infonnation Technology Departments adjust payroll process to accommodate two 12-hour work shifts; much backroom work is required to properly adjust, document and pay officers accordingly. 3. Develop appropriate measures to document effect of implementing to 12-hour shifts - documented financials and service increase. RECOMMENDATION I concur with the Police Administrative staffs recommendation that the Patrol Division move to a 12-hour shift work schedule for patrol teams on a trial basis starting with Deployment Period #1, 217 and ending with Deployment Period #13, 218. This equals a total of 166 hours worked for each 28 day work cycle. This is also called a officers are currently on a 6-2;5-3 work day/ day off configuration while working the 3 days off. Recently, members of the police department presented a proposal which allows the department to schedule our officers overtimes cost. This proposal, which schedules officers on two (2) 12 hour shift as opposed to the three (3) 8 hour shifts currently used, directly addresses the effective, efficient service Strategic Priority. Repeat Weeks #1 through #6 As noted with the 6-2/ 5-3 schedule, an officer works 6 days in a row (5.4 hours with prep time) 4 weeks in a row. He or she then gets 2 weekends off in a row. One of the major complaints from officers working this schedule is the lack of weekend days off. Officers work 166 hours per every 28 work period. By contract, Officers do not get overtime until they work more than 166 hours. With the 6-2/ 5-3 work schedule there are always at least 3 officers on days off (at times 4) with a work team of 11-13 officers. Currently, the department maintains a minimum deployment of 6 officers on patrol for each shift. If a team has 11 officers and 4 of them are on their days off the team is scheduled to 7 officers. If one officer then calls in sick. or takes any unscheduled time off, the team is at minimum. Under this scheduling system, our work teams are consistently at, or below, minimum. As the attached DP #1 for the 3 teams illustrates, it is difficult to staff officers above minimum. This means less officers on patrol providing service to the community and more overtime dollars spent to keep our shifts at the minimum 6 officers per shift. 4 Teams; 12 Hour Shifts E/ji cti e Service to the conzmunitv Under a 12 Hours shift schedule the patrol division has four (4) total teams with two (2) teams (Team A and Team B) working 7a to 7p and two (2) teams (Team A and Team B) working 7p to 7a. As the attached schedule illustrates, When Team A, 7a to 7p, is working, all team members on that team are scheduled to work. Team B, 7a to 7p, officers are off. As shown, Team A on the Days Team has 1 officers. As they are all scheduled to work the team can absorb several officers not working do to unscheduled leave (sick, injured, FMLA, etc.) and still be above minimum. This equates to more officers available for deployment during the shift with a higher level of effective service to the citizens. Once the patrol beats are covered (6 minimum), the additional deployed officers can perform in a multitude of areas, including: focused crime-oriented patrol (DUI), focused surveillance, high-visibility marked patrol (traffic), and focused highpriority enforcement efforts (speeding). Additional officers working on the street also provides for a more efficient response time to emergency calls. Efficient Service to the Conununitv With 12 hours shift and a 1 officer team, the cost to staff to minimum (6 officers per shift) will be reduced. At this time, whenever a patrol team is below the minimum 6 officers per shift the Sergeant hires officers to work overtime to fill the deficiency. This occurs very frequently. As the 12 hour shift schedule indicates, the team does not go below minimum as frequently, which equates to less hire-back and overtime. It is important to note that under the 12 hour shift schedule an officer works 14 days in a 28 pay period for a total of 168 hours. It is agreed that officers will work 166 hours in a pay

period and their 28 day schedule will include one 1 hour day instead of the usual 12 hours day. This is to keep the hours worked during the pay cycle exactly as it is now. Comparing 8 hours shift to 12 hours shifts As the attached Scheduling Comparison notes with one example, Day Watch for DP #5, 217 scheduled 14 hours of overtime to patrol at the minimum 6. If we were using the 12 hour shift schedule for this DP#5. with the same circumstances (i.e. FMLA, injured officers). 8 hours of overtime would have been used to schedule to the minimum of 6 officers. This, in turn, equates to a much higher percentage of days when the team is above minimum. As noted, the same DP#5, 217 for Day watch (8 hour shifts) indicates 25% of the time above minimum staffing while under the 12 hour shift schedule Day shift (7a to 7p) would be over minimum staffing 68% of the time. While considering the benefit of the proposed 12 hours shifts for our department other DuPage County police departments were polled. Of the 35 law enforcement agencies in DuPage County, 19 currently use the 12 hour shift schedule (54%). The benefits cited by representatives of the 12 hour shift agencies include: More officers working per shift = greater ability to perform more police-related services (i.e. Community Policing) Reduced overtime! forced hire-backs Easier to conduct training during the officer s shift Improved morale! comradery More days off for officer = less time preparing, less cost for travel The detriments cited include: Possible officer fatigue Court time unpredictable for 7p to 7a officers While officer fatigue is cited as a possible detriment to 12 hour shifts, research indicates that error and accident rates were relatively the same for 8 hour and 12 hour shifts. Productivity between the 2 shifts also shows little difference. Additionally, recent studies have shown physical health, social well-being, sleep and family life favors the 12 hour shift for police officers. An overwhelming critical factor in the research is whether the employees participated and! or had input into the decision to move to 12 hours shifts. In this regard, the consideration to move to 12 hour shifts was proactively recommended by MAP 699 (72% of MAP 699 members) and MAP 45 (85% of MAP 45 Sergeants).

This is due to staggered days off on the 8 hour schedule (4 officers off). Because all team members work the same days and are off the same days on 12 hour shifts, the only team members missing are team members who are sick, injured, or have approved days off The equates to more officers working during the 7am to 7pm shift with the ability to perform more law enforcement related services. Recommendation At this time, I recommend our police department patrol division move to a 12 hour work schedule for the patrol teams on a trial basis, starting DP #1, 218 and ending with DP #13, 218. If either the city or MAP 699 elects to terminate the 12 hour shift schedule at the end of the trial period (13 DP s), the police department with revert back to the work schedule we currently use (6-2/ 5-3; 3 shifts).
