Mission Statement Please record your mission statement (if you have one): Haliburton County Places for People Non-Profit Corporation creates secure affordable rental housing in Haliburton County for those at risk of homelessness, and supports our tenants to make a positive difference in their lives. 16. Statement of intent Please describe a. the context in which your ministry is situated b. why you are applying for a grant c. how long you anticipate needing such a grant d. a financial plan for decreasing the grant e. effect on the ministry if request is not granted a. Haliburton County is ranked the poorest county in all of Ontario. There are many factors that put people at risk to becoming homeless in this area. Affordable rental housing is in short supply. b. The funding model that we use ensures that the rent the tenant is able to pay is both i) enough to cover the maintenance costs of the unit and ii) accumulate a small percentage of the rent toward making a new start in the life of the tenant in the future. The original acquisition and renovation of the property and building have been financed through donations, grants & fundraising through individuals, community groups, churches and all levels of government. All costs of our first renovation project have been paid off; only the mortgage remains. The second project was unsuccessful at obtaining any government support due to fiscal belt tightening. Although the renovation has been completed and paid off (roughly $25,000), a fundraising target of $55,000 was set to make the ongoing mortgage payments affordable for low income families. This fundraising target has been met. A third renovation project began in December 2013 and was completed in April 2014. This property has received government rent supplement support. The fourth renovation project was actually a leased house from the Haliburton Highlands Health Services completed in April of 2017. At this time, Fall 2017, Places for People has an accepted offer on a home in Cardiff that closes mid October. Ongoing fundraising efforts are now, once again, focused on saving for the next project. The Mission Support Grant is required to help offset our low organizational/administrative costs so that more of every fundraising and donation dollar goes toward building up a down-payment for the next project tentatively scheduled to begin in April 2018. c. Ongoing support of our organizational/administrative costs will ensure a secure financial footing for the ongoing work of this outreach ministry as more properties are redeveloped. d. N/A e. Places for People is currently solvent. At the moment about 1/2 of the value of the properties is secured by long-term mortgages. The remaining 1/2 is sweat equity through the hard work of volunteers and the generous discounts of labour and materials offered by trades people and suppliers as well as operating income surpluses over the past seven and a half years. Fundraising efforts continue. If this grant is not received, Places for People risks a significant delay or total loss of momentum for acquiring the next property. Appendix #10 Haliburton County Places for People Non-Profit Corporation creates secure affordable rental housing in Haliburton County for those at risk of homelessness, and supports our tenants to make a positive difference in their lives. Places for People aims to help solve these problems by: Buying run-down property Renovating this property with community input Renting at affordable rates Allowing tenants to accumulate assets Providing social supports neccessary to ensure a successful tenancy This approach: Serves the underserviced in our community Strengthens the community Improves our housing stock This is how we do it: Provide tenants with long-term affordable rental housing. This makes the family's shelter secure, allowing them to afford other life necessities and make progress on other issues. Set aside in a trust fund a small amount of the rent the tenant pays, for their future. Without having any impact on their small budget, tenants are able to build an asset that will help them move forward when they are ready. Provide appropriate social supports for each family. Give each family access to the resources they need to help get skills and education to move forward. This also grows a mutual sense of belonging that serves everyone. Renovate old buildings into new housing in locations within walking distance to shopping, schools, and medical care.
