Guidelies 2017/2018 Tour Operator Partership Program Itroductio / Objective Eligible Activities/Projects Strategic tour operator parterships are a importat elemet of Nova Scotia s tourism marketig efforts ad a effective way to develop ad sell packaged Nova Scotia product. Projects which focus o icremetal developmet of the Nova Scotia tourism market (visitatio, reveue ad product) will be cosidered for fudig. The Nova Scotia Tour Operator Partership Program (NSTOPP) is developed with the objective of icreasig opportuities for the sale of Nova Scotia packaged product to the travel trade ad cosumers. The NSTOPP is available to support those iitiatives which complemet Nova Scotia s strategic tourism priorities. Please refer to the Activity ad Fudig Eligibility Criteria o page 4 of this documet for further clarificatio. Applicat Eligibility Nova Scotia will cosider partership opportuities from tour operators who have bee i busiess for a miimum of oe year. Parterships will be cosidered with all tour operators, whether they are Nova Scotiabased, atioal or iteratioal, who have the potetial ad the demostrated ability to deliver icreased tourism visitatio ad spedig to Nova Scotia. Both FIT ad group operators may apply for fudig uder the program. Project expeditures must take place betwee April 1, 2017 ad March 31, 2018. 2 Previously fuded applicats, i order to be eligible for fudig, must have provided a evaluatio report accepted by the TNS.

Guidelies 2017/2018 Tour Operator Partership Program 3 Partership Applicatio Propoets must provide the followig documetatio: 1. a completed applicatio form ad a detailed listig of your Nova Scotia product (compay brochure or website is sufficiet); 2. a marketig pla with a detailed descriptio of the proposed activities ad specifically the marketig elemets (circulatio / distributio volumes, frequecy, distributio plas, demographics, targeted geographic markets, etc.) ad how they fit withi the overall marketig pla; 3. specific details with regard to the costs of each activity; 4. full disclosure of ay additioal partership fudig related to the proposed activities; ad, 5. a evaluatio pla specifyig how results will be measured ad reported to Tourism Nova Scotia icludig timelies for the delivery of a evaluatio report. Fudig/Paymet Subject to aual budget approval, parterships will be fuded based o a 50/50 cost-sharig formula, uless otherwise egotiated (please refer to Activity ad Fudig Eligibility Criteria iformatio o page 4 of this documet). Parterships may be egotiated for support at ay time i the aual marketig cycle. All approved activities will be fuded withi the Nova Scotia Govermet s fiscal year (April 1, 2017 - March 31, 2018). Partership Reportig Requiremets All parters are required to submit a evaluatio report by December 31, 2017 o fuded activities idicatig sales measuremets for Nova Scotia. A evaluatio template for the Fial Report is provided o page 7 of this documet. Evaluatio Process Partership activities will be evaluated o their compatibility with Nova Scotia s strategic tourism priorities. Specifically, withi the budget specified for the NSTOPP, activities will be evaluated based o the followig: Aligmet with Nova Scotia s Tourism strategy ad priorities Retur o ivestmet Past results Demostrated i-market experiece Compay history of soud busiess practices Availability of authetic, quality Nova Scotia packaged product, experieces ad services. Please ote that all accommodatios icluded i packages which are part of this program must be a recogized participat i oe of three quality programs: Nova Scotia Approved; Caada Select; or CAA Detailed marketig pla with clear outlie of proposed project/activities Clearly outlied evaluatio pla Budget Writte cofirmatio ad TNS approval of all egotiated partership elemets will be required prior to implemetatio of activities. I order to reapply, previously fuded applicats must have met the former program s coditios. Additioal Program Iformatio This program is subject to the provisios of the NS Freedom of Iformatio ad Protectio of Privacy Act ad ay other applicable privacy legislatio. TNS may, i its sole discretio, determie that a proposal/propoet is ot eligible for fudig. The propoet may, with the writte coset of the TNS, amed its proposal.

Criteria 2017/2018 Tour Operator Partership Program Activity & Fudig Eligibility Criteria Preferece will be give to iitiatives reflectig Nova Scotia s idetified loghaul, geographic target markets: Otario; Quebec; Northeaster Uited States (New Eglad ad Mid-Atlatic); Europe (Uited Kigdom, Germaspeakig Europe). Iitiatives directed at key markets ad target audiece will be evaluated based upo their market potetial ad retur o ivestmet. Activities which ecompass the Atlatic Regio as a whole (or other destiatios) will be fuded accordig to the level of featured Nova Scotia product withi the proposed marketig activity ad retur o ivestmet opportuities for Nova Scotia ad its tourism products. Activities supported uder this program must support Nova Scotia s brad positioig, where appropriate, i.e. logo, selectio of images ad copy. Creative cocepts must be preseted to the TNS for approval prior to pritig. Images are available from the TNS at o cost to parters. Fudig for huma resources, capital costs (phoe, fax, office equipmet ad supplies etc.), ad the productio ad distributio of core quatities of collateral material (ie. brochures, catalogues) are ot eligible for support. Fudig for website developmet, maiteace ad hostig are ot eligible for support. Fudig for specific activities will be based o the followig criteria: Trade Shows / Marketplaces / Cosumer Shows / Sales Missios / Sales Calls Shows which the TNS atted or support are ot eligible for additioal support Approved expeses for shows will be supported at 50% i year oe. Where partership support is requested over multiple years, a slidig scale will be applied agaist show attedace. Fudig will be cosidered at 30% i year 2 ad 15% i year 3. Support is ot available i year 4 for attedace at the same show. Eligible costs for show attedace will be provided for 1 perso ad iclude: registratio costs (booth space, furishigs etc.), hotel, meals at the govermet per diem of 43.00 per day ad trasportatio to/from the show (air, trai, boat, retal car or mileage at the govermet rate of 42.31 cets/km). Advertisig Ads i provicially supported publicatios ad websites (i.e. Doers & Dreamers Guide, ovascotia.com) are ot eligible for support. Details of advertisig program must be preseted before support is cofirmed Activities supported uder this program must support Nova Scotia s brad positioig, where appropriate, i.e. logo, selectio of images ad copy. Images are available from the TNS. Ad creative must be provided to the TNS for approval prior to placemet. Tear sheets or siged affidavits must be icluded with ivoices. 4

Criteria 2017/2018 Tour Operator Partership Program Direct Mail Specific direct mail activities will be supported at 50%. Creative must be provided to the TNS for approval prior to productio ad distributio. Geeral distributio of brochures is ot eligible for support. Icremetal distributio costs for direct mailig of brochures will be cosidered at 50% support. Familiarizatio Tours Fams (trade ad media) already beig hosted/supported by the TNS are ot eligible for additioal support. The followig formula is used to determie the amout of support for fam tours: 75.00 per perso, per day while i Nova Scotia. Details of fam tours are required to be preseted before support is cofirmed. 5
