All procedures shall be consistent with the Louisiana Department of Public Safety and Corrections and all applicable laws and accreditation standards. W-1101 DISCUSSION: Depending on the circumstance, participants are either released or removed from the Transitional Work Program. All participants identified for release or removal from the program are transported from the Transitional Housing Facility to the Lafayette Parish Correctional Center for either official release from custody, or for the return to secure custody as a result of the participant s removal from the Transitional Work Program. A participant shall be placed on escape status for unauthorized absence, being in an unauthorized area, or for any situation where the participant cannot be Page 1 of 7 Policy W-1100

accounted for. Therefore, to ensure an appropriate and timely response to any escape status situation, procedures must be instituted. W-1102 DEFINITIONS: A. Unauthorized Area: Any area other than those that have been authorized by program staff or by the offender s employer. B. Participant: W-1103 RULES: Any individual who is provided services and/or training through a Corrections Division program. This includes, but is not limited to, offenders, clients, residents, and/or juveniles. A. Unauthorized Area and Escape: (4-ACRS-2A-12) 1. Participants shall be placed on escape status in any of the following situations: a. The participant s unauthorized absence from the facility or any worksite; (W-1000) b. The participant s presence in an unauthorized area; c. Any situation where the participant cannot be accounted for. 2. Staff shall report all unauthorized absences in a timely manner and in accordance with established procedures. (4-ACRS-2A-12) B. Release from program: 1. All participants legally entitled to release, shall be transported from the Transitional Housing Facility by a custody staff member to the Lafayette Parish Correctional Center upon notification from the Lafayette Parish Correctional Center of the participant s scheduled release. All releases shall be processed through the Intake/Booking Section at the Lafayette Parish Correctional Center in accordance with that facility s established guidelines. (4-ACRS-6A-13; J-6500) C. Removal from program: Page 2 of 7 Policy W-1100

1. Any major violation of the rules of conduct and/or obligations may result in a participant s immediate removal from the Transitional Work Program and their return to the secure custody of the Lafayette Parish Correctional Center. 2. The following shall occur when transporting a participant who is removed from the program: a. The participant shall be transported from the Transitional Housing Facility to the Lafayette Parish Correctional Center by two (2) custody staff members. b. Only one participant at a time shall be transported in the transportation van, unless otherwise ordered by a Supervisor; c. The participant shall be handcuffed (behind the back), and double locked. The handcuffs shall be secure and not too tight against the participant s wrists; (Medical removals shall be handcuffed on a caseby-case basis); d. The participant shall be seated in the second bench seat, with a staff member seated next to the participant in the same seat; e. Upon arrival at the Lafayette Parish Correctional Center, the participant shall be secured inside the Cop Room before unloading the participant s property from the transportation van. D. Whether the participant is released or removed, a report shall be prepared at the termination of program participation that reviews the participant s performance. A copy of the report shall be maintained in the participant s file. The report shall include, at a minimum: (4-ACRS-5A-15) 1. A summary of the participant s program activities: 2. Any unusual occurrences; 3. Community resource reference that affected the outcome of supervision; 4. Objective assessment of the participant s program participation. W-1104 PROCEDURES: A. Unauthorized area and escape status: 1. In the event that any participant is determined to be absent, without authorization, either by notification from the employer and verification by staff, or by discovery during a worksite check, the staff shall: Page 3 of 7 Policy W-1100

a. Consider the act an escape/attempted escape; b. Contact the on-duty or on-call Supervisor immediately; c. The on-duty Supervisor shall notify the Transitional Work Program Manager immediately; d. The Transitional Work Program Manager shall provide notification to the Director of Corrections. e. For a participant classified as a state offender, notification shall also be made immediately to the Department of Public Safety and Corrections (DPS&C) personnel at Hunt Correctional Center (1-800-842-4399) which has 24-hour on-call staff. The DPS&C shall issue an arrest warrant. At a minimum, the following offender information shall be provided to the DPS&C: (4-ACRS-2A-12; SOP: Ch 21; SOP: Ch 7) (1) Name; (2) DOC number; (3) Race, sex, and date of birth; (4) Time and address of last known location; (5) Clothing description. f. For all escapes, facility staff shall contact the Sheriff s Office Communications Center and provide, at a minimum, the following information: (1) Name; (2) DOC number, if applicable; (3) Race, sex, and date of birth; (4) Time and address of last known location; (5) Clothing description. g. Once notification is provided to the Sheriff s Office Communications Center: Page 4 of 7 Policy W-1100

(1) The Sheriff s Office Communications Center shall issue a notice to all appropriate agencies. (2) The Sheriff s Office Communications Center shall notify the Sheriff s Office Criminal Intelligence Unit for additional assistance. (3) The Criminal Intelligence Unit shall secure an arrest warrant for the participant. (4) The Criminal Warrants Section and Criminal Intelligence Unit shall attempt to locate the participant in accordance with established procedures. (E650) h. The Transitional Work Program staff shall gather the participant s property, visitation forms, behavior forms, and administration folder and have the items readily available for access by all appropriate parties. 2. Department of Public Safety and Corrections (DPS&C) personnel at Hunt Correctional Center (1-800-842-4399) shall be notified immediately upon the capture and secure custody of any participant classified as a state offender. (SOP: Ch 21) B. Upon notification from the Lafayette Parish Correctional Center of a participant s scheduled release: (4-ACRS-6A-13; J-6500) 1. The Security Staff shall: a. Verify the participant s identification as confirmation that the participant is in fact the individual scheduled for release and inform the participant of the release; b. Ensure that the participant packs all personal property; c. Collect, count, and record the participant s facility-issued property on the Property Issued_Received Form under the section of the form titled, Property RECEIVED FROM Resident upon Release / Removal; d. Place the completed Property Issued_Received Form in the designated TWP Administration mailbox located in the TWP Admin Mail area; e. Make a notation on the Security Staff Occurrence Log of the participant s release from the program; Page 5 of 7 Policy W-1100

f. Update the Roll Call and the Facility Headcount to indicate the participant s release from the program; g. Notify a Security Support (Driver) of the participant s release from the program and the need for transport to the Lafayette Parish Correctional Center; h. Escort the participant to the Male Transportation Hallway and wait with the offender until the arrival of the Security Support (Driver). 2. The Security Support (Driver) shall: a. Obtain custody of the participant and record on the Transportation Log the participant s departure from the Transitional Housing Facility; b. Transport the participant and the participant s property to the Intake/Booking Section of the Lafayette Parish Correctional Center; c. Remain with the participant until the Intake/Booking Section staff confirms transfer of custody to the Lafayette Parish Correctional Center. 3. The Intake/Booking Section staff shall: a. Perform release procedures according to the Lafayette Parish Correctional Center s established guidelines. (J-6500) C. Upon the determination of the removal of a participant from the Transitional Work Program: 1. The Security Staff shall: a. Place the participant in handcuffs (behind the back), and double lock the handcuffs ensuring the handcuffs are secure and not too tight against the participant s wrists (Medical removals shall be handcuffed on a case-by-case basis); b. Escort the participant to the Male Transportation Hallway and place the participant in a secure area under staff supervision while an available Security Staff retrieves the participant s THF-issued property from the participant s bunk and locker areas; 2. The Security Staff responsible for retrieving the offender s property shall: a. Collect, count, and record the participant s facility-issued property on the Property Issued_Received Form under the section of the form Page 6 of 7 Policy W-1100

titled, Property RECEIVED FROM Resident upon Release / Removal; b. Place the completed Property Issued_Received Form in the designated TWP Administration mailbox located in the TWP Admin Mail area; c. Make a notation on the Security Staff Occurrence Log of the participant s removal from the program; d. Update the Roll Call and the Facility Headcount to indicate the participant s removal from the program; e. Notify a Security Support (Driver) of the participant s removal from the program and the need for transport to the Lafayette Parish Correctional Center; 3. The Security Support (Driver) shall: a. Obtain custody of the participant and record on the Transportation Log the participant s departure from the Transitional Housing Facility; b. Transport the participant and the participant s property to the Intake/Booking Section of the Lafayette Parish Correctional Center according to the rules of this policy; c. Upon arrival at the Lafayette Parish Correctional Center, secure the participant inside the Cop Room before unloading the participant s property from the transportation van. d. Remain with the participant until the Intake/Booking Section staff confirms transfer of custody to the Lafayette Parish Correctional Center. 4. The Intake/Booking Section staff shall: a. Perform booking procedures according to the Lafayette Parish Correctional Center s established guidelines. (J-6500) Page 7 of 7 Policy W-1100
