The Special Investigation Section is the primary tactical entity in all kidnaps for ransoms, Specializing in the coverage of the money drop and rescue of the victim. Has been directly responsible for the management and implementation of all training and policy. Created for the LOS ANGELES Police Department Plain Clothes Tactical Operational Policy Created Policy and Procedures for Officer Involved Shooting Policy as it applies to Plain Clothes Operations Intricate and detailed knowledge of tactics and policy as it applies to undercover and plain clothes use of force. Major Crimes Division, Criminal Investigation Section, Surveillance Special Section, Joint Terrorism Task Force, Los Angeles Police Department Lieutenant II, Officer-in-Charge 2002-2003 Officer-in-Charge of the Criminal Investigation Section and Surveillance Special Section Created the Section from inception. Developed and implemented all policy and procedure Responsible for the management and supervision of fifty investigators. Twenty of those investigators, including two FBI agents and one ATF agent, were assigned to the Criminal Investigation Section. The Criminal Investigation Section is responsible for the investigation of all crimes that have a terrorist nexus. Investigation crimes to include fraud, money laundering, and the illegal sale and distribution of firearms. 2

Section has become one the most successful tools in the struggle against terrorist activity in this country and its model has been copied nationally. Detective Support Division, Major Violent Crime Federal Task Force, Los Angeles Police Department Lieutenant II, Officer-in-Charge 2001-2002 Officer-in-Charge of the Violent Crime Task Force I was directly responsible for the management and supervision of fifteen investigators, including two agents from the FBI. The Violent Crime Task Force was involved in handling complex long term investigations that targeted Los Angeles Area Street Gangs. Those gangs included 18 th Street, Nazi Low-Riders and other groups that preyed on citizens in the greater Los Angeles Area and the seven surrounding counties. Also supervised and managed the six person Federal Fugitive Task - Force. This section was made up of two investigators from the Los Angeles Police Department, two from the Los Angeles County Sheriffs Office and two FBI agents. During this period that became cross designated as a Deputy U.S. Marshal and was granted an FBI Top Secret Security Clearance 3

Burglary-Auto Theft Division, Field Enforcement Section, Federal Theft Task Force, Los Angeles Police Department Lieutenant II, Officer-in-Charge 2000-2001 Responsible for the management and supervision of ten surveillance investigators and two case detectives that targeted South American Theft Groups. Developed plain clothes tactical operations as it it applies to the arrest of organized theft groups These organized theft groups are directly responsible for crimes that impact the jewelry industry nationally. Developed relationships and contacts with members of the jewelry industry in the greater Southern California Area. Developed security and safety protocol for couriers and the working business owner. North Hollywood Area, Watch Commander, Mobile Field Force Leader, Los Angeles Police Department Lieutenant I 1999-2000 Directly responsible for the management and supervision of uniformed patrol, including subordinate supervisors in a geographic area. Responsible for the daily operations of six to ten sergeants and anywhere from thirty to fifty patrol officers. Handled complex personnel issues, directed daily deployment and handled major tactical operations. Intricate knowledge of Los Angeles Police Department operations and field tactics. Mobile Field Force Leader 2000 Mobile Field Force during the Democratic National Convention. Testified as expert witness for the Los Angeles Police Department during subsequent Federal law suit. 4

Internal Affairs Division, Advocate Section, Los Angeles Police Department Sergeant II 1998-1999 Directly responsible for the preparation and presentation of disciplinary cases and Board of Rights Hearings. Personally presented over twenty boards. Intricate and detailed knowledge of the Los Angeles Police Department s disciplinary system. Van Nuys Area, Watch Commander/Assistant Watch Commander, Los Angeles Police Department Sergeant II 1996-1998 Directly responsible for the management and and supervision of uniformed personnel, including subordinate supervisors in a geographic area. Handled complex field operations. West Los Angeles Area, Officer-in-Charge Vice Unit, Los Angeles Police Department Sergeant II 1995-1996 Directly responsible for the supervision of officers during vice operations. Including but not limited to prostitution, lewd conduct and bookmaking. Intricate knowledge of undercover vice operations. Operations West Bureau CRASH, Los Angeles Police Department Sergeant I 1994-1995 Directly responsible for the supervision of over 25 officers assigned to Bureau-Wide anti-gang unit. Intricate and detailed knowledge of Los Angeles Police Department anti-gang interdiction methods. 77th Street Area, Los Angeles Police Department Sergeant I 1993-1994 Field supervisor assigned to the most violent and crime impacted area in the City of Los Angeles. Personally supervised and managed vehicle pursuits, officer-involved shootings and major uses of force. Completed after-action reports.
