Active Transportation Program Funding Recommendation Kim Anderson stated that she was pleased to bring the Regional funding recommendations for the Active Transportation Program. The statewide funding resulted in four projects from the City of Stockton being funded at about $3 million. She continued to say that there is additional funding available from the state to the region. The recommendations were available for SJCOG and the Multidisciplinary Committee to
make those funding recommendations. She stated that at the last TAC meeting, members recommended that the board approve the additional $1.5 million in RSTP funding to augment what was coming in through the regional ATP. On September 2 nd the scoring committee met to consider the projects that had not been previously funded at the state level. After an initial scoring of the projects, the committee had a discussion on criteria that would go into the actual recommendation for funding. The projects that benefited children should be given strong consideration. Ms. Diane Nguyen stated staff s recommendation is to approve the recommendation by the Multidisciplinary scoring committee as identified in attachment A. She added that this is a two part recommendation: one is the list of projects that are being recommended for funding for Lathrop, Lodi and 2 Stockton projects and Tracy. The second part of the recommendation is that COG staff supports the Multidisciplinary scoring committee s recommendations, including the contingency list. Ms. Nguyen continued to say that if any of the projects don t move forward then the Stockton project, sidewalks to school installation only for the Washington Elementary School needs to be considered and if there are any funding s left then other Stockton Projects can move forward. Mr. Mendoza stated that during the discussion, children safety was a component. He added that he is curious to know why some projects did not get approved if the projects were Safe Routes to School programs. Ms. Nguyen added that for members who have experience with scoring committee s there s never a number one criteria for a project, especially when you have 25+ projects competing for under $4.5 million. Once a project is scored the scoring committee looks at geographic equity. The City of Stockton would have taken all the funding based on the ranking. Safe Route to School programs will all mostly go to construction, there s a couple that will not, these projects were identified in Lodi and Stockton. The Scoring Committee wanted to jumpstart those projects with project development funding. Mr. Mendoza asked if there was a time limit on when the construction starts for the two Safe Route to School projects and if the agency has to find the source of funds. Ms. Anderson responded that there was a need to identify the source of funds through completion of the projects. However, that was not the case for the Miner Avenue in Stockton and to identify future ATP funding to make the project whole. The Miner Avenue project was quite large and only initial phases were asked for this project. The application did require that the whole package be identified. It was approved/seconded (Johnson/Borre) to approve the 2014 Active Transportation Program (ATP) Project funding recommendations. Motion passed unanimously by voice vote. B. Regional Transportation Impact Fee Program Mrs. Anderson stated this items has been a discussion over the last several of months. It was noted by this Committee identified that a fee calculation for the annual adjustment was resulting in something that was un-intended. As a result of that item and a couple of other things were identified in the 2011 update to the RTIF program. She added staff has
been working with Kittelson & Associates, Inc. on an addendum to the 2011 update and assure that the fee structure was specifically called out in the addendum to the 2011 update as in the Operating Agreement. Staff intended to have the Addendum and the Operating Agreement available for you for review unfortunately, that did not happen but very close to having that completed. They will have to be transmitted to you after the meeting. In addition, to the fee calculation there are several other items that are being addressed in this Addendum. As far as the fee calculation there was an addition of another category to separate warehousing from the industrial. The trip generation was different for those two types so the fee was a little lower with the warehousing project. The other fee change that happened as a result of the 2011 update had to do with a per trip calculation. There was an impact on the regional network due to the trip generation. It will be up to the jurisdictions to make those trip calculations and to apply accordingly. Ms. Anderson discussed the reporting and timing requirements. Unrelated to that effort is the 3 rd Party Costs are required to be brought before the Board each year and the calculation is in the staff report. The balance remaining to offset future 3 rd Party expenses is $8,766. This item was for discussion only, no action was taken. C. Rideshare Week Ms. McNickle announced that SJCOG will host Rideshare week from October 6 th through 10 th. It s an annual statewide campaign to promote Carpooling, Vanpooling, and Riding transit. Rideshare offers two major challenges throughout the three counties: San Joaquin, Stanislaus and Merced. Commute Connection is sponsoring two Rideshare Week s Challenges. She added that a commuter challenge is to anyone who uses the buses or alternate modes can be entered to win prizes. There will also be a corporate challenge 4 th year in a row. Employer and their employees can also register for the Corporate Challenge the winner for that is chosen by the percentage of employee participation. She stated that Commute Connection has many tools to help support any promotion. The website is live as of today to register. This item was for information only, no action was taken. 5. STAFF REPORT October 2014 TAC SUBJECT: RECOMMENDED ACTION: San Joaquin One Voice Call for Projects Information DISCUSSION: SUMMARY: For many years now, SJCOG has presented a unified voice in Washington D.C. seeking regulatory relief and federal funding for issues and projects of regional significance to our region. We have repeatedly heard from our representatives in Washington that our efforts are welcomed and positively recognized. We have had strong encouragement to continue the effort, as our presence helps our representatives prioritize and shepherd our much needed regional projects through the federal budget process. With that in mind, we are issuing a call for projects for our 2015 One Voice effort. The call for projects will follow the same process as in past years. The list of submitted projects will be presented to the SJCOG Board at their February 2015 meeting for approval. RECOMMENDATION: This in an information item only. FISCAL IMPACT: Funding for One Voice is included in the adopted FY 2014-15 SJCOG OWP. Earmarks are not expected in the Federal FY 2015 budget; however funding allocations are available from departments and through grants. The status of requests for federal funding for some projects will not be known until next fiscal year. Direct costs pertaining to the trip will be offset by sponsor donations. BACKGROUND: This is the 15 th annual trip for SJCOG. Our efforts are positively recognized at the federal level and we have been encouraged to continue our collaborative approach and build upon the relationships and communications established with our federal representatives. All told, the visits have resulted in more than $105 million for transportation and economic development projects in San Joaquin County, including a recent $1.4 million allocation to the Stockton Metropolitan airport to rebuild the terminal parking ramp.
Historically, the SJCOG Board endorses 2-3 projects as overall priorities for the region. The Board will review the list of projects submitted in February 2015 and will make the regional priority recommendations at that time. Review of San Joaquin One Voice Project Submission Process The criterion for regional priority project submission approved by the SJCOG Board includes: The City of Stockton and the County of San Joaquin may submit: o two regional transportation projects; and o one local project, transportation or otherwise The Cities of Escalon, Lathrop, Lodi, Manteca, Ripon, and Tracy, the Transit Agencies, the Port of Stockton, and the Stockton Metropolitan Airport may submit: o one regional transportation project; and o one local project, transportation or otherwise The San Joaquin Council of Governments may also be a project sponsor to the list. o For example, the Arch/Sperry Road Corridor Improvement Project was sponsored by SJCOG as it is a joint project of both the City of Stockton and San Joaquin County. Other organizations may also submit one project for consideration by the SJCOG Board, but they must first receive an endorsement from their city council or board of supervisors. 2015 San Joaquin One Voice Instructions for Submitting Your Regional Priority Project Requests San Joaquin Council of Governments seeks projects that are regionally significant and defined and that provide a community-wide benefit. Please keep this in mind when choosing projects for the One Voice effort. Member Agencies: 1) Complete a project request form for each project submittal. The City of Stockton and the County of San Joaquin may submit: o two regional transportation projects; and o one local project, transportation or otherwise The cities of Escalon, Lathrop, Lodi, Manteca, Ripon, and Tracy, the San Joaquin Regional Transit District, the San Joaquin Regional Rail Commission, the Port of Stockton, and the Stockton Metropolitan Airport may submit: o one regional transportation project; and o one local project, transportation or otherwise 2) Include a digital photo or graphic of your project request to be included on the project brochure page that will be used during the San Joaquin One Voice trip. 3) Include project talking points (these will be included in the participant binder and presented during meetings in Washington, DC). 4) Projects must be approved by your respective city councils or boards prior to submission to SJCOG. Please provide a copy of the minutes or resolution detailing approval. 5) Submit project request form, photo, minutes or resolution, and talking points to SJCOG via email. Other Agencies: 1) Follow steps 1 3 as outlined above. 2) Submit your project request to your respective city council or governing board for endorsement. All projects must be endorsed by one of the jurisdictions listed above prior to submission to SJCOG. 3) Upon approval, have the authorizing board or council sign the endorsement form. 4) Submit project request form, photo, talking points, and signed endorsement form to SJCOG via email. The deadline for submittal of project application packets is January 30, 2015. Projects will be reviewed by SJCOG staff and the SJCOG Executive Committee and will be subject to the recommendation by the full SJCOG Board. October 2014 TAC STAFF REPORT SUBJECT: RECOMMENDED ACTION: FY 2014/15 Federal Transit Administration Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program Call for Projects Information FISCAL IMPACT: Additional discretionary funding may be realized in the San Joaquin Region as a result of successful grant applications. BACKGROUND: The FTA Section 5310 program has been around since the 1970s and seeks to improve mobility for senior citizens and individuals with disabilities throughout the country. The program awards grants to private non-profit organizations, as well as public agencies to serve the transportation needs of senior citizens and individuals with disabilities in areas where public mass transportation services are otherwise unavailable, insufficient, or inappropriate. It allows for the procurement of accessible vans and buses; communication equipment; mobility management activities; and computer hardware and software for eligible applicants. MAP-21 introduced service expansion and operating activities as new eligible project categories to the FTA Section 5310 program. The 5310 program is a statewide competitive process with approximately $13 million statewide available for this call for projects. Eligible Applicants Program eligibility is limited to private non-profit organizations and public agencies where no private non-profits are readily available to provide the proposed service. Public agencies that have been approved by the State to coordinate services for the elderly or individuals with disabilities are also eligible applicants.
Eligible Projects FTA Section 5310 funds capital and operations projects that improve mobility for senior citizens and individuals with disabilities. Eligible project types fall into the three categories below. 1. Vehicle Purchases a. Accessible vans and buses b. Mobile radios and communication equipment c. Computer hardware and software 2. Service Expansion a. Services to additional seniors and/or individuals with disabilities b. Expanded service area or hours c. Increased number of and/or frequency of trips 3. Operations Projects a. Expansion of hours/service of para-transit service beyond the requirements of the Americans with Disabilities Act b. Enhancement of service (same day service for scheduled transit rides, etc.) c. New or expansion of Volunteer Driver Programs A minimum of 55% of total statewide funds must go to capital projects. At a maximum, up to 45% of total statewide funds may be allocated to Operations and Mobility Management projects. Vehicle types eligible for purchase are: mini-vans, small buses, medium buses, and large buses. Sedans, SUVs and School buses are ineligible. All vehicles will be purchased through the State Procurement program based on estimated costs identified in the Procurement Program. Projects categorized as replacements can only be used to replace ADA accessible vehicles previously purchased through the FTA Section 5310 program that have met their useful life. All other vehicle purchases will be categorized as service expansions. Grant Process Projects are awarded through a competitive statewide grant application process. Regional Transportation Planning Agencies, such as SJCOG, score projects from their region utilizing the California Transportation Commission (CTC) adopted project-scoring criteria and send a ranked list of their projects to Caltrans. After SJCOG forwards the SJCOG region s ranked project listing to Caltrans, a statewide review committee reviews the scores and develops a statewideprioritized list of projects based on available funding. The list reflects 110% of total funding to ensure additional projects are identified should a funded project become undeliverable, The California Transportation Commission awards 100% of funding to top applicants based on the Statewide Review Committees prioritized list of projects. If a funded project on the list cannot be delivered the next highest ranking unfunded project is approved for funding.
