INTRADEP ARTMENT AL CORRESPONDENCE April 27, 2010 TO: Honorable Members of the Board of Police Commissioners FROM: President, Board of Police Commissioners SUBJECT: COMMISSION LIAISON AND ASSIGNMENTS The Board of Police Commissioners (Board) provides civilian oversight to the Los Angeles Police Department (Department) as mandated by the City Charter. In order to facilitate this complex task and to provide the Board the ability to oversee the Department more effectively, I am assigning specific oversight of the Department's operational functions to individual Commissioners. This will also provide the Department with information so the respective department entities can provide their assigned Commissioners with information on various projects. The following assignments are effective immediately. Anti- Terrorist Liaison Commissioners Skobin and Yang In accordance with the A TD/lntelligence Standards and Procedures approved by the Commission on March 23, 2010. The President designates Commissioners Skobin and Yang as the Commission's Undercover Investigation Liaison. This includes approving requests from the Department for covert investigation and supervising the annual audit of Major Crimes (ATD) files by the Office of the Inspector General. Office of the Inspector General provides staff support. Counter Terrorism & Criminal Intelligence Bureau Major Crimes Community Policing Liaison Commissioners Drooyan and Saltzman These Commissioners will work to enhance the working relationship among the Department, the Community Police Advisory Boards and the Senior Lead Officers to formulate a working definition of a community policing and initiate a consensus based process to define the component parts of the community policing philosophy. The Commission Policy Section provides staff support.

Facilities Management Fiscal Operations Chief of Staff Governmental Liaison Section Community Relations Public Information Office Office of the Chief of Police Management, Analysis and Planning Bureau (Grants) Personnel Liaison Commissioner Saltzman This Commissioner will deal with third level grievances and discrimination complaints by any Department employee. The Commissioner will work with the Employee Relations Unit of the Police Commission in reviewing and approving their findings. The Police Commission Employee Relations Unit provides staff support. Employee Relations Group Recruitment and Employment Police Training and Education Behavioral Science Services Work Environment Liaison Policies and Practices Liaison Commissioners Drooyan and Mack These Commissioners will meet with the Department to oversee the implementation of the reforms mandated by the transition agreement. The Executive Director and Inspector General provide support. Special Assistant for Constitutional Legal Affairs and Risk Management Policing

Page 3 Internal Audits and Inspections Recruitment, Retention and Succession Planning Commissioners Mack and Saltzman This Commissioner will work with the Department to ensure that appropriate outreach efforts are being made to recruit a diverse population reflecting the demographics of the City. Additionally, will work with the Department to develop appropriate mentoring, training and education programs to retain personnel and prepare Department staff to assume positions of supervision and leadership within the Department. Facilities: Behavioral Personnel Group Personnel Science Services Recruitment and Employment Hiring and Evaluation Section Personnel and Training Bureau Reserve Officer Liaison Commissioner Skobin Reserve Officer and Volunteer Section This Commissioner will meet with the Reserve Officers Corps for the purpose of enchanting the profile and visibility of reserve officers and their relationship with the Department. The Policy Section provides staff support. Science and Technology Liaison Commissioners Skobin and Yang These Commissioners will meet with the Department on an ongoing basis to review and assess the Department's technological and forensic capabilities. Staff support provided by the Policy Section. Designated Department Information Technology Bureau Communications Emergency Command Control Communications Systems Information Technology Records and Identification TEAMS II Property Scientific Investigation Motor Transport

Page 4 Transportation and Traffic Liaison Commissioner Skobin This Commissioner will oversee the Official Police Garages including rate increase requests to revocation of contracts, if warranted. The Commissioner will work closely with the Department on transportation and traffic issues. Commission Investigation provides staff support. Central Traffic South Traffic Valley Traffic West Traffic Use of Force Liaison Commissioner Saltzman and Skobin These Commissioners will work closely with the Department on use of force issues. Additionally, these Commissioners" shall also review all officer-involved shootings involving animals and make recommendation to the Board. The Office of the Inspector General provides staff support. Force Investigation Use of Force Review Operations Liaison Commissioner Drooyan and Mack These Commissioners will work with the Assistant Chiefs overseeing all patrol, detective, and specialized support functions. Additionally, these Commissioners will participate in evaluating the implementation of new and innovative policing models and the testing of new police strategies. The Police Commission Staff provides staff support. Page 5 Commercial Operations Crimes Bureau Liaison To facilitate communication with the Police Commission, each of the four geographic bureaus is assigned a Commissioner as a liaison. The President is not assigned a specific geographic bureau, which allows him to be available to all bureaus. Central Bureau - Commissioner Saltzman South Bureau - Commissioner Drooyan Valley Bureau - Commissioner Skobin West Bureau - Commissioner Yang Professional Standards Liaison Commissioners Drooyan and Mack These Commissioners will provide oversight of the Department's commitment to quality of service, community accountability, and Department professionalism, integrity, and credibility. The Office of the Inspector General will provide staff support. Professional Standards Bureau Criminal Investigation Special Operations Administrative Investigation Training Liaison Commissioners Skobin and Yang These Commissioners will oversee issues of training for new officers candidates and the continuing education of sworn Department Personnel as it conforms to Peace Officer Standards and Training (POST) and Department objectives and policies. This oversight also includes POST mandated training and retraining of Officers' perishable skills and Consent Decree required training. The Policy Unit provides staff support.
