1 EXECUTIVE SUMMARY The Association of Southeast Asian Nations, or ASEAN, was established on 8 August 1967 in Bangkok. ASEAN comprises ten Member States, namely Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Viet Nam. The information on ASEAN could be further obtained from www.asean.org. Labour sector plays an integral role in national development as well as in regional integration of ASEAN. The ASEAN cooperation on labour is led by the ASEAN Labour Ministers Meeting (ALMM) which meets every two years and is supported by the Senior Labour Officials Meeting (SLOM). Since the historical 1 st ALMM in April 1975 in Jakarta, Indonesia, the ASEAN cooperation on labour has continuously grown in depth and scope. Acknowledging the prevalence of informal employment and its effects on decent work, the ASEAN Leaders at the 28 th and 29 th ASEAN Summits in Vientiane, Lao PDR in September 2016 adopted Vientiane Declaration on Transition from Informal Employment to Formal Employment towards Decent Work Promotion in ASEAN 1. To implement the Declaration, ASEAN Member States (AMS) have developed the Regional Action Plan of the Vientiane Declaration 2 which was adopted by the ALMM in April 2018. One of the projects in the Regional Action Plan is a collection, report and analyst of employment statistics in AMS for rural and urban areas, to better understand informal employment and decent work indicators for better policy making (The Project). Led by the ASEAN Secretariat, the Project will involve and be implemented with guidance of SLOM. The Project aims to produce a regional study on informal statistics to support decent work promotion in ASEAN which will serve as a useful feedback for policy makers of AMS to better understand the trends of informal employment and correlation between informal employment and decent work conditions; and to improve responsiveness of policies to address the situation of informal employment, including working condition and social protection of workers. Direct beneficiaries of the Project are labour ministries and its policy makers and practitioners of AMS. 2 SCOPE OF WORK The consultant will be recruited to develop the regional study on informal employment statistics to support decent work promotion in ASEAN. 2.1 OBJECTIVES The Project aims to assess the existing informal employment statistics across AMS particularly on: i) Existing gaps on data collection and analysis towards better mapping of informal employment; ii) Prominent trends and features in informal employment in AMS based on the available data; iii) How labour force survey (LFS) data collection and analysis could be improved for better mapping of the trend of informal employment and informal sector across AMS; and iv) How those informal employment statistics can be translated into evidence-based policies to address the situation of informal employment. 2.2 IMPLEMENTATION ARRANGEMENTS The consultant will report to the ASEAN Secretariat. The consultant will submit the deliverables to the ASEAN Secretariat for consultation with SLOM and relevant Sectoral Bodies/Working Groups of ASEAN, as applicable. 2.3 EXPECTED DELIVERABLES In particular, the consultant will be responsible to produce the following deliverables: 1. Inception report of the regional study on informal employment statistics to support decent work promotion in ASEAN, including but not limited to scope, methodology, outline and timeline; 2. Draft regional study on informal employment statistics to support decent work promotion in ASEAN; and 3. Final regional study on informal employment statistics to support decent work promotion in ASEAN. 2.4 INDICATIVE WORK SCHEDULE The Project will be implemented from October 2018 until September 2019 at the latest but is envisioned to be completed by June 2019 as much as possible. 3 RFP REQUIREMENTS PROCESS 3.1 PROPOSAL SUBMISSION INSTRUCTIONS a. All proposals must be submitted in English. b. Vendors should indicate the Title of the Tender at the upper right of the envelopes. c. The Technical Proposal and Financial Proposal must be submitted separately in two different envelopes. Each proposal shall consist of an original set and a photocopy set. d. Vendors must not include any financial/cost data in the Technical Proposal. All financial information shall be included in the Financial Proposal. Failure to adhere to this will lead to disqualification. e. The proposal should be concisely presented and structured, explaining in details the Vendor s experience, resources, etc. to provide the requested services as stated in the TOR. f. Proposals must be submitted by the Closing Date and Time, as indicated in the RFP. g. Proposals that are incomplete will be disqualified. h. 3.3 RFP TERMS & CONDITIONS 3.3.1 Validity of Bid Proposal Received proposals shall be valid until 31 December 2018. 3.3.2 Preliminary Meeting No preliminary meeting on bidding process and requirements will be conducted. However, all prospective consultants who are interested to participate in the bidding process may send their enquiry to the ASEAN Secretariat at procurement@asean.org. Page 7 of 16
4 COMPLIANCE In conformance to the ASEAN Secretariat s Financial and Administrative Rules and Procedures (AFARP), prospective bidders shall submit their respective bids in English on or before the deadline to ASEAN Secretariat. Late submission shall not be accepted. Bids shall be submitted in two (2) separate sealed envelopes containing the following: 1) First Envelope: Technical Proposal, which shall consist, among other, of the technical specifications of the services to be procured, production/delivery schedule, manpower requirements (as applicable), ), samples of publication/report/write-up on the area most relevant to this study, printed hardcopies of the duly filled Appendix 1 and 1A Company General Information and List of Clients; and completed Compliance Checklist as per Appendix 2; Vendors must not include any financial/cost data in the Technical Proposal, but only in the separate envelope titled Financial Proposal. Failure to adhere to this will lead to disqualification. 2) Second Envelope: Financial Proposal which shall contain the bid amount and relevant financial information as required in the TOR, such as detailed estimates, payment schedule, latest audit financial statements, etc. All documents not submitted in English shall not be considered and quoted price in the hardcopy submission shall be in US Dollar or IDR Indonesian Rupiah. APPENDIX 1B Technical Requirements To be submitted together in the Technical Proposal The Technical Requirements should address the requirements and expectations set out in the table below. The vendor should use the section numbers and corresponding titles shown in this tables in their Technical Proposal Submission to allow the ASEAN Secretariat Sub Committee on Tender to evaluate Technical Submissions accordingly. Financial Proposal Requirements To be submitted together in the Financial Proposal The Financial Proposal should contain the bid amount with detailed estimates i.e. description and allocation for each item. The total proposed budget should be inclusive of all supplies, services, taxes, and any other costs required to complete the project.
