Chief Kirk Riggs and Assistant Chief Kirk Aldridge Executive Secretary Diana Snyder MESSAGE FROM THE CHIEF 2015 On behalf of all the dedicated men and women of the Rockwall Police Department, I am pleased to present our 2015 Annual Report. It s an honor and privilege to have been appointed the 5th Chief of Police for the City of Rockwall on July 16, 2015, after serving as the Assistant Chief for nine years. Our vision as an organization is to strive for excellence through community involvement one interaction at a time, by utilizing our most valuable resource, the employees who make this organization one of the best law enforcement agencies in the State of Texas. As chief, one of my primary roles is to continue the tradition of the department s core value of extraordinary customer service. We are passionate about our ability to continue to excel in this most critical area of police work. Along with the outstanding work of the members of this department, the successes we enjoy come from the dedication of our volunteers and all of our community partnerships who support our vision. These joint efforts are why we believe Rockwall is the best place to live, work and play. SOME OF OUR 2015 ACCOMPLISHMENTS Re-Recognized Agency: On April 1, 2015, our department received Re-Recognized status at the Annual Texas Police Chiefs Conference in Galveston. We have been a recognized agency since March 2011, making us the 42nd police agency, out of over 2,800 agencies in the State of Texas to be awarded Recognized status by the Texas Police Chiefs Association. The Recognition Program was developed in 2007 by the association to assist Texas police agencies in meeting their professional obligations to their citizens. This is a voluntary process where police agencies prove their compliance with law enforcements current 164 Best Practices. These Best Practices were carefully developed by Texas Law Enforcement professionals to assist agencies in the efficient and effective delivery of service, the reduction of risk and the protection of individual s rights. Crime Prevention Officer: Over the past several years we have seen a great demand for educational and community service programs for our neighborhoods, businesses, schools and volunteers. The Community Services Division has also seen a tremendous growth in social media communication with our citizens. In order to keep up with these community needs, we transferred a patrol officer into the division, creating a second Crime Prevention Officer position. This will provide us with the additional resources to better serve our current and growing community outreach programs. I encourage you to learn more about our agency in 2016 by following us on social media, attending our Citizen s Police Academy or interacting with me and our staff at the many City events scheduled throughout the year. We look forward to the conversations. Kirk H. Riggs Chief of Police 2
