About KOCSEA and KOCSEA SYMPOSIUM The Korean Computer Scientists and Engineers Association in America (KOCSEA), founded in 1983, is a non-profit organization of Korean American computer scientists and engineers in the United States. The purpose of KOCSEA is to promote communication, information exchange and cooperation among its members and to provide opportunities for them to make contributions to computer science and related fields in Korea and U.S. KOCSEA consists of about 500 members at various stages in their career - from undergraduate and graduate students, to young professionals and assistant professors, to senior executives and professors. KOCSEA has organized annual workshops in Korea in cooperation with Korean Information Science Society (KISS) from 1990 to 1995 in various areas of information technologies, including software engineering, multimedia technology, end user computing technology, and network technology. Recently, KOCSEA members have been actively participating in various technical activities promoting collaboration between US and Korea such as organizing symposiums at UKC (US Korea Conference on Science, Technology, and Entrepreneurship) of KSEA (Korea-American Scientists and Engineers Association), serving on the project proposal review panels of KOSEF (Korea Science and Engineering Foundation), and producing research trend study reports sponsored by KOSEF and KSEA in the area of computer and communications. The organizing committee is pleased to announce the KOCSEA (Korean Computer Scientists and Engineers Association in America) Technical Symposium 2007 to be held during December 14-15, 2007 at University of Southern California, Los Angeles, CA. The invited speakers of the symposium will comprise top Korean talents in Computer Science and Engineering, who are active in Academia and Industry in the US and Korea. The 1.5 day symposium will provide a forum for presenting recent technical advances, exchanging innovative ideas, and fostering collaborations among participants creating new opportunities for collaborative research. The single-track symposium will comprise keynote speech, invited talks, panel discussions, and KOCSEA business meeting. Congratulatory Remarks Dear Chancellor Steve Kang of UC Merced, President Jihie Kim of KOCSEA, Distinguished Scholars, Ladies and Gentlemen, Although I am unable to attend KOCSEA Technical Symposium 2007 in person I would like to send my sincere and heartfelt congratulations and best wishes to all participants. In particular, I would like to acknowledge Prof. Jihie Kim and the organizing committee members for their tremendous time and efforts in organizing this symposium. Ever since KOCSEA was established in 1983, KOCSEA has grown rapidly under the great leadership of the current and past presidents as well as strong supports and co-operations of KOCSEA members. As I mentioned in my talk at the UKC 2007 last August, KOCSEA members contributed a lot for the advancement of computer science and information technology both in the U.S.A. and in Korea. Many of them became top leaders in their respective areas. I am sure that KOCSEA Technical Symposium 2007 will set another milestone in the development of KOCSEA and collaboration with Korea. Although the main purpose of a symposium is to share their new ideas and research accomplishments among the participants it is also important to make new friends and explore future collaborations. Human network is very important in this globalized society. Before I close I would like to take this opportunity to express my sincere thanks to KOCSEA members for organizing a special session in honor of my retirement at the UKC 2007. It was the greatest moment in my whole life and I am so glad that I transformed myself from a chemical engineer to a computer scientist. Message from General Symposium Chair It is a pleasure to welcome you to the 8th KOCSEA Technical Symposium. In the past, we had joint workshops with KISS (Korean Information Science Society) during 1990 1995, which were hosted in Korea. These workshops have contributed in culturing collaborations between the researchers in US and Korea. Last year we were able to successfully revive our assembly in Tempe, US. The events from the last KOCSEA symposium contributed a lot in nurturing collaborative relations among leading IT industries and research labs in both Korea and US and presenting opportunities for joint research and exchange of scholarly ideas. The one-and-half day symposium will consist of invited talks by outstanding researchers and professors in various fields in IT, as well as a panel session that will discuss ideas for CS research collaboration between industry and academia. Through this symposium, we expect to further increase the opportunities for meaningful research collaborations between academicians and professionals in US and Korea in the field of Computer and Information Science though this workshop. Since the symposium is hosted in the University of Southern California this year, we invited more computer scientists and engineers from Southern California universities and research institutes, including Chancellor Steve Kang of UC Merced. We are also organizing a student social interaction session and career workshop for local student attendees. The successful organization of the KOCSEA symposium has required the talents, dedication and time of many volunteers and strong support from sponsors. Creating this symposium required a tremendous effort from many people. Our technical program chair, Prof. Byung Choi, put together the high quality program. The co-chairs, Drs. Kyung Ryu and Kang-won Lee helped many organizing activities and shared their experience and pointers. The advisory co-chairs, Prof. Kane Kim and Dr. Se June Hong, and senior advisors, Prof. Kang Shin, Prof Insup Lee and Prof. Sang Hyuk Son, provided input on various KOCSEA activities. Our local arrangement co-chairs, Dr. Nankyng Cockerham, Prof. Yoohwan Kim, Prof. Junghoo Cho, and Dr. Jongwook Woo worked hard to host this symposium in this wonderful venue. We thank the UCLA and USC students who helped the local organiziation effort. Dr. TaekJin Kwon and Prof. Yoonsuck Choe actively participated in symposium planning and prepared various materials. Prof. EunYoung Kang put enormous amount of time and energy to set up the new KOCSEA website and Dr. BongJun Ko worked on new web pages and membership drive. Prof. Ryoo Jungwoo led the KOCSEA Moon-Jung Chung Scholarship effort this year. The hard work of other organizing members was also critical to make this event possible. We are grateful to KUSCO and KSEA the symposium co-organizer, who also funded this symposium. I also appreciate the support from the symposium sponsors, KT and Google, and other participants from Korean organizations including KIISE, ETRI, LG, Samsung, and KOTRA.
