Purpose of the role : Reporting to the General Clinical Support Services Division, the Clinical Engineering Operations will provide professional, strategic and operational direction and oversight in the selection, procurement and delivery of health technologies (i.e. medical devices) and health technology services by developing, organising, directing and managing the overall operation and distribution of resources (staffing, budgets and external contractors, where applicable) in order to deliver a health technology support programme. The position is responsible for managing clinical engineering and health technology activities throughout the clinical equipment lifecycle in compliance with all relevant standards and regulations. In addition, the role will be responsible for providing a clinical equipment pool service. The variety of Health Technology management functions will require regular consultation with clinicians regarding the interface of medical equipment with the patients and with senior management regarding the implementation of these health technologies Strategic management and leadership As a member of the Asset Leadership Management Group, the Clinical Engineering will contribute toward technology strategic planning, business proposals and capital project development as required. Provide leadership to all staff within the Clinical Engineering service, to foster close working relationships with the DHB clinical services. Set the direction for Health Technology Management at Waitemata DHB, which encompasses the full life cycle of medical devices and systems in order to achieve the desired Model of Care in line with the WDHB strategic plan, values and standards. Construct and monitor departmental Opex Budget and WDHB Short-, Medium- and Long- Term Fleet Capex Plans Write and implement policies and processes to manage all medical devices, mandatory and regulatory compliance, equipment procurement, quality assurance and all other managed medical equipment activities Manage a team of motivated and well trained staff focused on providing the best possible service for safe patient care. Maintain own professional development by attending relevant clinical engineering conferences and national meetings. Be aware of (and apply) current best practice regarding clinical technology management by communicating and contributing to the national network of Clinical Engineering s on current industry developments. Establish and maintain a Clinical Equipment Pool service that facilities the free flow of agreed migratory equipment around clinical inpatient services within Waitemata DHB Operational Management Manage the day-to-day business and operations of the service to ensure that the clinical engineering service is provided in a safe and timely manner. May include management of contracts (technical content and financial value) for external clinical equipment service providers (contract planned and breakdown maintenance) Financial and Resource Management Work with the financial manager in the preparation of the service budget to fulfil operating objectives. Monitor and analyse the services financial and performance results to ensure remedial action is implemented to manage variances from agreed performance and financial parameters. and over fiscal years Actively participate in the annual financial planning processes by providing technical input to the Asset and Operational Planning manager and Capex process Work closely with the Asset and Operational Planning manager on the DHB asset/capital plan Continuous Improvement and Quality Management Provide input into business cases and capital expenditure applications Ensure and demonstrate a serious commitment to continuous improvement. Complaints are responded to with any trends being noted and appropriate corrective actions taken. Lead and advocate quality for the service with the development of a quality plan. Work proactively with the Quality team and clinical services with patient improvement initiatives.
