CITY OF FRESNO AIRPORTS DEPARTMENT REQUEST FOR QUALIFICATIONS (RFQ) FOR CONSULTING SERVICES Professional Architectural and Engineering, Program management, Construction Management and other Consulting Services related to Terminal and Parking Projects at Fresno Yosemite International Airport A. PROGRAM NARRATIVE The City of Fresno (CITY) Airports Department (Department) is requesting Statements of Qualification (SOQ) from multiple, Architectural, Engineering (A&E) and other qualified firms to provide professional consulting services for Terminal and Parking projects at Fresno Yosemite International Airport (FAT). Firms and/or teams demonstrating an understanding of and experience with programming, planning, design, project administration, construction management and construction related services relevant to airport passenger terminal and structured parking projects are encouraged to participate. B. BACKGROUND The Department recently completed a Master Plan Update for FAT, which resulted in a development plan identifying numerous Airside and Landside projects that will be implemented in the near term to meet current demand and forecasted growth. These projects will require planning, design and construction related services involving various project delivery methods and may be funded with a combination of Federal Aviation Administration (FAA) Airport Improvement Program (AIP) grants, Passenger Facility Charges and Airport revenue. The Department is seeking firms and/or teams with airport related professional architectural, engineering and construction administration capability. The Department anticipates hiring multiple firms and/or assembling Project Teams depending on scale/complexity of projects, areas of expertise and type of services needed. Consultant selection will follow FAA Advisory Circular (AC) 150/5100-14E Architectural, Engineering, and Planning Consultant Services for Airport Grant Projects and City of Fresno Administrative Order 6-19 Contracts for Consultant Services. C. MINIMUM QUALIFICATIONS To meet minimum qualifications, participating firms or individuals must submit California registration as a licensed architect, registered engineer and/or other certifications pertinent to the respondent s profession and demonstrate distinguishing experience related to one or more of the following elements: Page 1 of 6
FAA Advisory Circulars, regulations, policies & procedures for design and construction on airports FAA, Transportation Security Administration (TSA) and Customs and Border Protection (CBP) regulations, policies & procedures for airport operations Small to medium hub sized airport airside, landside, terminal and parking structure planning, design and construction Airport terminal and parking lot/garage wayfinding and circulation Program development and administration Design, Construction Document Preparation, Bidding and Construction Administration Cost Estimating Constructability Reviews Construction Management Commissioning and Project Closeout Activities Optimum Project Delivery Analysis and Execution Specialty Activities such as hazardous materials and special inspection service D. SCOPE OF WORK On an individual project or on call Agreement basis, services will include but are not limited to the following: 1. Development of Airport projects (airside, landside, parking and terminal construction) including programming, planning, design, project management, estimating, preparation of construction documents, construction administration, and project close out under various project delivery methods. 2. Preparation and processing of documents as necessary and in accordance with federal, state, local government, local agency and utility requirements. 3. Preparation and processing of permit copies of plans and details in compliance with CITY and other relevant agency plan review and permit requirements as required. 4. Construction inspection, pre-testing, testing, and certification that work meets specified standards including providing close-out reports to document project compliance at the conclusion of the project. Proposed projects include, but are not limited, to the following: Page 2 of 6
Passenger Terminal Expansion (70,000+/- square feet) including: o Two new International/Domestic flex gates with holdrooms and passenger boarding bridges o New Federal Inspection Services facility o Expanded TSA passenger screening checkpoint o New and expanded international arrivals facility o Expanded baggage make-up and baggage screening o Improved terminal circulation and wayfinding o Concessions and related support spaces Terminal East Apron Improvements o 60,000+/- square feet of new Portland Cement Concrete ramp o Apron lighting o Storm drain connections o Pavement markings and other related improvements New Parking Structure o Three covered levels o 300 parking stalls per level o Parking guidance system o Expansion capability o Terminal roadway, circulation, way-finding and other related elements E. CRITERIA FOR CONSULTANT SELECTION 1. Understanding of FAA, state and local regulations related to planning, design, project delivery methods and construction processes for airport projects. 2. Project Manager experience relevant to the types of work, size of airport, type of airport and regional construction trends. 3. Experience and past performance with airport projects of similar type, size and complexity as FAT. 4. Experience and certifications of team members in relation to airport construction. 5. Understanding of, and approach to, planning, design, administration and implementation of the Proposed Projects listed in Section D. 6. Working relationship with federal, state and local agencies such as the FAA Airport District Office, California State Division of Aeronautics, and City of Fresno Departments, etc. Page 3 of 6
F. ADMINISTRATIVE PROCEDURES 1. Guidance presented in FAA AC 150/5100-14E Architectural, Engineering and Planning Consultant Services for Airport Grant Projects and City of Fresno Administrative Order 6-19 Contracts for Consultant Services will be used. 2. Phase One (1) of the selection process will evaluate all timely submissions that meet the Minimum Qualifications as outlined in Section C of this RFQ. Phase One (1) will produce a short-list of the most qualified firms. Firms not on the short-list will not continue in the selection process but may be requested, for a fee, to perform an Independent Fee Estimate at a later date. 3. Phase Two (2) of the selection process is a ranking of short-listed Consultants based on their qualifications and submissions. The submissions will be evaluated using the Criteria for Consultant Selection identified in Section E. 4. Phase Three (3) of the selection process (if necessary) is an interview before a Department appointed panel. Interviews may or may not be conducted. If an interview process is deemed necessary, then the top three to five firms may be invited for an interview. The interviews will be evaluated using the Criteria for Consultant Selection identified in Section E. A ranking of firms will be determined at the end of this phase. 5. The rankings will then be presented to the Director of Aviation. 6. The Director of Aviation will select a firm from the ranking list. More than one firm may be selected for the projects. The CITY reserves the right to choose which project will be assigned to which consultant. 7. The firm ranked as best qualified in Phase Two (2) (or Phase Three (3) if necessary) will be invited to negotiate a scope of work and fee for individual projects and/or will be put under contract to perform on an on call basis. If an agreement is not reached for an individual project or on call services with the selected firm then that firm will be disqualified. Scope of work and fee negotiations will then proceed with another selected firm. The CITY reserves the right to terminate the selection process and/or re-advertise for consulting services at any time in this process. 8. A City of Fresno Agreement for Professional Consulting Services will be executed once negotiations have been successful and a firm is approved for award of a contract. A copy of a sample agreement is available upon request. The selected firm shall be required to submit documentation to substantiate compliance with all Agreement terms including a Conflict of Page 4 of 6
Interest Declaration on CITY furnished forms and obtain required insurance coverage. 9. In accordance with the Code of Federal Regulations, 49 CFR parts 23 and 26, the CITY will carry out applicable federal requirements in the award and administration of any contract awarded hereunder. 10. For on call agreements, specific projects will be assigned on a Task Order (T.O.) basis. A selected firm from the on call list will be requested to submit a proposal for a scope of work and fee for a T.O. If an agreement is reached, a T.O. will be issued to perform the work. If an agreement is not reached, then that firm will be disqualified for that T.O. Scope of work and fee negotiations will then proceed with another on call firm. G. GENERAL REQUIREMENTS/CONDITIONS 1. The City hereby notifies all interested firms that no person shall be excluded from participation in, denied any benefits of, or otherwise discriminated against in connection with the award and performance of any contract on the basis of race, religious creed, color, national origin, ancestry, physical disability, mental disability, medical condition, marital status, sex, age, sexual orientation, ethnicity, status as a disabled veteran or veteran of the Vietnam era. 2. Title VI Solicitation Notice -- The CITY, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. 3. In accordance with the Code of Federal Regulations, 49 CFR parts 23 and 26, the CITY will carry out applicable federal requirements in the award and administration of any contract awarded hereunder. This is a federal project funded with financial assistance from the U.S. Department of Transportation, FAA. 4. DBEs will be afforded full opportunity to submit SOQs in response to this invitation. In addition, a bidder who intends to subcontract a portion of the work shall affirmatively seek out DBEs that are potential subcontractors, suppliers, or consultants, and actively solicit their interest, capability and prices. 5. Prospective firms are advised that the City in the solicitation or evaluation of the interested consultants incurs no obligation or commitments. The Page 5 of 6
City reserves the right to waive or modify any part of this RFQ process without penalty at their sole discretion. 6. The City reserves the right to define and/or redefine tasks and select for negotiation individual firms and /or assemble submitting firms into implementation teams as it sees fit. 7. The City reserves the right to choose which scope of work will be assigned to one or more consultants. 8. Submission of a Statement of Qualification from a proposing firm indicates a willingness to prepare, for a fee, an independent cost estimate even though the firm or individual is not selected to continue beyond Phase One of the selection process. Preparation of the independent estimate, if requested by the Airport, will eliminate a firm or individual from further consideration for this project. 9. At a minimum, submissions shall include the following: a. Minimum Qualifications as per Section C of this RFQ including relevant back up documentation. b. Include an approach to and understanding of the proposed projects, number of employees devoted to project, anticipated onsite presence of both employees and equipment. c. Identify the project manager, project team(s), and include firm profiles, single page personnel resumes and pertinent certifications. d. Provide examples of relevant projects of similar size, scope and complexity as FAT and FCH. Include references, budget and schedule information related to these projects. 10. All parties interested in responding to this Request for Qualifications shall do so by submitting five (5) copies of their Statement of Qualifications by Friday, March 8 th, 2019 at 5:00 PM PST to: Mark W.
