Delegations Carol Anne Bell-Smith, Cobourg Poetry Workshop/Cobourg Festival of Poetry 4, addressed Council regarding the upcoming festival scheduled for April 18-21, 2013, and requested proclamation of April as National Poetry Month and April 18-21, 2013 as Cobourg Poetry Week in the Town of Cobourg. Delegations Rick Nonnekes and Bruce Bellaire, Bicycle Action Committee addressed Council regarding the Committee s activities with respect to Town cycling infrastructure (BAC) and progress with the development of Cycle Transitions. Delegation Actions Council proclaimed the month of April as National Poetry Month and the week of April 18 to April 21, 2013 as Cobourg Poetry Week in the Town of Cobourg By-laws General Government By-law No. 016-2013 authorized the levying of tax rates and collection of taxes for the year 2013.

By-law No. 018-2013 designated lands not subject to part lot control (Blocks 84 and 88, Plan 39M-876, Leslie Street & Charles Wilson Parkway, Vandyk-West Park Village Limited Phase 4A). By-law No. 019-2013 authorized execution of a Development Agreement with 1604104 Ontario Limited, Lakefront Utility Inc. and the Corporation of the Town of Cobourg. (711 Division Street, Cobourg). By-laws Community By-law No. 020-2013 authorized temporary road closures for the Royal Canadian Legion Branch 133 District Convention Parade. (April 28, 2013) By-laws Community By-law No. 021-2013 authorized temporary road closures for the Walk a Mile in Her Shoes walk-a-thon Cornerstone Family Violence Prevention Centre event. (June 8, 2013) By-laws Community By-law No. 022-2013 authorized temporary road closures for the Cobourg Waterfront Festival. (June 29 July 1, 2013) By-laws Community By-law No. 023-2013 authorized temporary road closures for the Canada Day Parade. (July 1, 2013) By-laws Community By-law No. 024-2013 authorized temporary road closures for the Highland Games Parade. (June 14-15, 2013) By-laws Parks and Recreation By-law No. 025-2013 authorized the execution of the agreement to create a Joint Municipal Service Board, known as the Joint Animal Control Municipal Board, for the purposes of administering and managing a joint animal control program, in accordance with Section 196 of the Municipal Act 2001, S.O. 2001.
By-laws Parks and Recreation By-law No. 026-2013 amended By-law No. 075-2010, being a By-law to authorize the licensing and registration of dogs in the Town of Cobourg (to exempt Registered Service Dogs from the Dog Tag fee). Motions Public Works The Resolution authorized the award of the tender for the Spring Street Reconstruction project to Behan Construction Ltd. in the amount of $618,603.39 excluding taxes, with the total cost for the project being $594,063.83 including non-refundable HST to be funded from the approved 2013 Public works Capital Budget. Motions Public Works The Resolution endorsed the recommendation of the Cobourg Environmental Advisory Committee to participate in the annual community clean-up event Pitch-In Week 2013 from April 21-27, 2013, with Cobourg s main event taking place on Saturday, April 27, 2013 at 9:00 a.m. in the lobby of Victoria Hall. Motions Public Works The Resolution appointed Gary Lumsden for a term expiring on November 30, 2014 and extended the appointment of Karol Shaw until the completion of the Zoning By-law Review, on the Cobourg Parking Advisory Committee. Motions Protection The Resolution approved the request for signage promoting New Amherst Homes as submitted as the proposal will reduce the number and size of the current signage. Motions Protection The Resolution approved the request by Mason Homes for (2) Real Estate Development signs.9m x.9m at the south/east corner of Division Street and Elgin Street East and the south side of Elgin Street East across from Denton Drive, Cobourg. Motions Planning and Development The Resolution endorsed the recommendation of the Committee for Art in Public Spaces and authorized the revisions to the Public Art Policy accordingly.

Government Government Government The letter of resignation from Carl Fletcher, Cobourg Downtown Business Improvement Area Board of Management/Parking Advisory Committee, was accepted with regrets. The letter from Andrew Hall, Cobourg Downtown Business Improvement Area Coordinator, regarding the Christmas lighting program was received for information purposes and Council directed staff to meet with the DBIA and prepare a report for Council. The letter from Andrew Hall, Cobourg Downtown Business Improvement Area Coordinator, regarding the Downtown Parking Program was received for information purposes and referred to the Parking Strategic Plan process. Closed Session Action Council appointed Laurie Scott as a member of the Cobourg Accessibility Advisory Committee for a term expiring on November 30, 2014.
