Minutes of the 64 th Meeting of India CCM, held at 3.00 pm on 14 th December, 2015 at 2 nd Floor, Committee room, Nirman Bhawan New Delhi. The 64 th meeting of India CCM was held at 3.00 pm on 14 th December, 2015 under the Chairmanship of Secretary (HFW)/Chair, India CCM. List of participants is placed at Annexure I. Agenda item no.1: Welcome and Introduction of newly elected CCM s. Secretary and Secretary (HFW)/Chair welcomed all the participants to the first meeting of India CCMand congratulated the newly elected CCM members for the term 2015-2018. It was followed by a brief round of introduction by the participants. Agenda item no. 2: Update on the status of Global Fund Grant. Secretary provided update on the status of the Global Fund grant. He mentioned that the reconstituted India CCM comprises26 members and their alternatesrepresenting different constituencies. The Global Fund support to India amounts to nearlyus $ 905 million for the year 2015-17 to support the national programmes pertaining to HIV/AIDs, Tuberculosis and Malaria. Under the New Funding Model, India has signed the Framework Agreement with the Global Fund and subsequently the Grant Confirmation has also been signed by 6 Non-Government PRs and by Department of Economic Affairs (DEA) for 3 Government PRs. Agenda item No. 3: Election of Vice Chair, India CCM As per India CCM ToRs, Vice Chair should be elected from aconstituency other than that of Chair andthe candidate for the position of Vice Chair must be proposed and seconded by India CCM members. Swami Shantatmananda proposed Dr. Nerges Mistry for the position of Vice Chairand was seconded by Dr. John Cherian. Ms. Laxmi Narayan Tripathi proposed Mr. Abou Mere for the position of Vice Chair and Ms. Bhagya Lakshmi seconded her. Voting was held by show of hands for Dr. Nerges Mistry and Mr. Abou Mere. Decision: Dr. Nerges Mistry got 17 votes in total and won by majority. She was declared the new Vice Chair of India CCM. Agenda item No. 4: Selection of Oversight Committee As per ToRs of India CCM, the Oversight Committee shouldcomprise 6-8 CCM members with inclusion of at least one representative fromkap or PLWD. Secretary proposed the names of

sevencandidates (as shown in table below) for the Oversight Committee in view of the skill set required and the nominations received from CCM s. Proposed Candidates for Oversight Committee S. Mr. Abou Mere suggestedinclusion of Dr. Suresh Kumar (a non CCM member) in the Oversight Committee in view of his technical expertise in the area of HIV/AIDS. The Chair explained the limitation of number of Oversight Committee members and informed that there is a provision for seeking outside expert assistance in Oversight Committee by inviting a non CCM member as a special invitee, as and when required. Decision: The proposed members of the Oversight Committee were approved. Ms. Sadhana Jadon was included in the Oversight Committee by consensus. Agenda item No. 5: Signing Conflict of Interest declaration by I-CCM members Secretary informed that all CCM members and alternate members have to makeconflict of Interest disclosureby signing an annual Conflict of Interest Declaration form.majority of CCM members/alternate members had signed the COI Declaration form during CCM training. The members/alternate members who had not signed it yet, submitted the duly signed forms to CCM Secretariat. The meeting ended with a vote of thanks from and to the Chair.
