1 18th December, 2013 RE: Invitation For consultancy service to conduct programmatic and financial gap analyses for HIV/AIDS, Malaria and Tuberculosis in Zanzibar The Zanzibar Global Fund Country Coordination Mechanism (ZGFCCM) is a multi-sectoral national mechanism established in 2002 responsible for Global Fund grants to fight AIDS, Tuberculosis and Malaria in Zanzibar. Its key functions are to: Manage the ZGFCCM and its structures Harmonize with other stakeholders Manage proposal design process for Global Fund HIV/AIDS, TB and Malaria projects Oversee the implementation of Global Fund grants Create and disseminate information on Global Fund activities. Under the guidance of the ZGFCCM, The Proposal Development Task Force was formedto a) initiate the grant application process during pre-proposal stage; and once approved, b) organize and coordinate the preparation of proposals until completion of pre-signature phase (proposal stage). Under the New Funding Model of the Global Fund, Zanzibar will be required to apply for funding from time to time. This process will require the ZGFCCM to continuously review the status of existing grants, the disease burden and strategies and identify programmatic and funding gaps to be addressed in the 3 diseases; HIV, TB and Malaria in the country and making a decision to apply to the Global Fund for funding to meet some of the identified gaps. The process for proposal development involves intense engagement of sector stakeholders. The ZGFCCM has delegated this responsibility to the Proposal Development Task Force. ZGFCCM, through its Proposal Development Task Force (PDTF), invites qualified candidates to apply for this short-term consultancy to develop ZGFCCM s Communication Strategy; the Terms of Reference are attached. 2 ZANZIBAR GLOBAL FUND COUNTRY COORDINATING MECHANISM (ZGFCCM) Invitation to Expression of Interest for Provision of consultancy service to conduct programmatic and financial gap analyses for HIV/AIDS, Malaria and Tuberculosis in Zanzibar The Zanzibar Global Fund Country Coordinating Mechanism (ZGFCCM), a national multi-sectoral body established in 2002, is recruiting three consultants to undertake both a Programmatic and Financial gap analysesfor HIV/AIDS, Malaria and Tuberculosis in Zanzibar which will inform the development of a responsive Global Fund grant application under the new funding model. Interested individual consultants are invited to submit a letter of interest specifying area of expertise which he/she is intending to carry out the assignment as Lead Consultant, Financial Analyst or Programmatic Analyst. An intent letter attached with an updated CV that containing description of similar assignments, experience in similar conditions and relevant skills are required. 4 ZANZIBAR GLOBAL FUND COUNTRY COORDINATING MECHANISM (ZGFCCM) TERMS OF REFERENCE for the programmatic and financial gap analyses for HIV/AIDS, Malaria and Tuberculosis in Zanzibar 1. Background The Zanzibar Global Fund Country Coordinating Mechanism (ZGFCCM) is a national multi-sectoral body established in It is responsible for developing proposals and applications for funding and for overseeing all Global Fund grants in Zanzibar as well as for coordinating and facilitating the Global Funded activities to fight HIV/AIDS, tuberculosis (TB) and malaria in the country. The purpose of the ZGFCCM is to make contributions that enhance the GF Programs' performance, while providing the link between GF operations, ZGFCCM member constituencies and Zanzibar stakeholders. Under the New Funding Model of the Global Fund, Zanzibar will be required to apply for funding from time to time. This process will require the ZGFCCM to continuously review the status of existing grants, the disease burden and strategies and identify programmatic and funding gaps to be addressed in the 3 diseases; HIV, TB and Malaria in the country and making a decision to apply to the Global Fund for funding to meet some of the identified gaps. The process for proposal development involves intense engagement of sector stakeholders. The ZGFCCM has delegated this responsibility to the Proposal Development Task Force. Therefore, ZGFCCM under the supervision of Proposal Development Task Force (PDTF) has set aside funds to undertake consultancy service on to conduct programmatic and financial gap analysis for three diseases namely HIV, TB and Malaria. It is intended that part of the proceeds of the fund will be used to cover eligible payment under the contract for provision of the Consultancy services. ZGFCCM through its PDTF is therefore now invites applications from qualified individual consultant to indicate his/her interest in providing
5 consultancy services on to conduct programmatic and financial gap analyses for HIV/AIDS, malaria and tuberculosis in Zanzibar Interested individual consultant must provide information indicating his/her qualification to perform the services by submitting updated CV s, description of similar assignments, experience in similar conditions and relevant skills. Individual consultants must also submit the application letter in writing. All these should be sent to the ZGFCCM Secretariat physically or electronically. 2. Purpose and objectives of the consultancy 2.1 Overall objective The overall objective of this consultancy is to support ZGFCCM to undertake both a Programmatic and Financial gap analyses to inform the development of a responsive Global Fund grant application. 2.2 Specific Objectives i. To seek and review data on the set programmatic targets in line with the National Strategic Plans for the Health Sector and diseasespecific strategic plans for HIV/AIDS, TB and Malaria. Include current performance to identify and quantify the attendant gap and strategic investments to strengthen health and community systems required for a better delivery of interventions targeting the select diseases. ii. iii. To seek and review data on the resources needed to achieve the set National targets in the National Strategic Plans, map out the available resources from development partners and calculate the resource gaps; To provide recommendations to ZGFCCM on what the country should apply for under the NFM. 3. Expected Outputs/Deliverables 3.1 Inception report (plan) which include all steps and time frame to be carried out during the process of the consulting assignment
6 3.2 Draft report of the consultancy service on to conduct programmatic and financial gap analyses for HIV/AIDS, Malaria and Tuberculosis in Zanzibar 3.3 A comprehensive report highlighting the following: (i) Set national targets over the next 5 years and anticipated resource requirements to achieve them; (ii) The current national program performance (iii) Available resources (both internal resources and external commitments by development partners) and the anticipated gaps over the next 5 years (iv) Recommendations to GFCCM on what the country should apply for under the planned proposals in addition to what the GFCCM recommended on the outcome of previous proposals. 4. Timeframe The duration of consultancy service will be a total of 20 days expected to commence January 2014 with the following tentative schedule:- (i) (ii) (iii) (iv) Inception meeting with principal parties (the P DTF and ZGFCCM Secretariat) by end of January 2014, with a schedule and definite timetable for the overall Review. Submission of the draft Report of the consultancy by mid of February Presentation of the draft report to the key stakeholders, and incorporation of comments if deemed necessary, by mid of February 2014 Submission of the Final Report in electronic format as well as in hard copy, by the third week of February Specific Tasks A team of 3 experts will be required to undertake the tasks; two will have expertise in HIV, malaria and TB and the third with expertise on funding gap analysis. They will work with local team to be constituted by the ZGFCCM to perform the following tasks: Review the National Strategic Plans and disease-specific strategic plans through the lens of the most recent information (THMIS etc.) to inform the assignment including the development
7 of the inception report, relevant data collection tools, and methodology etc. Develop the inception report and present to the Proposal Development Task Force (PDTF). Gather primary data for analysis as necessary, including interviews of key respondents: o National Programme Managers for Malaria, TB and HIV/AIDS at the Ministry of Health o Ministry of Health officials (PS, directors) with regard to the National Health Sector Strategic Plan o Other Principal Recipients Zanzibar AIDS Commission, particularly with regard to National HIV/AIDS Strategic Plan o Bilateral and Multilateral Development Partners (PEPFAR, CHAI, UNAIDS, WHO, UNICEF, etc, including all members of DPG-Health on Zanzibar and relevant members of DPG- Health/AIDS on Mainland) o ZGFCCM secretariat and GF Local Funding Agency (LFA) o Ministry of Finance o Implementers of Community and Health Systems Strengthening Initiatives Review current available strategies and working grants in order to improve comprehensiveness of next GFATM proposal taking into account the TRP comments. Identify planned activities lacking the appropriate funding (financial gap) and the additional funding requirements in light of the programmatic gaps already identified. Draft a comprehensive report highlighting: (i) national targets over the next 5 years and anticipated resource requirements to achieve them; (ii) the current national program performance ; (iii) available resources (both internal resources and external commitments by Development Partners) and the anticipated gaps over the next 5 years; and (iv) recommendations to ZGFCCM on what the country should apply for under the NFM. Make a presentation of the draft report to the ZGFCCM Proposal Development Task Force. Incorporate feedback from the PDTF to finalize report. Submit final report to ZGFCCM Secretariat.
8 6. Required Qualifications and Competences of Consultants (3) Lead Consultant a. At least a Master degree in public health or related field with comprehensive knowledge of HIV/AIDS, TB or Malariain Tanzania and/or the East African region. A PhD level will be an added advantage b. S/He must have at least 5 year experience in lead consultants to carry out health related consultancy assignment c. S/He must have at least 5 year experience in programme analysis including experience in programme evaluation, strategic and/or operational planning, and health & community systems. d. Demonstrated skills/experience leading the development of the Global Fund proposals including GFATM programmatic gap analysis and work plan development e. Excellent communication skills with ability to express ideas clearly, logically and effectively, both orally and in writing f. Fluent spoken and written English g. Computer literacy and ability to use Word Processing and office technology equipment Financial Analyst: a. At least a Master degree in health financing or related field with knowledge of health issues in Tanzania and/or the East African region. b. S/He must have at least 5 year experience in programme analysis including experience in programme evaluation, strategic and/or operational planning c. Demonstrated skills/experience developing Global Fund proposals including GFATM financial gap analysis and work plan development d. Excellent communication skills with ability to express ideas clearly, logically and effectively, both orally and in writing e. Fluent spoken and written English f. Computer literacy and ability to use Word Processing and office technology equipment
