OP Monthly Status Report October 2018 FY19 Promotion Phasing Plan Q: I was selected for promotion at the FY19 Board. When will I be promoted? A: The Secretary of the Navy s phasing plan states active duty officers selected for promotion to the grades of Captain, Commander and Lieutenant Commander will be promoted at a rate of three percent per month for 11 months, with the remaining officers to be promoted in September 2019. Full Time Support (FTS) and Selected Reserve (SELRES) Officers selected for promotion to the grades of Captain, Commander and Lieutenant Commanders are traditionally promoted at a rate of five percent per month for the first eight months and fifteen percent per month for the last four months. Visit the NPC Active Duty Officer Promotions website to find your applicable promotion phasing plan (i.e. O6 Staff, O5 Staff or O4 Staff). Merit Based Promotions NDAA 19 Amended Title 10 will allow promotion boards to recommend officers of particular merit, among those selected for promotion, to be placed higher on the promotion list starting in FY20. The promotion selection process and merit reorder (MR) process will be two processes conducted during the same board. Up to 15% of those selected for promotion can be MR and promoted ahead of their peers. Officers selected for MR will promote on October 1 st of the promotion year. Officers not selected for MR will promote monthly by seniority as established in the Promotion Phasing Plan, published annually. PRT Non-Participation Members who meet all validation requirements resulting in non-participation of the PRT, will receive a B code in block 20 of the EVAL/FITREP for the cycle which the validation was utilized. As outlined in BUPERSINST 1610.10D Ch-1, the use of this code requires the command to note a reason in block 41 or 43 for non-participation in the PRT. Postgraduate Education Note OPNAVINST 1520.23C discusses Navy-Funded Postgraduate Education programs. Postgraduate education greater than 12 months requires a 36-month obligation. Officers interested in Navy Postgraduate School (NPS) or War College opportunities are encouraged to contact the Post Graduate (PG) School detailer 18 months prior to your PRD. However, prior to beginning your PG school or War College dialogue with your detailer, ensure that your record is accurate and up-to-date, otherwise PG school/war College detailing discussions may be delayed. Please utilize the following checklist to validate the completeness of your record prior to contacting the PG/War College Detailer: 1. Academic Profile Code (APC) on file (BLK 47 on your ODC). 2. Prior formal education complete (College, Year Completed, Level of Degree, and Major or BLKs 54, 55, 58, and 59 on your ODC). 3. Warfare Qualifications reflected in record (BLK 72 on your ODC). 4. PG School preferences on file (BLK 94 on your ODC). Captain Major Command Ashore or Commander Operational/Command Ashore Oral Boards Successful completion of an oral board is a once-per-career requirement and prerequisite for consideration for the administrative Commander Operational/Command Ashore or Captain Major Command Ashore screening boards. If you have not completed the oral board requirement, start preparing now for the FY20 Supply Corps (SC) Commander Operational/Command Ashore (Board #55) or Captain Major Command Ashore (Board #56) screening scheduled in June 2019. In accordance with NAVSUPINST 1412.1A, the following prerequisites are prescribed for Supply Corps officers pursuing Commander Operational or Command ashore tours: Attainment of at least one formal warfare designation. Completion of at least two Supply Corps operational tours prior to being screened "in zone" for the rank of Commander (minimum 18 months each). Completion of Joint Professional Military Education (JPME) Phase I. Attainment of a subspecialty code in at least one Supply Corps line of operation/core competency (Acquisition, Supply Chain Management, Operational Logistics). 2
Receipt of a formal nomination letter from your Reporting Senior; nomination letters should certify that nominee meets all eligibility requirements. After completion of the requirements specified above, officers must successfully complete a Commander Operational/Command Ashore or Captain Major Command Ashore Oral Board and be designated as "eligible" for Commander Operational/Command Ashore or Captain Major Command Ashore selection. The records of officers who are not designated as "eligible" for selection will not be screened/considered by the respective administrative screen board(s). Officers in eligible promotion year groups (PYG) for FY20 boards will be notified via SEPCOR in the near future. APC Calculation & PG School Preferences Postgraduate (PG) education is a career milestone for Supply Corps officers, and all officers should have their Academic Profile Code (APC) calculated as soon as possible after commissioning. Once your APC score is updated, email your top three PG school curriculum preferences to the Career Counselor at supplycorpscareercounselor@navy.mil. If an Officer s lineal number falls between the Senior and Junior In Zone, an Officer is considered In Zone for promotion. For lineal numbers that are lower than the Senior Officer In Zone, you are considered Above Zone.
