DESIGNATION OF EXPERTS TO THE RASFALG-AFI ESTABLISHMENT serving as a technical group to the SC of AFI SECFAL Assist in identifying and formulating solutions on SECFAL issues; Monitor progress in implementing the Plan. SIX focus areas for the intervention of the Expert Teams Establishment of Oversight Systems; Security Oversight Implementation, Significant Security Concerns ; Risk Assessment & New/Emerging Threats; Facilitation: Cargo, AVSEC and Infrastructure; and Training
DESIGNATION OF EXPERTS TO THE RASFALG-AFI 60 Experts validated (verification conducted by ICAO) Qualification on the establishment of security oversight system 24 ICAO certified USAP-CMA Auditors Qualification on security oversight implementation & experiences on resolving SSeCs 23 ICAO certified USAP-CMA Auditors Competency on aviation security risk assessment and/or on new and emerging threats assessment - 29 AVSEC Experts 33 Facilitation Experts of which 23 have PMC qualification on Annex 9 38 Cargo security and facilitation Specialists 24 ICAO Certified Instructors for Focus Area 6

STATUS ON DESIGNATION OF EXPERTS TO THE RASFALG-AFI MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN THE AFRICAN CIVIL AVIATION COMMISSION (AFCAC) AND AFRICAN STATES FOR THE USE OF NATIONAL INSPECTORS UNDER THE REGIONAL AVIATION SECURITY AND FACILITATION (RASFALG-AFI)
National Civil Aviation Security Programme (NCASP); National Civil Aviation Security Quality Control Programme (NCASQCP); National Civil Aviation Security Training Programme (NCASTP); and National Air Transport Facilitation Programme (NATFP). National Civil Aviation & Facilitation COMMITTEES IMPLEMENTATION STATUS OF TARGETS 4 AND 5 OF THE WINDHOEK DECLARATION (written & approved National Programs and establishment of Committees)
IMPLEMENTATION STATUS OF TARGETS 4 AND 5 OF THE WINDHOEK DECLARATION Among the 21 States reported : o Eleven states reported to have put in place all the 4 programs and National Committees ; o Nine (9) States indicated that one or two programs are yet to be developed ;and o One State is yet to develop and approve three National Programmes. 43% still need to develop and approve their NATFP, 24% need to establish National Air Transport Facilitation Committees
CONCLUSION States in need of assistance could benefit from the team of Experts of RASFALG-AFI AFCAC implores all States which are yet to submit the completed questionnaires Lack of information hampers measurement of implementation of the Windhoek Declaration and Targets the MoU will establish effective mobilization of Experts for assistance missions.
Action Required The Steering Committee is therefore, invited to :- 1. To take note of status of designation of AVSEC & FAL Experts; 2. Consider the Memorandum of Understanding (MoU) on the use of national Experts as Designated Experts; 3. Urge States to benefit from the team of Experts in the implementation of the Windhoek Declaration and Targets; and 4. Urge States to respond to the Questionnaire on the implementation of Targets 4 and 5 of the Windhoek Declaration which should be fully complied with by 2017.
