5 1 Introduction The EU-South Asia Aviation Partnership Project is funded by the European Union and implemented by the European Aviation Safety Agency (EASA) 1 to develop partnership with South Asia, improve safety and enhance environmental protection / climate change action in the field of civil aviation. To avoid duplication, the project coordinates with and will support the regional Cooperative Development of Operational Safety and Continuing Airworthiness Programme for South Asia (COSCAP-SA) 2. COSCAP-SA has carried out a detailed needs analysis for the region together with the South Asia states, as presented at its 25 th Steering Committee Meeting of July The South Asian Regional Initiative (SARI) 3 is COSCAP-SA s technical arm for regional regulatory harmonisation. SARI has chosen EU (EASA) regulations as the basis for SARI regulations. Its current scope covers airworthiness, and some member states are extending this into the fields of flight operations and flight crew licensing. This proposed activity plan for 2017 is based on the initial needs expressed by COSCAP-SA and the South Asian states and is submitted for the review of the states. It is hoped to receive endorsement of the plan as a whole from the COSCAP-SA / SARI states at a SARI steering committee meeting to be held in Bangkok on Wednesday 8 February For operational reasons some activities may start beforehand, as agreed with the states concerned. 2 Focal points The focal points regarding this initiative are: Organisation Contact Role address COSCAP-SA Capt. 6 3 Initial training needs analysis A number of sources were used in developing the matrix of courses which would be included in this Joint Activity Plan for 2017, including the COSCAP-SA Master Training Matrix, the COSCAP-SA Prioritising of Courses document and specific requests made to EASA. Based on all of the information available, a total of 30 course deliveries across 20 topics have been identified. As determined by COSCAP-SA, the courses will be specific to the fields of AIR, OPS and PEL. Unless a course is being delivered which is specific to a certain state (predominantly OJT courses), all titles will be made available to all of the beneficiary states. AIRWORTHINESS INSPECTOR TRAINING COSCAP-SA Course Reference Scope of training Objectives of the course Course duration Recommended participant profile Key topics 23.2 This eight day course provides delegates with an overall introduction to issues surrounding the concept of airworthiness. This course demonstrates how Airworthiness and Safety Regulation is controlled and provides an overview of the processes and procedures used by a Civil Aviation Authority to ensure that individuals, manufacturers, operators and maintenance organisations comply with the relevant airworthiness regulations, setting this work in the international context established by ICAO and EASA/SARI. By the end of this course delegates will demonstrate an understanding of the following through presentation and interactive discussion: Foundation topics: International Civil Aviation Organization (ICAO), structure of a typical EU CAA, the concept of airworthiness and the European Aviation Safety Agency (EASA) Knowledge in the Design and Production field: Design Organisation Approval process, certification of large and small aircraft, rotorcraft, flight handling, propulsion regulation, power plant installation, aircraft equipment approvals, installation approval, structures Requirements regarding continuing airworthiness: maintenance and reliability programmes, airworthiness and avionics, ageing aircraft, quality in aircraft maintenance, engineer licensing, SARI/EASA Part 145 approved organisations and the Air Operators Certificate Quality in aircraft maintenance and engineer licensing Identify with flight operations and maintenance: The Air Operators Certificate, aerial work and corporate aircraft and MMEL Knowledge regarding interfaces: accident and occurrence reporting, flight data recording analysis and aircraft accident prevention 8 days This course will be delivered at such a level that it will be suitable for new Airworthiness Inspectors, moving into their first roles within the CAA, and also as a refresher for those who have been in their role for some time, and need to ensure their currency. The Objectives of this course are to provide an introduction to the following: ICAO and EU regulations on Maintenance Programmes (MPs) The Type Certificate Holder processes, MRB process relating to developing A/C maintenance programmes (AMP) Maintenance steering group (MSG) history, MSG 1/2/3 analysis, certification maintenance requirements, Airworthiness Limitations, design requirements relating to scheduled maintenance What is MSG? The course is based on the ICAO requirements and Commission Regulation (EU) No 965/2012. By the end of the course delegates will demonstrate understanding of the following through presentations and practical exercises: The legal basis for Safety Assessment of Foreign Aircraft How to complete a Ramp Inspection Inspection Items Findings and Actions 5 days This course is suitable for all inspectors responsible for conducting ramp inspections on both national and foreign aircraft. Delegates should have a basic knowledge or reading of SARI parts, and should have a good knowledge and practice of audit techniques. Technical Knowledge is recommended about EWIS, Fuel Tank Safety (Phase 1) and non-destructive testing methods. SMS AND SSP IMPLEMENTATION TRAINING COSCAP-SA Reference Scope of training Course Objectives of the course Course duration 102 Classroom course covering ICAO Annex 19 SSP and SMS Requirements and how to evaluate the effectiveness of the SMS. This course will be supplemented with on the job training whereby an SMS assessment will be made at an organisation. The classroom course is to reinforce the inspector s knowledge and understanding on safety management (SSP and SMS) and how to evaluate an SMS using SMS assessment tools. The on the job training would be used to reinforce the knowledge and understanding gained in the classroom and provide practical experience of assessing an SMS 3 day classroom training course, 1 day SSP on the job training, 1 day SMS assessment training. The SMS assessment would involve four one-day sessions (to accommodate all of the delegates) and which would require a willing organisation to participate in the assessment. This could be done at more than one organisation if requested. This would be one day per organisation. Participants should have a basic understanding of SMS.
