Call to order, Roll Call, and Introductions Chairman Peters called the meeting to order, welcomed those in attendance, thanked those who traveled to the meeting at the Liberty County Emergency Operations Center, and asked for self-introductions from those individuals present. Staff indicated a quorum was present. Chairman Peters reminded all present to sign the attendance roster that has been passed out. Approval of the Minutes 6

Judi Davison made a point of correction to the minutes. Item F section IV was changed from Staff asked to Staff will ask. Nancy Leiva motioned to approve the minutes for the February 21, 2018 Apalachee Local Emergency Planning Committee Meeting. Eve Rainey seconded the motion and the minutes were passed unanimously. 3. Chairman s Report a. SERC Training Task Force (TTF) and LEPC Chairs and Staff Meeting Recap, St Augustine, FL, April 12-13, 2018 i. Training Task Force Meeting Summary (Melissa Woehle) 1. Cancer Initiative the TTF has drafted a letter in support of the recent cancer initiative involving firefighters throughout the state. The letter will likely serve as a guidance document and contain information on proper decontamination actions to reduce the risk of cancer after exposure. This letter will be distributed to the LEPC once it is sent out. 2. HazMat Team Assessment Scott Chappell gave an update on the hazmat team assessments. Currently in the process of simplifying the assessment document and creating a standardized spreadsheet for use among the 10 LEPCs. This will help to streamline the process and make the collection of date more uniform across the state. 3. FirstNet FirstNet was introduced to the TTF group by Matt Marshall. FirstNet would allow hazmat teams to be on a prioritized list for cell phone service during major events or incidents. Members of the LEPC stated there are other programs that currently exist that do similar things, but through different cell providers. As of now FirstNet is offered through AT&T and a user must have AT&T as their provider to use the program. The TTF will present this to SERC at the next meetings and ask for their support on adopting the software. ii. LEPC Chairs and Staff Meeting 1. An overview of the TTF meeting was given by Matt Marshall. 2. Discussions took place about the changes in structure at DEM and the issues LEPCs have seen with these changes. Currently DEM is back to having one person as the contract manager which should help to alleviate some of the issues seen among LEPCs. 3. Hazard Analyses Working Group Dwayne Mundy has stepped down from his role as the HAWG Chairperson and has been replaced by Jessica Sunday and Zachary Annett, who will serve as Co-Chairs to the working group. iii. SERC Meetings 1. Updates were provided outlining the activities that occurred during the TTF and LEPC Chairs and Staff meetings. 7

2. Jonathan Lamm gave a presentation on the Hazard Materials Symposium that took place in January of 2018. He mentioned it was a major success and it would not have been possible without the help of the LEPCs throughout the state. b. Domestic Security Update: North Florida Regional Domestic Security Task Force (NFRDSTF) i. Kristina Holiday with the Florida Department of Law Enforcement gave an update on the recent activities of the NFRDSTF. 1. Kristina mentioned that the RDSTF is currently working with the Department of Health to provide active shooter training throughout the Region. Currently, Save Life! An Integrated Response to Active Shooter Incidents a course focusing on responding to active shooters incidents and the history of these events is being offered. The course is design to help law enforcement officers mitigate potential deaths by assisting gunshot victims before EMS is able to assist. 2. The RDSTF also mentioned they are looking to plan an exercise to coincide with the active shooter training. 3. The next meeting of the Region 2 RDSTF is scheduled for May 22, 2018 at FDLE. 4. Staff Updates a. New Member Updates i. Kevin welcomed the new members to the LEPC and thanked them for their involvement. The two new members are Sara Thomas with the City of Tallahassee and Darryl Hall with Leon County EMS. Judi Davison mentioned that Todd Notely will stepping down from his role on the LEPC and will be replaced by Allen Willis. b. HMEP Planning Project Comprehensive Tabletop i. Staff stated they will begin setting up planning meetings this month (May) for the comprehensive tabletop. Some discussion took place regarding the scenario for the exercise as well as potential players. The exercise must be regional in scope and should evaluate some aspects of the LEPC Regional Response Plan. ii. G.W. Lupton mentioned that TCC has a facility with rail cars that could serve as a potential scenario location. iii. Judi Davison mentioned the need for dispatchers to be included in the exercise. iv. Staff will send out emails to the members to see who would like to be on the planning team. From there, planning meetings will be scheduled, and the team will work to design the exercise. c. HMEP Training i. Quarterly Training Overview 8

1. Staff mentioned there were 50 hours of training offered during the quarter with over 130 individuals who received training offered by the LEPC. ii. Upcoming trainings 1. Staff mentioned that a 40-hour OSHA HAZWOPER Technician Level Course is being offered in Tallahassee on July 16-20 th of 2018. 2. Staff mentioned there are multiple 4-hour courses that will be taking place and other 8-hour refresher courses that have been scheduled as well. d. Future Training Needs and Desires i. Nancy Leiva mentioned a potential need for more radiation/radiological training in the region. Since Farley Nuclear Power Plant could affect some counties in our region, the trainings would be beneficial in helping prepare the area to respond to potential incidents. Staff will investigate what trainings are available and inform the LEPC. ii. West Florida LEPC has reached out to the Apalachee LEPC about potentially partnering together to hold a HazMat IC / Safety Officer course in the region. The cost would be split between the two LEPCs and held in a central area to allow both regions to benefit from the trainings. Staff asked the members their thoughts on this and will update them as the process continues. iii. Members of the LEPC mentioned they would like to host either an All-Hazards Safety Officer or Liaison Officer course as there is a need in the region for these classes. Kevin Peters informed staff of some vendors that offer the course and staff will look into whether or not the LEPC can sponsor these courses with their current funding. e. FSU Magnet Lab TTX April 24, 2018 i. After being postponed due to the 2017 Hurricanes, the exercise was rescheduled for April 24, 2018. Staff served as the lead facilitator / planner for the exercise and thanked the LEPC members that served on the evaluation team as well as those who participated. Staff will be writing the AAR and submit that document to the Mag Lab upon completion. f. Outreach Activities and Opportunities i. Staff mentioned a presentation was given on EPCRA and the Florida LEPC program. The presentation was given to the Leon County Volunteer Fire Department Chief s at their monthly meeting on April 17, 2018. ii. Shelter in Place / Evacuation Presentations 1. Wakulla County Build-a-Bucket event May 12, 2018 2. Leon County Build-a-Bucket event June 2, 2018 a. The LEPC was asked to set up the Doll House showing the benefits of sheltering in place during a hazmat incident. Staff asked for a representative from Tallahassee Fire Department to attend both events and provide subject matter expertise to individuals that visit the booth. 5. Other Business 9

6. Public Comment i. The Use of Drones in Emergency Management / HazMat Incidents FSU Emergency Management and Homeland Security 1. Rob and Mike McDaniel from FSU gave a presentation outlining the use of drones during hazardous materials incidents, as well as general use in EM. The presentation shed light onto the benefits and downfalls of drones and how we can use them to better respond to incidents of all natures. After the presentation, attendees were able to fly the drones first hand. ii. National Weather Service 1. Andy Lahr, with the NWS, gave a quick introduction and explained the various uses of the NWS during hazardous materials incidents. Andy was asked if he would be willing to give a full-length presentation on the NWS and their benefit at one of the next LEPC meetings. 7. Next Meeting Date -TBD a. The next meeting of the Apalachee LEPC is tentatively scheduled for late July or early August. 8. Adjournment a.
