PLANNING EQUITY LEA Equity Data Profile Definition High Poverty and High Minority Schools: In alignment with both NCLB and ESSA reauthorizations of ESEA, Georgia LEAs should prioritize funding for high poverty and high minority schools in order to reduce equity gaps impacting at-risk students. In Georgia, for the purposes of the LEA Equity Action Plan, Title I Schools will be considered high poverty schools and schools with a minority population of 60% and above will be considered high minority. PROGRAM IMPLEMENTATION HiQ Documents Explanation Record Keeping for 2016 2017 (FY17) Title I, Part A and Title II, Part A Funded Teachers and Paraprofessionals HiQ Report Special Education Teachers Per the Dear Colleague Letter, HiQ will no longer be required. In 2016 2017 federally funded staff will not be checked for HiQ compliance. Per the Dear Colleague Letter, HiQ will no longer be reported in 2016 2017. State requirements for Professional Qualifications (PQ) of teachers and paraprofessionals effective FY18 will be announced at a later date. Per the Dear Colleague Letter/ ESSA Amendment to IDEA, Special Education Teachers must meet State Certification requirements in 2016 2017. In FY17 LEAs are not required to ensure that federally funded teachers and paraprofessionals meet the federal definition of HiQ. LEAs are not required to maintain records of training principals on the hiring practices and placement of paraprofessionals. LEAs are not required to maintain schedules ensuring paraprofessionals are under the direct supervision of a HiQ teacher. LEAs will not be required to verify the HiQ status of teachers and paraprofessionals through the HiQ portal in FY17. LEAs must maintain documentation for Special Education teachers as advised by the GaDOE Special Education Services and Supports Division.
