GENERAL SCOPE OF SERVICES The City of Spring Hill is a Mayor-Aldermanic form of government which provides a wide variety of services to citizens and visitors in the Spring Hill area. These include water distribution, water treatment, wastewater treatment, wastewater distribution, streets, parks and recreation, stormwater, etc. A critical part of this governance relies on quality infrastructure planning services. The City of Spring Hill is projected to grow to 51,000 people by the year 2030. The City seeks to establish master plans for each utility as shown in the disciplines listed in this RFQ. The City seeks to select consultants with experience working in municipalities experiencing high rates of growth to perform work under contract with the City. Selections will last for a three (3) year period with the option to renew up to two (2) additional one year periods. The total term of the selection shall not exceed five (5) years. During the term of selection, the City will negotiate individual Professional Services Agreements for each project. Specifically, the City is in need of a comprehensive master plan that delineates drainage basins, provides hydrologic and hydraulic modeling, addresses Water Quality and Flood Control projects in each basin, and provides assistance developing a Capital Improvement Plan. (B) Sanitary Sewer Collection System The consultant shall perform master planning services for the City s Sanitary Sewer Collection System. Specifically, the City is in need of a comprehensive master plan that evaluates the current system, delineates sewer basins, provides hydrologic and hydraulic modeling combined with flow monitoring of key interceptors, assists with developing a capacity assurance program along with maintaining the model, and provides assistance developing a Capital Improvement Plan. (C) Water Distribution System The consultant shall perform master planning services for the City s Water Distribution System. Specifically, the City is in need of a comprehensive master plan Page 2 of 7
that evaluates the current system, provides hydrologic and hydraulic modeling, assists with developing a capacity assurance program along with maintaining the model, and provides assistance developing a Capital Improvement Plan. (D) Water Treatment Plant and Wastewater Treatment Plant The consultant shall perform master planning services for the City s Water and Wastewater plants. Specifically, the City is in need of a comprehensive master plan that evaluates the processes employed at each plant, provides hydrologic and hydraulic modeling, assists with developing a capacity assurance program along with maintaining the model, and provides assistance developing a Capital Improvement Plan. In addition to planning for growth and expansion, the City is also specifically interested in experience with design, permitting, and construction oversight of indirect reuse of treated effluent and/or direct reuse of treated effluent to supplement the raw water intake at the City s Water Plant. INFORMATION REQUIRED FOR STATEMENT OF QUALIFICATIONS The Statement of Qualifications must address the following criteria: 1. Name of firm, owner, address and telephone number. 2. Personnel qualifications. Identify the key Point of Contact who will serve as the project manager; provide their resume and summarize their experience. Provide the same for other staff in the firm who may assist with the provision of services. 3. Specialized engineering services competence. Provide information about the engineer and firm's experience in providing infrastructure planning to municipal organizations as discussed previously. Provide at least three references from these organizations including names, contact persons and phone numbers. 4. Capacity and capability. Provide information about the firm s capacity and capability to perform infrastructure planning services in a timely manner. 5. Approach to communicating with the City. Describe the firm's approach to communicating with the City in regard to progress reports, status reports, recommendations, status of opinions, etc. 6. Understanding of services to be provided and approach to master planning. Describe the engineer or firm's understanding of the scope of work and approach to master planning for each discipline submitted for consideration. Each firm is allowed to submit 10 single-sided pages per category. A firm does not have to submit for all categories to be considered for an individual category. 7. Conflict of interest. The engineer or firm, by submitting a proposal, certifies that to the best of its knowledge or belief, no elected or appointed official of the City is financially interested, directly or indirectly, in their firm or in the purchase of services as described in this RFQ. They also certify that the information contained in the Statement of Qualifications is correct and complete to the best of their knowledge. Page 4 of 7

THIS ASSURANCE is given in consideration of and for the purpose of obtaining any and all Federal financial assistance, grants and loans of Federal funds, reimbursable expenditures, grant or donation of Federal property and interest in property, the detail of Federal personnel, the sale and lease of, and the permission to use, Federal property or interest in such property or the furnishing of services without consideration or at a nominal consideration, or at a consideration which is reduced for the purpose of assisting the recipient, or in recognition of the public interest to be served by such sale, lease, or furnishing of services to the recipient, or any improvements made with Federal financial assistance extended to the Applicant by the City. BY ACCEPTING THIS ASSURANCE, the applicant aggress to compile data, maintain records, and submit reports as required to permit effective enforcement of Title VI, and permit authorized City personnel during normal working hours to review such records, books, and accounts as needed to ascertain compliance with Title VI. If there are any violations of this assurance, the City shall have the right to seek administrative and/or judicial enforcement of this assurance. This assurance is binding on the applicant, its successors, transferees, and assignees as long as it receives assistance form the City. IN the case of real property, this assurance is binding for as long as the property is used for a purposed for which this assistance was intended or for the provision of services or benefits similar to those originally intended. In the case of personal property, this assurance applies for as long as the recipient retains ownership or possession of the property.
