Terms of Reference Evaluation The International Institute of the IOGT-NTO Movement Location: Head Office Stockholm, Regional Offices in Thailand and Tanzania Duration: September 20 2015 December 15 2015 1. Background The International Institute of the IOGT-NTO Movement (III) is a Swedish Non-Governmental Organization (NGO). The International Institute support development activities in East Africa, Asia and East Europe with financial support from Forum Syd/Sida, Radiohjälpen and members of the movement. The programmes focus on building a strong civil society and networks to decrease alcohol and drug-related problems. Of particular concern for III is the impact alcohol has on poverty and community structures. These include impoverishment (from treatment and care costs, loss of productivity and household income, loss of decent work and employment), health issues including HIV/AIDS and mental health, violence including domestic violence, impacts on gender equality, children s development and participation in democratic processes etc. This goes beyond the negative health impacts and is also now recognized by WHO and other key actors. We work through local civil society partners and through advocacy and lobbying together with international organizations. III has been working together with local organisations in East Africa, Asia and East Europe since the early 1990 s. Head Office (HO) is located in Stockholm, in addition there are two Regional Offices (RO) located in Tanzania and Thailand, with both Swedish and local employees. The Regional offices are working in cooperation with different partners and networks but also government institutions at different levels, both at national and regional level. The programme has two components; Capacity building on Alcohol Prevention and Advocacy and Lobbying for evidence based Alcohol Policies. Currently the III works with in total 24 partners located in Thailand, Lao PDR, Cambodia, Myanmar, Sri Lanka, Tanzania, Kenya, Uganda, Burundi, Rwanda, Bosnia and Serbia. As well, supporting networks in all East African and Asian countries where active. The overall programme goal is: Improved action and effectiveness by Civil Society on alcohol/drug prevention and advocacy for public health focused alcohol policies consistent with recommendations from the WHO Global Alcohol Strategy. All activities are related to four result areas for a 3 year period (2014-2016): To contribute to improved health and socio-economic outcomes for individuals, families and communities in target areas, including: Reduced violence incl. gender based violence, disease, accidents, HIV transmission and child neglect due to harmful use of alcohol

Reduced poverty and vulnerability due to high spending on alcohol or other drugs Improved gender relations as a result of reduced addiction and abuse Increased popular participation in civic issues, especially among young men and women, through involvement in prevention actions and/or through prevention of high consumption (high consumption which risks passivating people) 2. Objectives Overall Objective: The main objective will be to assess our programme in regards of effectiveness and organisational capacity in order to contribute to III s overall strategic plan for 2015-2020. Specific Objectives I. Structural Effectiveness II. III. IV. a. To what extent the programme has achieved or is likely to achieve its objective, including an analysis of processes that have facilitated or prevented this, as well give advice on how to further improve the process b. To assess and evaluate the impact and effectiveness on the differences in working methods, chose of partners and strategies between the two ROs, as well give advice on how to improve impact, effectiveness, and alternative methods of choosing partners To assess the approach, procedures and regulations used by the III in addressing programme issues, as well give advice on the same a. This should determine the effectiveness of the III in working on results based management (RBM), addressing the issues outlined in the risks analysis, the extent to which the HO and RO offices incorporates a rights based approach and how effectively cross cut gender and environment issues are incorporated in the programme. To assess the relevance of one of the programmes four main objectives amongst selected partner organisations; Reduced poverty and vulnerability due to high spending on alcohol or other drugs a. This should indicate the relevance of chosen partners, in particular related to enhanced capacity in addressing and preventing alcohol related problems. The selection of relevant partners to be included for this specific objective should be done by the evaluator solely, this to allow for a more objective selection and end result. The selection of partner organisations should reflect the wide range of levels the partners represent. To give advice and recommendations on potential changes to both organisational development of the programme and programme approaches on HO and RO level. V. Investigate and evaluate the capacity for a potential expansion of III programme

3. Target Audience The staff within International Institute of the IOGT-NTO Movement and the members of the Associations of the IOGT-NTO Movement 4. Methodology The evaluation will have both a learning aspect and provide guidance for decision makers within the IOGT-NTO movement and our HO and RO s. The evaluation should make use of a range of qualitative methodologies to gather data relevant to the purposes of the evaluation, including among others one-to-one interviews with key informants, focus group discussions with multiple stakeholders, field visits and observations, document review, group presentations 5. Reporting The evaluation report shall be in English, presenting methodology, all relevant findings and recommendations including a summary. The draft report will be presented in a webinar to allow the ROs to participate and comment directly, as well, the report will be commented on more formally by III before the final version is produced. The technical quality of the report should be such that it may be printed without any further rewriting or editing. The final report should be submitted with three originals and an electronic version latest 15 January 2016. 6. Qualifications of principle consultant Consultant/evaluator: Minimum a master s degree in planning, monitoring and evaluation, public health or social sciences. Documented minimum 3-5 years of experience in conducting external evaluations including of organizational capacity/ systems

Experience working with NGOs in the development sector in at least one of the regions mentioned above Demonstrated analytical skills and strong report writing skills Fluent in English and Swedish Experience working with programmes related to social change and advocacy is preferred 7. Tender process Request for tender by public advertisement open to all prospectus Tenders from prospective consultants should be received no later than September 4, 2015. Tenders are required to submit all required information and are evaluated against the stated selection criteria The tender should contain CV of principle consultant, capacity statement, and proposed schedule of activities, technical and financial proposal. The budget for the evaluation with its specifications is outlined in the contract between the Consultant and III 8. Timeframe The evaluation will be initiated in September 2015 and will comprise of the following: Tenders from prospective consultants should be received no later than September 4, 2015.
