UNIVERSITY RESEARCH COMMITTEE GUIDELINES FOR SUMMER GRANT PROPOSAL DEVELOPMENT Faculty as individuals r teams wh are endrsed by their deans may apply fr summer stipend mney t prepare a grant prpsal(s) t fundatins r gvernment agencies fr prgrams, research, training, r creative activity. The fllwing guidelines have been develped fr use by the faculty f the University. They are meant t serve as a framewrk bth fr individuals wh apply fr financial supprt and fr thse wh evaluate the prpsals submitted. ELIGIBILITY Any full-time tenured r tenure-track faculty member f the faculty is eligible t apply fr a Summer Grant Prpsal Develpment summer stipend t prepare a grant prpsal t a funder which may lead t external funding. Pririty will be given t nn-tenured faculty r tenured faculty that are expanding int new areas f research, creative activities r schlarship. Fr a grant prpsal that may lead t funding f: $40,000/year r mre, faculty can request a maximum stipend f $4,000/persn r $6,000/team (tw r mre faculty) between $39,999-$25,000/year, faculty can request a maximum stipend f $3,000/persn r $5,000/team (tw r mre faculty) between $24,999-$10,000/year, faculty can request a maximum stipend f $2,000/persn r $4,000/team (tw r mre faculty) N mre than ne Summer Grant Prpsal Develpment prpsal per faculty member r team will be cnsidered fr each year. The Summer Grant Prpsal Develpment funding will begin n June 1, 2019 fllwing the award annuncement and cntinue t June 30, 2020. In rder t avid the ptential f a cnflict f interest, faculty members wh serve n the Clleges/Schls Research Cmmittees r the University Research Cmmittee may nt submit an applicatin t the Summer Grant Prpsal Develpment, Separately Budgeted Research, Student Faculty Schlarship r University Distinguished Schlar prgrams. In additin, if any cmmittee member believes that he/she has a cnflict f interest due t an applicatin submitted by a research cllabratr, family member r anther cnflicting relatinship, the cmmittee member is advised t cntact ORSP as sn as he/she learns f the ptential cnflict. ORSP will seek guidance and reslutin frm the University Research Cmmittee Chair (if elected at the time f disclsure), the Unin Observer and the Administratin Observer. APPLICATION The University Research Cmmittee (URC) has develped a standard applicatin frm, which is attached t these guidelines. Applicatins shuld prvide the infrmatin requested n the funding applicatin frm which is attached. Applicatins are due t ORSP via Cayuse 424 by February 8, 2019. It is the respnsibility f the applicant t ensure that his/her applicatin is cmplete, ruted, and apprved by all necessary individuals via Cayuse 424 by the deadline. Late
applicatins will nt be cnsidered. Deans and the Cllege/Schl Research Cmmittees will frward their ratings t the Office f Research and Spnsred Prgrams by March 20, 2019. The URC will review the applicatins submitted and will frward its recmmendatins t the Prvst and Vice President fr Academic Affairs. EVALUATION The Cllege/Schl Research Cmmittee, and the Dean are invlved in the review prcess. The evaluatin within each cllege/schl is cnsistent with the aims and gals f the SGPD prgram, and guided by the fllwing: 1. Merit f the prject cnsiders the fllwing: Relative imprtance f schlarship t the individual faculty member, t the cllege/university, and t the field Whether the prpsed prject is cnnected t sme larger area f schlarship and builds n previus wrk in the field Hw innvative is the prpsed prject Ptential impact f the prpsed prject t the field 2. Feasibility f the prject cnsiders the fllwing: Evidence as t whether the prpsed prject can be cmpleted given the current envirnment, resurces and the prpsed time perid Whether the stipend request is apprpriate Evidence that the ptential funding request t an external funder is realistic Degree f knwledge abut an external funder(s), including their missin, funding pririties, past awards, etc. 3. Quality f the prpsal cnsiders the fllwing: Applicatin cmpleteness and adherence t the published guidelines Hw well the basic purpse and significance f the prject are clearly stated s that they are understd by individuals nt in the related field Applicant s effectiveness in marketing themselves Writing quality 4. Pririties: Nn-tenured faculty Tenured faculty that are expanding int new areas f research, creative activities r schlarship Applicants that have nt been previusly funded by SGPD r applicatins that d nt resemble in any way previusly funded SGPD applicatins Cllege/Schl level evaluatrs will assign a pririty categry fr funding t each applicatin. A. Strng - strng recmmendatin fr funding B. Gd - mderate recmmendatin fr funding C. Adequate - lw recmmendatin fr funding D. Nt recmmended, and nt frwarded t ORSP.
If applicatin(s) with a D rating either by the Dean, Cllege/Schl r bth are frwarded t the University Research Cmmittee, the applicatin(s) will be prmptly returned t the Dean s Office withut review by the University Research Cmmittee. ACCOUNTABILITY In rder t ensure cntinued supprt frm Mntclair State University, the prcedures t be fllwed by the recipients f an award are: A final grant prpsal t an external funding agency must be submitted n later than June 30, 2020. Awardees that d nt submit a prpsal t an apprpriate granting agency by June 30, 2020 will be ineligible t apply fr future funding. AWARD OF SGPD SUPPORT Each candidate r team will be advised f the status f their applicatin by late in the Spring semester. Final ntificatin f apprval will cme nly after MSU s budget is signed by the Gvernr and the prpsal is apprved by the University administratin. PURPOSE The primary purpse f the award is t permit a faculty member(s) t fcus n preparing/writing a majr prpsal fr external funding in the summer mnths. It is nt intended fr initial supprt f pilt research which may lead t an external prpsal(s); Separately Budget Research is the mre apprpriate prgram fr this purpse. Teaching summer classes is permitted. STIPEND Stipends are paid in tw installments, the initial payment (60%) in summer f 2019 and the final payment after submissin f the prpsal t an external agency. In additin, Summer Grant Prpsal Develpment awardees cannt receive their final payment if the ttal amunt requested in their grant prpsal t an external funder des nt match the eligibility requirements abve. Fr example, a Summer Grant Prpsal Develpment awardee that was awarded a ttal stipend f $4,000 must submit an external prpsal fr at least $40,000/yr r mre t receive their final payment. Fr prpsals submitted by a team, indicate n the attached funding cver sheet hw the stipend is t be divided between r amng team members. HUMAN SUBJECTS Where human subjects are t be used, assurance must be given cncerning their physical and psychlgical safety. If yu are using human participants, yu must submit an Applicatin fr Review f Research Invlving Human Participants t the Institutinal Review Bard (IRB). On the Create Prpsal screen, fill in the fllwing infrmatin: Prpsal Name: Enter FY20 SGPD_Yur Last Name. Principal Investigatr: The applicant will search fr his r her last name using the PI Search Bx. (Nte: If the applicant s name des nt appear in the search, please cntact Sam Wlvertn at wlvertns@mntclair.edu.) Organizatin: Select Mntclair State University frm the drpdwn menu. Click the green crss buttn under the applicant's name. Search fr the last name f yur Department Chair in the Search bx. Select the crrect persn in the Search Results bx and click the Add t Chain buttn at the bttm f the screen. Click the green crss buttn under the Department Chair name and repeat the search prcess t add Kathryn Drsett. Click the Clse Edit Chain Windw buttn. 9. Once the Ruting Chain is cmplete (cnsisting f the applicant, applicant's Chair and Kathryn Drsett), click the bx next t the applicant's name t initiate the submissin prcess. Once the applicatin has been fully ruted and received by ORSP, the applicant will receive and autmated message frm Cayuse that the ruting prcess is cmplete.
