Supreme Allied Commander Transformation Translating Concrete Capability Requirements into Capability Packages COL George J. Beldecos, Hellenic Air Force ACT IRM NSIP Branch 1
ACT/IRM/NSIP Branch Participate actively in the transformational effort by delivering a wide range of capabilities, through the development of Capability Packages, in an approach commensurate (in time, cost, and effectiveness) with the concrete capability requirements of a changing security environment, in accordance with NATO s Level of Ambition and mission requirements. 2

CP 0A1303 Rev1 Ballistic Missile Defence Rev1 for BMD will expand the scope of NATO s current Active Layered Theatre Ballistic Missile Defence programme s C3 capabilities beyond the protection of NATO deployed forces to also protect NATO European populations, territory and forces, as decided by the Heads of State and Government during the Lisbon Summit. The revised CP will provide the Battle Management C3I (BMC3I) capability. Only this part of the programme is eligible for NATO common funding. The MCR for BMD were produced by ACT in 2011. The NATO Staff Requirements (NSR) are expected to be approved by the CNAD in Nov 2012. Estimated date of submission: Dec 2012 Estimated date of approval: Apr 2013 Estimated NSIP Budget: 400 MEUR 5
CP 9A0130 SATCOM Services CP 9A0130 will provide satellite communications services in support of NATO s permanent missions and operations, as defined in the LoA, and according to the guidelines set forth in the Strategy for the provision of SATCOM (MC-576), approved in June 2011. The CP will provide space capacity in a mix of survivable, protected and assured wide band - narrow-band, and commercial services; static and deployable ground assets; management and control services; and life-cycle facilities. SATCOM is an enabling capability for some of the Lisbon Critical Capabilities (AMN, JISR, AGS, ACCS, Bi-SC AIS, ALTBMD) Estimated date of submission: Nov 2012 Estimated date of approval: Apr 2013 Estimated NSIP Budget: 1,000+ MEUR (spread yearly up to 2034) 6
CP 0A0149 R01 NATO Deployable C2 Assets RO1 of the CP will provide comprehensive Deployable Communications and Information System (DCIS) capability in order to satisfy the requirements to deploy and sustain forces for NATO-led operations. The capability implementation must be flexible and modular in order to tailor the DCIS support to specific mission needs. DCIS resources will need to be available at the appropriate readiness states and survivable and able to operate in adverse electronic, climatic, geographic, land or seabased operational environments. Estimated date of submission: Apr. 2013 Estimated date of approval: Jul. 2014 Estimated NSIP Budget: 168+ MEUR 7
CP 9C0102 Service Management and Control IAW the NATO LoA, there is a need to be capable of managing CIS service delivery and support for multiple simultaneous missions, conducted at locations separated by distances extending from NATO territory to strategic distances and beyond. This CP provides the capability to deliver and sustain all required NATO CIS services and rapidly restore critical services in the event of failure or disruption. MCM-0066-2010 on CP 3A0013 Defer enhancements to the maritime infrastructure. Defer all maritime POL-related projects. Over and above maritime infrastructure requirements to be freshly assessed in the NDPP and CRR 2012. 16
MCR Maritime Capabilities Quantitative requirements generally unchanged from DRR07 (some exceptions). MCR did not produce requirements for ashore logistics support to maritime forces. Further work needed to identify maritime bases. 17
POL Requirements 18
Existing POL CPs Very Old (but still extant) CP 2A0013 Provide and Maintain Dedicated / Secure Bulk Fuel Supply - Central Region (Less BALTAP) approved 12 Jan 1996 Submitted, but stalled since 2007 CP 2A0013 Add 1 approved 10 Dec 1997 CP 2A0013 Add 2 approved 29 Oct 1999 CP 9A0980 Bulk Fuel Assets in the Northern Area of NATO (submitted Sep 2007) CP 2A0014 Provide Dedicated / Secure Military Bulk Fuel Supply to BALTAP Area of Northern Region approved 11 Feb 2000 CP 3A0023 Restore NATO Pipeline Systems in the Southern Region approved 7 Apr 1997 CP 9A0990 Bulk Fuel Assets in the Southern Area of NATO (submitted 6 Feb 2007) CP 3A0023 Add 1 approved 1 Apr 2002 19
MCR POL Capabilities Further work required to support the re-validation of the requirement currently being met by the bulk fuel CPs. Once the airbases and maritime bases have been selected, the quantities of POL can then be identified using the scenario analysis information. This will enable POL storage and transport requirements to be determined. 20
