Becker Police Department Philosophy The Becker Police Department intends to uphold a strong relationship and partnership with the community it serves and as a number one priority to provide the best quality service and professionalism to the community. We shall, as a department, address community issues, the underlying causes of crime and the fear of crime. The result we intend to achieve, through the course of our duties as Peace Officers, is not only to prevent the degradation of the quality of life, but to improve the quality of life within the community for both the citizens and visitors. We intend to make the environment comfortable and suitable for citizens to work and raise their families. As individuals, we understand the importance of every decision we make and, as individuals, we are accountable for each action we take. We shall always be mindful of the right thing to do and hold true to this vision and philosophy that we, as a department, have adopted as our core values and underlying principles. Our commitment to our philosophy and core values shall not be overshadowed by anything. 5

Mission Statement We shall commit ourselves and the department and all of its available resources to attend to the needs of the community we serve and provide the best service possible for the community. Politics shall not show persuasion in the course of our duties; we shall hold true to fair and equal treatment of all individuals. To reach this end, we establish and hold true this philosophy and these core values for the Becker Police Department and its employees, now and into the future. Core Values These core values will define us as a Police Department and as individual members of the department. Through the course of our duties we shall adhere to these underlying principles: First, the men and women of the Becker Police Department are the essential element and asset necessary to achieve the end result. The community shall enjoy a safe and secure environment, with a comfortable quality of life; it is the highest priority of this department to strive to provide this to our community. 6

Pride Core Values Each of us shall take pride in the duties we perform, take pride in the department, and the environment we create for the citizens of the community. We shall take pride in our individual and collective ability to meet and/or exceed the expectations of our community. Professionalism Each of us understands the nobility of the profession we have chosen. We shall hold ourselves to the highest of professional standards of police conduct, by subscribing honorably to the Law Enforcement Code of Ethics established by the International Association of Chiefs of Police. Respect We shall respect and value human life, basic human rights, human safety and the preservation of human dignity. We shall provide a fair and impartial, open minded attitude towards all persons we may encounter. We shall embrace diversity and be understanding and empathetic towards the differences we may encounter in the course of our duties. Our co-workers adhere to these same principles and we shall respect them, support them in their duties and be flexible in the relationships we enjoy with them. We shall respect ourselves by performing our duties to the best of our abilities; by staying mentally, emotionally and physically healthy; and focusing on our duties as Peace Officers, employees of the Becker Police Department and important members of the community we serve. As noted above the largest expense to the Police Department is personnel costs and associated personnel costs. 9

The Becker Police Department consist of 5 full-time officers (including the Chief) and 5 part-time officers. Additionally, the police department is supported by 1 civilian Administrative Secretary. The Becker Police Department is located at 12060 Sherburne Avenue, next to Becker City Hall. ORGANIZATION Becker Police Volunteer Reserve Officer Program The Reserve Program is a volunteer organization dedicated to the goal of assisting the police department with trained, unarmed, and uniformed volunteer officers. Currently, the volunteer program consists of 4 members. All members work directly through and with the police department. There is an appointed liaison officer to oversee the program who is a full-time police officer. Number of hours donated in 2006 = 417.00 Hours Number of hours donated through internship by a Police Reserve Officer = 186.00 hours Projects assisted with: Safety Camp Halloween Safe and Sober Freedom Days 11

ORGANIZATION Becker Police Department K-9 Program Officer Tim Martin and K-9 Raven make up the Becker Police Department K-9 Unit. Since the programs inception, Officer Martin and K-9 Raven have been involved in many incidents. ORGANIZATION Becker Police Department Safe and Sober Program The Minnesota Safe and Sober Campaign is the umbrella under which all of the Office of Traffic Safety enforcement programs reside. Some of the enforcement projects include: DUI enforcement, Saved by the belt program, and Operation NightCap. The Becker Police Department participates in these programs via grant allocation through the Minnesota Office of Traffic Safety. 2006 Safe and Sober totals: Overtime hours worked: 135.5 Miles patrolled: 2436 Grant funds used: $3819.56 Shifts worked: 27 Vehicles stopped: 181 Custodial Arrests made: 10 DUI s: 5 Under 21 Drink and Drive: 1 Warrant arrest: 6 Drug Arrest: 1 DAR/DAS/DAC: 7 Citations issued: 117 Warnings: 147 Speed Cite: 56 Warnings: 87 Seatbelt Cite: 22 Warnings: 5 Equipment Cite: 12 Warnings: 21 Misc. Cite: 27 Warnings: Becker Police Reserves donated 8.75 hours in 2006 for Safe and Sober seatbelt surveys. 13

ORGANIZATION Becker Police Department Safe and Sober Program Operation NightCap (Nighttime Concentrated Alcohol Patrol) is an impaired driving prevention program designed to reduce preventable alcohol-related traffic deaths on Minnesota s roadways. The program is funded by the National Highway Traffic Safety Administration and coordinated through the Minnesota Office of Traffic Safety. 2006 NightCap totals: Overtime hours worked: 78 Miles patrolled: 1160 Grant funds reimbursed: $1961.76 Shifts worked: 11 Vehicles stopped: 75 Custodial Arrests made: 6 DUI s: 3 Warrant arrest: 2 Drug Arrest: 3 DAR/DAS/DAC: 3 Minor consumption: 10 No insurance: 1 Open bottle: 1 Citations issued: 23 Warnings: 58 Speed Cite: 14 Warnings: 26 Equipment Cite: 1 Warnings: 17 Misc.
