Executive Summary page 1 In 2003, the City of Norman, the University of Oklahoma, and the Central Oklahoma Transportation and Parking Authority (COTPA) commissioned a public transportation needs assessment through KA Associates. The consulting firm surveyed Norman citizens, human service providers, university students, and city staff to identify the unmet need for transportation that existed throughout the community and develop possible transportation solutions that create additional mobility options for residents of Norman. Based on the recommendations of the 2003 study, changes have been implemented based on available funding. Over the last four years, CART has added Saturday fixed route service, a late night flex-route, expansion of the secondary zone for CARTaccess, and has adopted a far-side stop policy. In continuing with the recommendations from the 2003 study, CART is proposing a threephase plan that would extend the hours and areas of service for the entire transportation system. Detailed descriptions of each phase can be found in the attached segments of this packet. Phase I will increase the service hours of CART s current system, which includes five fixed routes operating within the City of Norman. The Main Street, Alameda/East Norman, Lindsey East, and Lindsey West routes currently operate from 7:00 a.m. until 9:00 p.m. Monday through Friday, and 10:00 a.m. until 7:00 p.m. on Saturday. The Apartment Loop operates 7:00 a.m. to 11:00 p.m. Monday through Friday and 10:00 a.m. until 7:00 p.m. on Saturday. Changes in service through Phase I will have a multifaceted impact on the current transit service. Initially, the hours of operation will increase to include service until 11:00 p.m. Monday through Thursday. Secondly, Friday and Saturday service will run until 12:00 a.m. Another change would be the addition of Sunday service, which will operate from 8:00 a.m. until 7:00 p.m. Additionally, the hours of operation for the CARTaccess system will also expand to reflect the same hours of operation as the proposed fixed route bus service, including Sunday service.
Executive Summary (continued) page 2 Phase I will also change the Lindsey East and Lindsey West routes to operate on a 30- minute schedule throughout the year, providing service twice an hour. Currently, Lindsey East and Lindsey West operate on half-hour intervals during the academic semester and on an hourly cycle during academic breaks. The final addition of Phase I would be the Downtown/Campus Corner Circulator, which will allow consumers to travel between downtown Norman and Campus Corner. Service will operate every 20 minutes from 11:00 a.m. until 11:00 p.m. Monday through Thursday and 11:00 a.m. to 12:00 a.m. Friday and Saturday. Phase I would begin within 90 days of a notice of available funding from the City administration. The more significant impact of Phase II will be the addition of corridor routes on Robinson Street, 12th Avenue East, and 24th Avenue West. Corridor routes will travel north/south or east/west in half-hour intervals, reducing ride time by allowing passengers to transfer to other routes at numerous locations. All Phase II route additions would operate on the expanded services hours from Phase I. Phase II would start 18 months after the notice of available funding from the City administration. As procurement of vehicles is a rather lengthy process, taking approximately 12 months, this time frame will allow CART to ensure an adequate fleet to operate the proposed expansion. Phase III will continue the expansion of the transit system by setting all routes to half-hour intervals and by adding more routes, which will consist of a Highway 9 Circulator, West Norman Circulator, East Norman Circulator, Alameda/East Norman Loop, Main Street Corridor and Berry Road Corridor. All Phase III additions will operate on the expanded service hours of both Phase I and Phase II.
Executive Summary (continued) page 3 Again, with the allotment of time to add new vehicles, coupled with the necessary time span to hire and train enough drivers to make the expanded service possible, Phase III would be implemented 24 months after the notice of available funding from the City administration. The recommendations provided by the 2003 Needs Assessment Study are designed to provide local decision makers with options that can assist in improving mobility for those in Norman that need additional transportation or would prefer to use public transportation. This three-phase plan is designed to fulfill those needs. While some additions and changes are independent of one another, such as expanded service hours, Sunday service and several of the circulator routes, other proposed service options are quite dependent on other changes. Without the addition of many of the corridor routes, comprehensive 30-minute service throughout Norman could not be attained.
