2013-2014 Mathematics Achievement Fund (MAF) District Assurance Backgrund The Mathematics Achievement Fund (MAF) grant prvides schls with funds fr teacher training (therwise nt prvided by the KCM), implementatin f mathematics diagnstic assessment, and interventin services and prgram(s) that address the needs f students in the primary prgram wh are struggling with mathematics. The diagnstic assessment, interventin services and prgram(s) shuld prmte effective instructinal practices in mathematics. Selected mathematics diagnstic assessment, interventin services and prgram(s) shuld be based n data specific t the needs f the identified students that the prgram(s) will serve. As specified in KRS 158.844, the mathematics diagnstic assessment and interventin services and prgram(s) selected must be: 1. prvided t a student by a certified teacher with training in mathematics diagnstic assessment and interventin services 2. based n reliable, replicable research; and 3. based n the nging assessment f individual student needs. The mathematics diagnstic assessment, interventin services and prgram(s) selected by schls will determine the instructinal methd required fr implementatin (e.g., ne n ne, students gruped fr the specific purpse f receiving apprpriate interventin services). The fiscal agent fr the applicatin fr public schls must be a lcal schl district. Optins fr Implementatin (2013-2014 schl year nly) Funded schls may chse ne f the fllwing implementatin mdels fr the 2013-2014 schl year: 1. full-time MAF-funded interventin teacher (e.g., a 1.0 r tw 0.5 certified individuals) 2. half-day MAF-funded interventin teacher *The apprpriate Title I cntact at KDE shuld be cnsulted regarding any questins abut use f Title I funds. Since the Mathematics Achievement Fund grant stipulates a minimum f half-time MAF devted t interventin students, the ther half f the interventin teacher s time is flexible fr cllabrative wrk with ther primary grade teachers. In the event the secnd ptin abve is selected, schls will need t ensure that the interventin needs f students are met befre any cllabrative wrk with ther primary grade teachers is cnsidered. Nte: This grant is a schl-based prgram. In the event a single district has multiple schls participating, each schl must have the same percentage f the alltment as befre. Requirements Students that receive interventin services frm the MIT, (whse salary is paid thrugh the Math Achievement Grant fund) must be in the primary prgram and identified as at-risk in mathematics must receive interventin services based n a schl determined prcess fr recmmending and assessing student eligibility must be assessed fr purpses f identificatin with grant funded assessments Rle f the Mathematics Interventin Teacher If ptin 1 r 2 listed abve is chsen, the Mathematics Interventin Teacher must be highly trained, qualified and certified, with a minimum f 3 years teaching experience. The fllwing will NOT meet the criteria fr Mathematics Interventin Teacher: classified staff, instructinal assistants, emergency certified teachers r teachers in the Kentucky Teacher Internship Prgram (KTIP). The MIT interventin teacher must: Read the MAF grant requirements, their schl s grant prpsal, and the MIT handbk. Cllabrate with their principal regarding decisins fr spending the MAF grant mney. Administer and submit student assessments as directed by the Kentucky Center fr Mathematics (KCM). Prepare mid-year and end-f-year reprts fr the Kentucky Department f Educatin (KDE), including a list f MAF expenses and an inventry f the schl s MAF grant prgram prperty. Cmplete teacher assessments/surveys as directed by KCM r KDE staff. Attend and fully participate in all required MIT trainings/meetings/visits as specified by the KCM. Pst a thughtful cmment n the KCM Frum each mnth. Cllabrate with administratrs in the student identificatin prcess. Cllabrate with regular classrm teachers t imprve the mathematics instructin in primary grade classrms. Cmmunicate with the KCM Reginal Crdinatr and/r KDE regarding any prblems, needs fr supprt, r legitimate reasns fr meeting absences. 3
Rle f the MIT s Building Principal The building principal must: Prvide supprt fr the MIT, including: access t students wh are struggling in mathematics materials availability t meet with the MIT and/r Reginal Crdinatr at least quarterly classrm space a written plan detailing pprtunities fr the MIT t frmally share with schl staff best practices fr develping numeracy and implementing the new Kentucky Cre Academic Standards (KCAS) fr Mathematics and the Mathematical Practices time fr administering assessments acceptance f cutting-edge, daily lessn plans based n frmative assessment and/r previus lessns adequate time fr lessns, vide review (Math Recvery), and planning apprpriate grup sizes fr specific interventin release time fr training, cnferences, visits/meetings as specified by the KCM and the KDE prfessinal develpment resurces, such as bks and jurnal subscriptins cllabrative nline meeting time with ther MITs time fr visiting/cllabrating with the regular math classes and time fr invlving families Secure the Terra Nva tests, if supplied by the KCM, at all times except during administratin Cllabrate with the MIT in the identificatin f struggling students Restrict the MIT assignment t primary grades mathematics teaching (n substitute teaching), at least half f which must be direct service fr struggling primary students Cllabrate with the MIT in decisins regarding apprpriate expenditures f the Mathematics Achievement Funds (MAFs) Cllabrate with the MIT in preparing the mid-year reprt and the end-f-year reprt fr the KDE and (Financial Office) Submit quarterly budget reprts and the next year s annual budget t KDE; wrk with the MIT t prepare the annual budget request and inventry checklist t submit t the KDE. Assessments The MIT must: Ensure that a universal screening assessment is administered t all primary students; and, Chse a testing plan and submit t the KCM fr prgram evaluatin. Reprting 704 KAR 3:480. Mathematics diagnstic and interventin grants states that mnitring f awarded grants [MAF funded schls] shall include at least the fllwing: The schl must agree t maintain and reprt prgress-mnitring data n participating students t the Kentucky Department f Educatin (KDE) and the Kentucky Center fr Mathematics (KCM). In an effrt t increase cllabratin, KDE will peridically cnduct shrt surveys t cllect prgram infrmatin. Building administratrs and MIT s will submit requested infrmatin within a timely manner. The schl must agree t designate a staff persn t crdinate data cllectin and reprting. Funds cannt be used t hire an additinal persn abve the elementary certified teacher highly trained in mathematics diagnstic assessment and interventin services slely fr these duties. The schl district must agree t prvide quarterly financial reprts fr each funded schl. The schl must agree t participate in statewide evaluatins f the prgram at the request f the Kentucky Center fr Mathematics (KCM), http://www.kentuckymathematics.rg/index.html In rder t have a standard measure f prgress, the schl must use the cmmn diagnstic assessments, prgress mnitring, and utcme measures required by the KCM at least twice per year. Csts assciated with rdering materials and scring fr the cmmn assessments will be funded by the KCM and need nt be part f the grant fund request. The cmmn assessments currently required by the KCM are Terra Nva, althugh schls may pt t send their existing universal screening scres fr all K-5 students rather than give anther test. An annual evaluatin reprt must be submitted and shall include: student data lngitudinal student perfrmance data and cmparative prgress data (e.g., thse receiving interventin vs. thse nt receiving services) pre/pst tests a teacher-mnitring mechanism t ensure prgram implementatin Annual data must be prvided n: teacher training number f students identified in need f mathematics interventin services number f students actually served number f hurs students receive interventin evaluatin f student prgress data descriptin f prfessinal develpment (including number f hurs) in mathematics diagnstic assessment and interventin services fr the MIT cllabratin 5

Funds may be used t: supprt training f the MIT fr mathematics diagnstic assessment and interventin services and prgrams implement research-based mathematics diagnstic assessment and interventin services and prgrams designed t imprve the mathematics achievement f targeted primary students by the MIT prvide salary fr an elementary certified teacher highly trained in mathematics diagnstic assessment and interventin services fr primary students t supprt implementatin f the mathematics diagnstic assessment and interventin services and prgrams. Classified staff and/r instructinal assistants cannt be hired r supprted by grant funds prvide quality prfessinal develpment n research-based mathematics diagnstic assessment and interventin instructinal strategies that imprve the mathematics achievement f targeted primary students allw expenses t: Travel Budget cver registratin fees and travel fr the MIT t attend state and natinal cnferences specific t mathematics diagnstic assessment and interventin services fr primary students prvide release time, substitutes r stipends fr the mathematics interventin teacher t participate in jb-embedded prfessinal develpment including study grups and/r self r peer reflectin n teaching practices related t mathematics as determined by the KCM purchase materials required fr prfessinal develpment f the MIT cntract with a prfessinal develpment prvider f mathematics diagnstic assessment and interventin services train the mathematics interventin teacher in aligning family invlvement activities t supprt the mathematics interventin prgram(s) purchase instructinal materials required as a part f the research-based mathematics interventin prgram(s) purchase technlgy equipment, nt t exceed $5000, fr the life f the grant. This purchase shall include n mre than 5 cmputers.
