Message from the section chairman prof. sivaji chakravorti It is indeed a happy occasion that the newsletter of IEEE Kolkata Section is being published after a long gap. But, better late than never, as the old saying goes. Two landmark events took place in this year. The first one was the IEEE Region 10 meeting held on March 3-4, 2012 in Kolkata in which representatives from 67 Sections and six councils of IEEE Asia-Pacific region took part apart from R10 leaders, IEEE MGA leaders, IEEE President-Elect 2013 candidates and other IEEE officials. This is the first time such an event was held in Kolkata. The second landmark event was the IEEE Milestone Plaque dedication ceremony held on Sept 15, 2012. It was indeed a matter of great honor and prestige for our Section that the first two IEEE Milestones in India were dedicated to the works of Prof. J.C.Bose and Prof. C.V.Raman at Presidency University and Indian Association for the Cultivation of Science, respectively, by Dr. Peter Staecker, IEEE President-Elect. Please see the detailed report on both the landmark events available on our website. The different committees of our Section EC were also active in 2012 including the student branches and several successful activities have been organized. The Section has also grown significantly in 2012. Two new chapters have been formed, viz Dielectric and Electrical Insulation Society (DEIS) and Geoscience and Remote Sensing Society (GRSS) chapter. IEEE's Special Interest Group on Humanitarian Technology (SIGHT) has also been formed in our Section in this year. One student branch has been formed so far in 2012. To spread IEEE activities to the far flung parts under the area of jurisdiction of IEEE Kolkata Section, our Section co-sponsored several events at different locations, which generated healthy participation and spread the message of IEEE to broader masses. On behalf of our Section, I convey our sincere thanks to the Section volunteers, the untiring efforts of whom are making our Section proud and visible not only within India but also globally. I am sure that such activities will not only be sustained but also grow to a higher level in future. Message from the section Secretary prof. Iti Saha Misra Hello! We are marching towards another new year. Wish you all Merry Christmas and a very Happy New Year 2013. 2012 is the year of special events for IEEE Kolkata Section. In the Section Report I have mentioned about the R10 meeting that was host first time in Kolkata. The most memorable event of the year is the IEEE Milestone Plaque dedication ceremonies: Two IEEE Milestone Plaque dedication ceremonies held on Sept 15, 2012, dedicated to the works of Prof. J.C. Bose and Prof. C.V. Raman at Presidency University and Indian Association for the Cultivation of Science, respectively. Dr. Peter Staecker, IEEE President-Elect delivered the plaques and we the members of IEEE Kolkata Section have the great opportunity to interact with Dr. Staecker closely twice in this year. I am very happy to announce that we could keep our word and promise working towards the focus of Advancing Technology for Humanity. Special Interest Group on Humanitarian Technology (SIGHT) has also been formed first time in our Section in this year and successfully completed the project on Low Cost Low Bandwidth Remote Virtual Educational Platform for Underserved within the stipulated time. Being a coordinator of this Group, I took the opportunity to present our work in a platform of one day workshop on Dignity In Disability: Women In Focus, jointly organized by Jadavpur University and National Institute for the Orthopedically Handicapped, on 10 th Dec 2012, TEQIP Building, Ground Floor, Jadavpur University. Being a Woman Engineer, I felt honored and happy to join this workshop and to speak about the development of my project for Low Cost Low Bandwidth Remote Virtual Educational Platform for underserved which may be an appropriate technological help for disabled women. If we look deeper into the able part it is clear that there is large Section of so called physically able framed people in our country, especially in the rural parts, with very low ability or access to knowledge services. It is this type of technology that can possibly help to improve their condition and this service can be sourced from our friends who have conquered some of their physical challenges and can now extend their strength to the service of knowledge-challenged Section of the society. I have strong belief that if our young members are active enough for the goals and missions of IEEE s Humanitarian Technology activities through their innovations, we must achieve something for the benefit of societies whatever small the contribution may be. In this way one day we may enable the technology for the mankind with our joint efforts. I would like to thank all members of the Section, Chapters and Affinity Groups, for their yearlong engagement and help for the development of the Section. Section Activities R10 Seminar: IEEE Region 10 Technical Seminar 2012 was held on 2nd March 2012 at H.L. Roy Seminar Hall, Jadavpur University (Main Campus), Kolkata, West Bengal, India with the theme Green Technology. The Seminar was organized by Region 10 in collaboration with IEEE Kolkata Section. Welcome Address was delivered by Lawrence Wong, Director, IEEE Region 10. There were four lectures on the seminar with the following topics. (1) Barriers to the Adoption of Green Technology: Greg Adamson, Member of the Board of Governors of the IEEE Society on Social Implications of Technology and Chair, IEEE Victoria Section. (2) Advances in Power Electronics and its impact on Clean Energy Technology: Ajit K Chattopadhyay, IEEE Fellow, Former Professor of IIT Kharagpur and Emeritus Professor, Bengal Engineering and Science University Shibpur. (3) Purulia Pumped Storage Station - Delivering quality power from a technically and socially relevant power project: Asish K Ghosal, Director Projects, West Bengal Power Development Corporation Ltd. (4) ICTs and Climate Change: An Action Plan: Satish Babu, Chair, IEEE Kerala Section and Global DVP Co-ordinator, IEEE Computer Society. Felicitation of R10 Director A Section of the audience

R10 Meeting: The R10 meeting was organized for the First Time at Kolkata on March 3-4, 2012 at Swissotel, New Town. The meeting was called to order by R10 Director, Lawrence Wong, at 8:30AM on 3rd March 2012 and the roll call was then done by R10 Secretary, Darrel Chong. Following the welcome address by R10 Director, Lawrence Wong, the meeting was addressed by IEEE President- Elect 2012, Peter Staecker, MGA Vice-President, Howard Michel, and MGA Managing Director, Cecelia Jankowski. After the approval of the Minutes of the R10 Meet in San Francisco, August 2011, the meeting was addressed by the two candidates for IEEE President Elect 2013: Roberto De Marca and Tariq Durrani. 2011 Finance Report was placed by R10 Treasurer, Michael Ong, and Financial Audit Report for 2011 was placed by Takatoshi Minami, both of which were approved in the meeting. Subsequently, 2012 Budget was presented by R10 Treasurer and was adopted in the meeting with minor modifications. The pre-lunch session was concluded with a photo session. In the post lunch session, presentations were made by Membership Activities Committee Vice Chair, Kukjin Chun, Technical Activities Coordinator, Borhanuddin M. Ali, on behalf of Technical Activities Committee Vice-Chair, Marzuki Khalid. R10 Execom members displayed informative posters on various activities during the poster session. Presentations were made on several topics such as: "Global Humanitarian" by Amarnath Raja, "Student Retention Challenge: Actions to improve situation" by Takao Onoye and Aby Kurian, "HKN" and "IEEE Reserves" by Howard Michel. In the knowledge sharing session, presentation was made on behalf of IEEE Madras Section, 2010 R10 Large Section Award Winner on their Sectional activities. In the evening an entertaining program was organized on Eastern-Western fusion music. Following the dinner the award ceremony was conducted by Takatoshi Minami and presentations were made by proposers to host R10 EXCOM and R10 AGM in 2013. In the pre-lunch session on 4 th March 2012, report on TENCON 2011 was followed by presentations on TENCON 2012 and 2013, respectively. It was followed by the executive session to transact the administrative agenda of R10. After the tea break, training workshops were held for new and experienced Section Chairs. Presentation was made on Vtools for Volunteers by Eugene Khusid, Vtools MGA Staff. After the Lunch, a visit to Belur math, legacy of Lord Ramakrishna Paramahansa, was organized. In the evening a classical dance program was organized which was followed by a gala dinner. The members said good-bye to each other with the motto "Till we meet again". There were about 115 delegates to this R10 meeting including representatives from 67 Sections and 6 councils.

Meeting in Progress Group photo Dinner Enjoyment Social Event: Visit to Belur Moth Annual Social Event was organized on 22 nd Jan 2012, Sunday at Srihari Kanan Bagan Bari, Badu. About 30 persons including IEEE Members, Spouses, Children and Guests participated in the program. After breakfast the members along with their families enjoyed the Bagan Bari, played cricket, and also performed some cultural activities like songs, recitations and sharing of jokes. After sumptuous lunch there was a leisure time in the charming winter sunlight. Tea was served at around 4 PM and the event was called off.

Change of Name and Modified By-Laws: Following the IEEE MGA approval the name of the Section has been changed from IEEE Calcutta Section to IEEE Kolkata Section from 2012. Accordingly, modified By-Laws were formulated following the MGA guidelines. After the approval in the 33 rd AGM of the Section, the modified By-Laws came in vogue and are host in the Section website. Article 1 to Article 13 provides a clear picture about the operation and management of Kolkata Section. Membership Development Program: As a part of the Membership Development Activity of the Section, Workshop on Membership Development was organized by IEEE Kolkata Section on May 11, 2012 at Institute of Radio Physics and Electronics, Kolkata. The workshop was organized to conduct Section SWOT analysis of local membership, set membership targets and come up with Section's own membership retention and recruitment activities. As a result of such concerted efforts by the Section, our section is having a steady growth of its membership. The complete list of new members joining Kolkata Section in 2012 is now available on our website. Section Office Bearers, EXECOM members, Chapter Office Bearers & EXECOM members, Student Branch councilors and student branch leader s activity participated in this workshop. Professional Development Programme: One-day Professional Development Program on Recent Advances in Computer Vision and its Applications, Jointly Organized by IEEE Kolkata Section & GOLD Affinity Group, IEEE Kolkata Section was held at K P Bose Memorial Hall of Jadavpur University on August 27, 2012 (Monday). Dr. J. K. Sing, Educational Activities Chair, IEEE Kolkata Section delivered the welcome address, which was followed by the inaugural address by Prof. S. Chakravorti, Chairman, IEEE Kolkata Section. Mr. N. Das, Vice Chairman, GOLD Affinity Group, IEEE Kolkata Section gave the formal vote of thanks to the participants and volunteers. He also gave thanks to IEEE Kolkata Section for making the program a great success and IEEE R10 for supporting the programme as an Educational Activity of the Section. Dr. P. Mitra, Dept. of Computer Sc. & Engg., IIT Kharagpur and Prof. D. P. Mukherjee of Electronics and Comm. Sc. Unit, Indian Statistical Institute, Kolkata were the invited speakers to this professional development programme. Dr. Mitra delivered a talk on "Machine Learning and Support vector Machines"; whereas, Prof. Mukherjee delivered his talk on "Processing Images in Frequency Domain". Welcome address by Dr. J.K. Kolkata enters into Milestone Map of IEEE: First Section in India The most prestigious and colourful events of 2012 are Two IEEE Milestone Plaque dedication ceremonies held in the Morning and Afternoon on September 15, 2012. It was indeed a matter of great honour and prestige for our Section that the First two IEEE Milestones in India were dedicated to the works of Sir. J.C. Bose and Sir C.V. Raman at Presidency University and Indian Association for the Cultivation of Science, respectively, by Dr. Peter Staecker, IEEE President-Elect. In the evening of September 14, 2012, a Press Conference was organized by the Section at Hyatt Regency, to provide wide circulation of the greatest show of the Section to the general as well as scientific community through print and electronic media. There was wide circulation in the media regarding the Plaque dedication to these great scientists of the country regarding their inventions acting as the main pillars for the growth of modern Communication Technologies. Dedication of IEEE Milestone Plaque for Sir J.C.Bose: The IEEE Milestone Plaque for the "First Millimetre-wave Communication Experiment" by Sir J.C.Bose in 1894-1896 was formally dedicated on 15th September 2012 at the Presidency University in Kolkata. In a glittering ceremony the plaque was handed over to Prof. Malabika Sarkar, Vice-Chancellor of Presidency University, by Dr. Peter Staecker, IEEE President Elect. The milestone plaque was subsequently installed at a prominent location within the Presidency University campus. In this program Prof. Malabika Sarkar, Vice-Chancellor of Presidency University, and Prof. Sivaji Chakravorti, Chairman, IEEE Kolkata Section, extended warm welcome to the large number of audience including members of press and local intelligentsia. Prof. Kalyan K Mallik and Prof. Pradip K Saha, proposers of the IEEE Milestone, talked about the significance of IEEE milestones as well as the significance of Sir JC Bose's contribution. Dr. Peter Staecker made a valuable presentation on the importance of this milestone as well as this event. He specifically expressed his happiness for being able to be present on the occasion of the dedication of first IEEE milestones in India. Prof. Sabyasachi Bhattacharya, Former Director of Tata Institute of Fundamental Research, Prof. Sibaji Raha, Director, Bose Institute, Kolkata, and Prof. Somak Raychaudhury of Presidency University, made captivating presentations. The message from Prof. Bikash Sinha, Former Director of Saha Institute of Nuclear Physics and Variable Energy Cyclotron Center, was also read. More than 200 participants took part in this IEEE milestone plaque dedication ceremony.

Dedication of IEEE Milestone Plaque for Sir C.V.raman: The IEEE Milestone Plaque for the "Raman Effect" by Sir C.V.Raman in 1928 was formally dedicated on 15th September 2012 at the Indian Association for the Cultivation of Science in Kolkata. In a very well attended program the IEEE Milestone plaque was formally handed over to Prof. Kankan Bhattacharyya, Director, Indian Association for the Cultivation of Science, by Dr. Peter Staecker, IEEE President Elect, which was then installed at an important location within the IACS campus. The ComSoc and EDS Chapters of Kolkata Section co-sponsored 2012 International Conference on Communications, Devices and Intelligent Systems (CODIS) during Dec 28-29, 2012 organized by ETCE Department, Jadavpur University. 1st International Conference on Power and Energy in NERIST (ICPEN 2012), organized by NERIST was held during Dec 28-29, 2012 with Technical co-sponsorship from IEEE Kolkata Section and Kolkata Chapters of DEIS &PES. It was the First IEEE sponsored conference in NERIST, Arunachal Pradesh with the objective of providing a platform for sharing the ideas for academic as well as industrial interests in the areas of Power Systems, High Voltage, Electrical Insulation and Energy. Public Affairs Activities: The First Public Affairs Meeting on Inter-University Collaboration - The Future Perspective was held on 17th February, 2012 at Seminar Room, EE Dept, BESUS. The speaker was Prof. Dr. Franz Raps, Professor and Head of Electrical Engineering Faculty University of Applied Sciences, Augsburg, Germany. The several aspects of collaborative activities among the different Universities were highlighted by the speaker. There was a threadbare discussion and lively interaction by the participants. As a part of Public Affairs Meeting a Workshop to commemorate the "Industry Day" was organized by IEEE Kolkata Section on 6th July 2012 at M/s Tata Consultancy Services (TCS), GDC Bldg, Salt Lake, Kolkata and it was first of its kind in Kolkata. The theme of the program was "Fostering synergy between industry and academia for technological innovation". About 20 participants from various academic institutes and industries attended the program. A brief overview of the program is given below: The program was designed as a round table discussion and direct interaction between industry and academia. Prof. Sivaji Chakravorti, Chair, IEEE Kolkata Section gave the welcome address and set the tone of the program and talked about the importance of such initiatives. Dr. Gargi Keeni, Professional Activities Chair, IEEE Kolkata Section and the Convener of the program, gave the inaugural speech putting emphasis on the fact that in countries like US such synergism between industry and institute works very well. However, in India

this approach is lacking. She also mentioned about the importance for root cause analysis of lacking of such partnerships. Participants from different industries presented their activities in this direction. Presentation by M/s Erricson explained how they are preparing talent pool of students for Telecom and IT from various institutes in India like, IITs and IISc. They are offering training programme for approximately 4000 students from several institutes, universities and colleges and are planning to introduce elective papers in the B.Tech and MBA courses of those institutes. Presentation from M/s TCS highlighted about their R&D initiatives and explained how those initiatives are exercising a synergy between industry and academia. Their focus for the research includes areas like Cloud computing, Sensor signal processing, intelligent infrastructure and machine to machine interaction. Their plan is to get theoretical support from academic institutes to develop and implement the algorithms. They have certain ongoing programs with ISI, and IITs. Intelligent campus and intelligent transportation related programs are examples of those. CESC, one of the leading power utilities in West Bengal, talked about their programmes with different institutes especially with IITs. After the presentations, a highly interactive session revealed many interesting facts and thoughts. The matter of long term investments from industries in research was discussed in details. It was emphasized that many small and medium industries with limited amount of investments produced significant contribution in innovation. Participants also shared their mixed experiences regarding collaborative works with different institutes as well as industries. Some of the participants also felt that there must be a common point of interest for both industry and institute for such program to succeed. Finding such common interest may come up as success stories in the case of such ventures. It was also discussed that there should be enough transparency between industry and academia during execution of collaborative works. Participants agreed on the point that "lack of faith" between industry and academia will not help in improving the situation in India. Participants also agreed upon the fact that IEEE can and should play a major role in removing such shortcomings to improve and strengthen the interaction between industry and academia. The role of the Government to form guidelines in this direction was discussed also. Importance of the Graduates Of Last Decade (GOLD) programs in this scenario was highlighted by the IEEE GOLD activity Chair of Kolkata. The strategic plan of IEEE Computer Society and their areas of focus in 2012-14 were presented which includes smart grid, cloud computing, computer vision and machine learning etc.

New Student Branch at St. Anthony s College, Shillong and Swami Vivekananda Institute of Science & Technology, Sonarpur, Kolkata. Special Interest Group on Humanitarian Technology Keeping parity with the motto, IEEE has been encouraging to come up with Special Interest Group on Humanitarian Technology (SIGHT) for the benefit of humanity. Kolkata Section has shown keen interest to form SIGHT for developing indigenous technologies particularly for the under privileged and needy people. SIGHT under Kolkata Section was approved by R10 to start up the activities with Prof. Iti Saha Misra as Coordinator.

IEEE SIGHT Kolkata Section Report for SIGHT Project on Low Cost Low Bandwidth Remote Virtual Educational Platform for underserved under IEEE Kolkata Section I am very pleased to communicate that the first program of SIGHT on Low Cost Low Bandwidth Remote Virtual Educational Platform for underserved, under IEEE Kolkata Section has been practically demonstrated in front of 20 IEEE members on 30 Nov 2012 at Broadband Wireless Communication Laboratory, involving 3 rooms and one sitting room of the coordinator, Prof. Iti Saha Misra, in a separate building acted as the Server Room. My other Group members are Prof. Salil Kumar Sanyal (ETCE, JU), Prof. Sivaji Chakravorti, (EE, JU), Dr. Debangshu Dey (EE, JU), Dr. Jawad Siddiqui (INRAPHEL, CU), Mr. Chinmay Saha (Swami Vivekananda Inst. of Sc. & Tech.) and Mr. Sayan Chatterjee (ETCE, JU). In this program I have explained the purpose, aim of this project along with the technical challenges, its solution and working principle with live demonstration. I am very happy to say that within very short period of time from June 2012 to Nov 2012, we could complete the project up to a satisfactory level we have promised to do. I am thankful to my working team especially Ms. Patrika Mandal and Mr. Swagato Misra who have worked hard for the completion of this work. Objective of the project: Virtual Education Platform for Underserved Remote classroom teaching where at a time considerable number of students can be served for the primary level of education and/or for a higher level of teaching assistance where availability of resources is the problem. Aim: The project work aims at building a prototype for the low cost Internet based education platform for the underserved in which following resources are the main constraints: Lack of good teachers Communication bandwidth Effective learning materials Effective methods of teaching

An Internet based solution that assumes computer facilities at the end points. Simultaneous use of more than one educational centre is possible in this platform. Technology challenges: The existing video streaming facility like Webex requires large bandwidth and interruption is the usual impediments for continuous delivery, which is very annoying to the recipients in bandwidth-starved area causing loss of concentration. In many places bandwidth is costly affairs too. In such a situation this platform would serve the best as the entire communication is made by Voice over IP communication. Development Platform: Microsoft.NET; Development Tool: Visual Studio 10; Development Language: C# Framework: Microsoft.Net framework 4 This particular project, related to remote class room teaching involves File Transfer, Power Point Presentation Control and VoIP based communication. The file transfer mechanism has been developed using C# while the power point presentation control mechanism has been implemented with Interop.Microsoft.Office.Core.dll. The messages, being converted from power point control events have been sent to the clients (students) through TCP connection to get the same effect at the server (Teacher) end. LumiSoft.Net.dll is the heart of the VoIP based communication to transmit the voice stream to the clients. The required VoIP based communication is fully developed for the purpose of the project. Main Features: Visual engagement on computer screen that can be displayed by projector at the class room Voice engagement preferably in local language and English, most suitable for low bandwidth solution Direct Interactive question answer session for the students at different centers A computer operator at the end node for uneducated students. Audio visual advancing controls would be maintained from the central Server node (Teacher s Room) from where only voice would be broadcast. Thus reducing the requirement of the communication bandwidth considerably. Mode of conduct: Teacher will conduct the class from the central node at fixed schedule, the voice will be streamed and the keystrokes controlling the presentation will be communicated along with the voice, feeling real time effect of the presentation. During the presentation session participants will be able to ask questions to the teacher at central node which he-or she can respond using voice. Establishing two way communications. It is to be noted that voice communication would also be made over the Internet. Work flow:

Service Platform: Central server with appropriate facilities like Internet, team to build the education materials, coordinator and teacher to conduct the central classroom etc. End-point: Classroom with Internet enabled computer, audio-visual presentation system appropriate for a classroom and an operator. Test model: Within two laboratories situated within a campus but widely separated. Sustainability: Two Step Process Through sponsorship: Any organization (NGO, IEEE, Companies etc) can sponsor for the underprivileged population for the basic education at primary level or higher. Through subscription: where good teachers and good teaching facilities are not available in the out of metro /tier 1 city (suburban), but would like to pay for the service. How to serve the underserved? We assume that this low cost education platform is to be used to the underserved students who need sufficient help for different level of learning at primary level, basic subjects like science and mathematics for continuing their studies. Low Cost Low BW- The usage: The prototype of the low cost low BW education platform may be used in many cases like: Developing the reading and writing skill in local language and English Basic understanding of the subject of science and mathematics like any class consisting a group of students Special classes at the level of secondary (class X) and higher secondary (XII levels) to further enhance a level of understanding to the students who lack good teaching assistance To deliver special lectures on a specific topic in a college level lacking good quality teaching Special interest in disabled persons for remote class room teaching. The technology can assist the physically challenged people and empower them to be part of the mainstream life.

Working Principle: 1. The main server program is loaded at the teacher s computer. The students application i.e client program runs on student machine at different student centre A, B and C etc connected with different IP. 2. The students are notified about the class time and concern teacher. During the session start students (Clients) will inform teacher that they are ready. 3. Teacher starts the session. 4. During the opening of study material from the teacher s room say any ppt file, all the students from different class room get the file one by one at their centre and teacher is notified that all students from different centre are connected. Accordingly count message is updated at the teacher s side. 5. Next, voice communication channel is established one by one from the student s center to the teacher. Teacher now conduct the class normally. During the ongoing session any student can ask questions that would be audible to all students connected to the system. 6. The beauty of the program is that, the total control mechanism would be governed by the teacher in his/her computers. Marking of the ppt presentation is also possible to emphasis any point. 7. Most important point is that for low cost low bandwidth solution, the interactive session is entirely based on voice communication over the Internet. 8. We are implementing the message chatting session at the end of the class. Second Program: Demonstration was made on the platform of one day workshop on Dignity In Disability: Women In Focus, jointly organized by Jadavpur University and National Institute for the Orthopedically Handicapped, on 10 th Dec 2012, TEQIP Building, Ground Floor, Jadavpur University. The purpose of this workshop is to celebrate International Day of People with Disability, Human Rights Day & Fortnight towards Ending Violence to Women. Several well-known professionals and academicians, who are working with different disability issues, have addressed the workshop. I felt honoured and happy to join this workshop and spoke about the development of my project for Low Cost Low Bandwidth Remote Virtual Educational Platform for underserved which may be an appropriate technological help for disabled person.

Report on IEEE AP-MTT Lecture Meetings Siliguri Institute of Technology, Jan 20 2012 An one day IEEE AP-MTT lecture meeting program was organised by IEEE AP-MTT Kolkata Chapter, at Siliguri Institute of Technology, Siliguri on 20 th January 2012. This program was a result of the policy adopted by the Chapter Executive committee regarding decentralization of the chapter events in various parts under the geographical coverage of IEEE Kolkata Section. Dr. Sudipta Chattopadhyay, SIT, Siliguri took active initiate in successful organization of the event. IEEE AP-MTT Lectures Meeting at Siliguri Institute of Technology Prof. Debatosh Guha, Institute of Radiophysics and Electronics and the founder Chair of the chapter, delivered the 1 st lecture on 125 years of Antenna. Prof. Guha covered interesting fundamental concepts of antenna and its chronology to the modern day smart antenna in his talk. Mr. Chinmoy Saha, Swami Vivekananda Institute of Science and Technology and chapter secretary delivered a lecture on an emerging topic entitled Engineered Materials: Concepts and Studies. The lecture meeting was attended by around 40 students participants of the host Institute.

Report on 2012 IEEE Indian Antenna Week (IAW) May 27-31, The Hotel Royal Plaza Gangtok, Sikkim India The third meeting of the IEEE Indian Antenna Week (IAW) was held at the Hotel Royal Plaza Gangtok, Sikkim, India, during May 27-31, 2012. This was a strategic location for attracting bright young antenna researchers from the North Eastern part of I n d i a. IAW 2012 was organized by the IEEE AP-MTT Kolkata Chapter, in association with U G C -NRCPS, University of Calcutta. About 70 participants, including young researchers, technical experts, and IEEE delegates, attended this five day workshop Figure 1. IEEE AP-S President (2012) Dr. Steven R. Best of the MITRE Corporation, USA, addressed the audience at IAW 2012. Figure 2: Indian Antenna Week 2012, Inauguration Speech They enjoyed the event in one of the most beautiful hill stations in the Himalayan range in India.IEEE AP-S President, Dr. Steven Best, addressed the audience and delivered the keynote talk (Figure 1) after the inauguration of the IAW 2012 (Figure 2). Under the IEEE AP-S Distinguished Lecturer Program, Prof. Peter Hall of the University of Birmingham, UK, and Prof. Levent Gurel of Bilkent University, Turkey, attended the event (Figure 3), and offered two interesting tutorials on Body Area Networks at 60 GHz and Fast Algorithms and Parallel Computing Techniques, respectively. Senior scientists from Indian defence and space

organizations addressed some important aspects of the current status of antenna research from an Indian perspective. Dr. D. C. Pande, Director (Technical), LRDE, Bangalore, inspired and enlightened the participants with state-of-the-art techniques for EMI/EMC. An important topic, Materials for Microwave and Antennas, was another important addition to this work- shop. This was addressed by Dr. M. T. Sebastian, Head of Material Division of NIIT-CSIR, Tiruvananthapuram, India. Prof. R. Garg of IIT Kharagpur, India, gave a tutorial on Antenna Analysis and Design Using PECC Modeling. A special session to showcase PhD work on antennas by selected doctoral students from different universities was introduced, to encourage graduate students and to keep senior academicians abreast on their research. On the third day of the workshop, the participants enjoyed a day-long trip to Tsomgo Lake, located near the Indo-China border at an altitude of about 15,000 feet above sea level. This is a picturesque location, having a big lake surrounded by snowy peaks along with misty clouds. Everyone enjoyed the temperature of about 7 C-8 C during the Indian summer, a significant drop from the 40 C-45oC at the plains. Some brief statistics of the conference are as follows: there was one keynote session, there were nine tutorial sessions, three Distinguished Lectures, and three technical sessions. Report on IEEE AP MTT Workshop on Microwave Circuits on 8th and 9th September 2012 at NSHM Knowledge Campus Durgapur A two day workshop on Microwave Circuits was held at NSHM Knowledge campus Durgapur on 8th and 9th September 2012 in an effort to expand IEEE activities in to places beyond metropolis. The place Durgapur is about 160 KM from Kolkata West Bengal having a numerous engineering colleges apart from centrally funded Institutes like CMERI (central Mechanical Engineering Research Institute) and National Institute of Technology. The event was attended by over 40 participants mostly from technical Institutes around the region. Figure 1. Report on Young Scientist Colloquium 2012 Organized by IEEE AP-MTT KOLKATA CHAPTER The young scientist colloquium of the chapter was organized on September 14 2012 at the Pearl Hotel, Kolkata. The colloquium coincided with the visit of Dr. Peter Staecker, IEEE President Elect to India who graced the occasion to the delight of the young participants. Dr. Peter Staecker was visiting India for the Dedication ceremony of IEEE Milestone Plaques in recognition of fundamental scientific contributions Sir J. C. Bose, Father of Microwave and Millimeterwave Technologies and Sir C. V. Raman (NL 1930), discoverer of Raman Effect. The colloquium event was planned to inspire young scientist and Student Members of the chapter and they indeed grasped this opportunity to showcase their research works before the audience in presence of the IEEE president Elect. Dr. Staecker is indeed an eminent expert in the RF and Microwave domain and belongs to IEEE MTT-S. The program was attended by about 40 researchers. Figure 1. A Two days Workshop on PLANAR ANTENNA was organised by IEEE AP MTT Joint Chapter Kolkata Section, as a part of its outreach program, in National Institute of Science & Technology, Palur Hills, Berhampur from 22nd to 23rd September 2012. In the inauguration, Prof. N. Das and Prof. A. K. Panda (Figure 1) addressed the participants as the Honorary Chair and Chair of the Workshop respectively. Besides them, Prof. R. K. Mishra, the Chairman of IEEE AP-MTT Kolkata Chapter introduced various activities of the Chapter and highlighted the benefits of being a member of the Chapter. On the first day, Prof. Niranjan Das, NIST dwelt over many unexposed area in the field in a presentation entitled Need and techniques of optical Switching which in the morning session of the workshop. It was followed with a talk on Body Centric Communication and Wearable Antenna by Prof Bhaskar Gupta, Jadavpur University (Figure 2), in which the participant got exposure to many planar antenna made up of wearable materials through experimental results. The prelaunch session ended with deliberations on a broad spectrum covering the history of the dipole, the current microstrip antenna, the difference between a resonator and antenna by Prof Debtosh Guha, IRPE, Kolkata in his talk on Principles of DRA. In the afternoon session Dr. K. P. Ray, SAMEER, Mumbai discussed the topic Antenna: What we Know and we don t know in which he dealt with the fundamentals of Planar antenna, which among others included how and why the different formulas are developed & used. This was the first session from one of the premier R&D institutions of India, which was a very rewarding experience for the participants. On 23rd September, the final day of the workshop, the morning session was an industry based one, presented by Dr. P. H. Rao, SAMEER, Chennai, focused on necessity and design techniques of Reconfigurable Antenna. It s. The pre-lunch session was again by Dr K. P. Ray, SAMEER, Mumbai which covered practical techniques with relevant Physics background on Broadbanding Microstrip Antenna. In the post-lunch session Dr. Rowdra Ghatak, NIT, Dugapur delivered a talk on Application of ABCD Matrix in which he discussed its significance in designing various RF Circuits used in planar antenna systems. In the concluding session Prof R. K. Mishra, Berhampur University talked on CAD Models for Antenna using a simple microstrip antenna model and deriving various parameter of the antenna and their relationship with the Q-of the system. Summary of few note worthy feedback from the participants collected from the participants are the following : After talking about a particular area the Speakers should give few problem statements / assignments for the participants which can make them think about the topic more deeply and thoroughly, which can also motivate towards research.

The duration of the workshop can be extended for more than two days (at least seven days) so that it would be possible to cover the fundamental as well as advanced topics. It will be highly beneficial if more hands-on sessions are involved in the workshop. Report on National Seminar on Microwave and Optical Communication Systems (NS-MOCS 2012) Jointly Organized by Department of Electronics and Communication Engineering, Swami Vivekananda Institute of Science & Technology & IEEE AP-MTT Kolkata Chapter SEPTEMBER 21-22 2012 The National seminar on Microwave and Optical Communication Systems (NSMOCS 2012) was jointly organized by Electronics and Communication Engineering department, Swami Vivekananda Institute of Science and Technology (SVIST), Sonarpur,Kolkta-145 during September 21-22 2012 and IEEE AP-MTT Kolkata Chapter. This was the second endeavor in the campus of SVIST after the successful organization of SWAC 2011. The seminar was planned to provide the budding electronics engineer of different colleges and universities a platform of gathering physical concepts and state of the art technologies in the broad domain of microwave and optical communication. Saha (Figure 4 (b)), SVIST and PDH to SDH, by Mr. Chittajit Sarkar and Microwave passicve Components by Dr. M.K.Madal IIT Kharagpur were highly informative and the participants were exposed to some new interesting aspects of state of the art techniques in Microwave and Optical arena. Mr. S.Anand, Reliance Communication and Mr. Sunoy Chatterjee, Idea Cellular Ltd delivered highly informative talks on the latest technological developments in the telecom industry. After a series of technical presentations for two days a valedictory session was conducted. Mr. Shounak Dasgupta, Joint. Convenor, NSMOCS 2012 delivered the formal vote of thanks. All the participants expressed their satisfaction and gave positive feedback in the valedictory session of the program (Figures 5 and 6).

Circuits and Systems Society The Circuits and Systems (CAS) Chapter is probably the smallest Chapter under IEEE Kolkata Section. The 2012 activities of the CAS Chapter started with the organization of a Distinguished Lecturer Program (DLP) held on February 6, 2012 at Future Institute of Engineering & Management, Sonarpur. The DLP was delivered by Dr. P. K. Meher, Senior Scientist, Institute for Infocomm Research, Singapore on the topic Algorithm-Architecture Co-Design for DSP Applications. There was a huge gathering in the auditorium and the students were overwhelmed with the presentation from Dr. Meher. Prof I.S. The Chapter organized 16 Technical Lecture Meetings in different areas such as Wikipedia, Information Theory, Testing of Semiconductor Devices, Cloud Computing, Statistical Communication, Photonic Crystal Fiber, Unified Communications, Dielectric Resonator Antenna, Approximation Algorithm, OP-AMP Circuits, Broadband Wireless Networks, Window based FIR Filter Design, Pulse-Shaping Filters and CORDIC based FIR Filter Design throughout the year 2012. In all these meetings, a large section of student community was present to understand the latest state-of-the-art technologies in the relevant areas. There was a good no. of participation from the students of different Engineering Colleges, both in paper presentation and in Circuit Design contest. The students exhibited different system designs using electronic components in the Circuit Design contest and thereby expressed their design creativity for becoming a good professional electronic circuit designer in future.

The Chapter extended Special Support in organizing 16 th International Symposium on VLSI Design and Test (VDAT-2012) during July 1-4, 2012 at BESU, Shibpur. Further 3 rd International Symposium on Electronic System Design (ISED-2012) was Technically Co-Sponsored by IEEE CAS Chapter and was organized during December 19-22, 2012 at BESU, Shibpur. Based on the activities done by the CAS Chapter, the IEEE Circuits and Systems Society sanctioned an amount of US Dollar 1,100 /- as a special support fund to carry out future activities. The second CIS Chapter meeting was held on June 20, 2012 to approve the proposal of presentation in a seminar by Dr. Basabdatta Sen Bhattacharya of University of Lincoln, UK in ETCE dept., JU. C. The third chapter meeting was organized on 22nd June to finalize the seminar presentation by Prof. Joydeep Ghosh of University of Texas at Austin, USA in ETCE dept., JU. D. The fourth meeting of the IEEE CIS Kolkata Chapter was held on 2nd July to discuss the modality of organizing a two days seminar in St. Thomas college of Engineering and Technology (STCET) jointly by the IEEE CIS Kolkata Chapter and STCET. E. The fifth meeting of IEEE CIS Kolkata Chapter was held on August 16, 2012 to consider the feasibility of organizing a seminar at Orissa Engineering College in October, 2012 and B. C. The second seminar of the CIS Chapter of IEEE Kolkata Section by Dr. Basabdatta Sen Bhattacharya of University of Lincoln, UK was organized at Amitava Dey Memorial Hall of CSE dept., JU. The title of the seminar was Neural Mass Computational Model to Mimic Electroencephalogram in Neurological Disorders. C. The third seminar of the CIS Chapter of IEEE Kolkata Section by Prof. Joydeep Ghosh of University of Texas, Austin, USA was organized at Amitava Dey Memorial Hall of CSE Dept., JU. A Seminar on Actionable Mining of Large, Multirelational Data Using Localized Predictive Models IEEE Computational Intelligence Society of Kolkata Chapter has organized a lecture on 27th July, 2012 by Prof. Joydeep Ghosh at Amitava Dey Memorial Hall of Computer Science Engineering department, Jadavpur University. He received his Ph.D from the University of Southern California in 1988. He has received B.Tech from IIT Kanpur in 1983. He is the founder and director of IDEAL (Intelligent Data Exploration and Analysis Lab) and a Fellow of the IEEE.

Dr. Ghosh has published over 300 referred papers and 50 book chapters and co-edited more than 20 books. In his presentation, Prof. Ghosh introduced the scope of localized Predictive Models in mining of large multi-relational database. Dr. Sen in her talk introduced the scope of neural computation models to mimic EEG in neurological disorders. Basabdatta received her Ph.D. degree from the School of Computer Science, University of Manchester in 2008. In her Ph.D. thesis she considered designing models of spiking neurons in the central nervous system. She received her M.E. degree in Computer Engineering from the department of Electronics and Telecommunication Engineering, Jadavpur University, Kolkata. In her presentation, she discussed the role of neurons working in synchrony changing pace to reflect different brain states, even during sleep. Such behavior is aptly termed as neuronal choreography. In her presentation, she gave importance to neural mass models as an efficient tool to mimic such synchronous neuronal population behavior. A case study on Alzheimer s disease is presented, leading on to future research directions. One-day Workshop on Foundations and Advances in Computational Intelligence Prof. P. K. OEC is the first private Engineering College in the Eastern region of India. The workshop has a great impact on the faculty members of the state and outside. The Summer School on Algorithms, Data Structures and Programming was held during 11 15 June, 2012 at Indian Statistical Institute, Kolkata. This event was designed to serve as a career booster program for undergraduate engineering students (with preference to motivated women

students from weaker socio-economic background) of computer science, electronics and information technology. There were a number of lectures covering (i) Data Structures, (ii) Algorithms, (iii) Graph Theory, (iv) Graph Algorithms, (v) Program Debugging, and (vi) Notion of Computational Complexity. A special 90 minutes' session was also there on problem-solving in the areas of Discrete Mathematics and Graph Theory. A host of laboratory sessions were also conducted in which participants were given rigorous programming exercises. The workshop could instantaneously connect with the student participants and there was demand to organize more such in the future. Communication Society Annual Report: 2012 Summary of Activities With the approval of IEEE RAB Committee, the IEEE ComSoc Kolkata Chapter (affiliated to the IEEE Kolkata Section) had been formed on Oct. 13, 2003 and the Chapter is fully active now. DIELECTRIC & ELECTRICAL INSULATION CHAPTER Introduction: The geographic area under the jurisdiction of IEEE Kolkata Section has several groups active in the area of Dielectric Engineering. Quite a few of these group members are IEEE members and some of them publish regularly in the Transactions on DEI. These members wanted to come together under the umbrella of IEEE DEIS by forming this chapter. Geosciences and Remote Sensing Society Annual Report of IEEE GRSS Chapter for the Year 2012 IEEE GRSS Chapter under IEEE Kolkata Section was formed with effect from 19 September 2012 as conveyed to us by Cecelia Jankowski, Managing Director, MGA, IEEE. Prof. Animesh Maitra of Institute of Radio Physics and Electronics, University of Calcutta, is the Organizing Chair of the Chapter. This is the second GRSS Chapter in India, the first one being IEEE GRSS Delhi Chapter at Jodhpur. IEEE GRSS has taken special initiative to expand its activities in India and it has been very appropriate time to establish the Kolkata Chapter of GRSS. It will be endeavour of the Chapter to bring together academicians, professional, researchers and students on a common platform for interaction, collaboration and exposition through holding lectures, seminars and workshops at different places under the purview of IEEE Kolkata Section. The Chapter has been formed with 18 Members who are located at different institutions in Kolkata, Guwahati, Kohima, Rourkela, Jalpaiguri. Since the formation of the Chapter, at least four new members have joined the GRSS Chapter. IEEE Women in Engineering Affinity Group Activities of IEEE Women in Engineering Affinity Group, Kolkata Section in 2012 June 11-15: Summer School on Algorithms, Data Structures and Programming This event was a major activity for the small yet motivated group of women engineers. It was designed to serve as a career booster program. The participants were primarily first and second year undergraduate students (with preference to motivated women students from weaker socioeconomic background) of computer science, electronics and information technology in the local engineering colleges. The goal was to reinforce their confidence in fundamental concepts of computing and to build a solid foundation in programming skills at the level of top engineering institutions of the world. This would increase their career prospects immensely. This event was held at Indian Statistical Institute (ISI), internationally famous for its high quality teaching and research in the areas of mathematics, statistics, computer science, natural and social sciences. It comprised lectures in the morning sessions by eminent professors of ISI, and hands-on laboratory sessions in the afternoons conducted by graduate students and a few faculty members of ISI. Around 150 applications were received among which 60 students were selected finally to attend the summer school. The event began with a test to assess the level of programming competence of the participating students. While the test was being graded, a brief formal inauguration was held where the students had the opportunity to learn about IEEE and was strongly recommended to become student members of IEEE as well as WIE so that they could enjoy many other benefits. Nandy, the Professor-in Charge of the Computer and Communication Sciences Division, Professor Nabanita Das, Immediate Past-Chair of IEEE WIE AG and Professor Susmita Sur-Kolay, WIE AG Chair addressed the gathering.based on the outcome of the test, the students were divided into two groups, namely group A with those having the basic skills of programming and group B who were merely beginners. While students in Group A were delivered with advanced programming classes starting from pointers, those in group B were taught from the basics. The lab sessions were held to give them more practical exposure as well as help them in developing programming logics. During the next four days, there were also eight lectures of 90 minutes duration each covering (i) Data Structures, (ii)algorithms, (iii) Graph Theory, (iv) Graph Algorithms, (v) Program Debugging, and (vi) Notion of Computational Complexity. A special 90 minutes' session was also there on problem-solving in the areas of Discrete Mathematics and Graph Theory. In the laboratory sessions, the students implemented the data structures and algorithms learnt in the lectures.

On the last day, a special lecture was delivered by the respected Director of Indian Statistical Institute. He introduced the basic notion of approximation algorithms with the help of real life application in garbage collection scheduling problem. July 1 4 - WIE AG sponsored awards for the Best Poster in the PhD Forum of the 16th International Symposium on VLSI Design and Test held at Bengal Engineering and Science University, Shibpur, India: On July 2, a panel of experts led by Prof. Nabanita Das and Prof, Sanghamitra Bandyopadhyay of ISI, evaluated the 15 short oral presentation and the poster demonstration to select candidates for the best and the second best posters. The awards in the form of a certificate and IEEE membership fees for 2013 were declared at the Banquet of the Symposium. Dec 17-18 - WIE AG sponsored award for the Best Poster by a student at the 5th International Conference on Computers and Devices for Communication. On December 17 and 18, a panel of experts evaluated the 41 short oral presentation and the poster demonstration by fulltime student authors to select candidate for the best poster paper award and two for certificate of appreciation. The best student poster paper award was for IEEE student membership fees for the year 2013.

ABHIVYAKTI IEEE event on 1st April, 2012 Matching the IEEE stature & continuing with its tradition, BIT Patna chapter conducted a technical event ABHIVYAKTI on April 1st 2012 with the theme inspired by the tagline of IEEE ADVANCING TECHNOLOGY FOR HUMANITY.The participants were given an opportunity to present their innovative and ground-breaking technical ideas with present and future prospective. It was a 1-day intra-college event comprising of sessions on paper-presentation; technical-quiz; poster presentation & an on-spot remedy for real life technical issues. The intra-college event was graced by the presence of our Chief Guest Late Prof G.P. Lal, an active IEEE member who represented The Tech- Community of India in the India-USA bilateral conference held at IEEE

headquarters in 2003-2004.The event also witnessed a Guest Lecture from Prof. S.M. Sahay, member of Bihar State Electricity Regulatory Commission, who enlightened the audience about the State Electricity Regulatory Acts and Policies adopted for the Indian Power Industries.The event was attended by approximately three hundred people including those who were directly connected with IEEE & those who were curious to know about IEEE, its significance and contribution to the society. Workshop on ethical hacking & cyber forensics on 13th and 14th October, 2012 IEEE BIT Patna Students Chapter organized a workshop on ethical hacking and cyber forensics in collaboration with AIESEC IIT Kharagpur and TechBharat Consulting on 13th and 14th October,2012. 82 eager learners from NIT Patna, BIT Patna and NSIT Bhita, knowing very well that cyber security is our shared responsibility, attended the workshop.the instructor Mr. Christy Philip Mathew, a Computer Security Researcher and Instructor for TechBharat Consulting, mesmerized the audience with the intriguing life stories of ethical hackers such as Kevin Mitnick and Julian Assange, and the Hactivist group Anonymous.In addition, how spoofing, email hacking, session hijacking, google hacking etc. are done was demonstrated in order to elucidate how such activities can be prevented. The workshop introduced the students to basic information technology terminologies and left them with an urge to understand more and more about the world of hacking so that they may be able to contribute towards securing the world s data. ABHIVYAKTI IEEE event on 8th,9th December, 2012 We conducted a 2-day INTER-COLLEGE event on 8th and 9th December, 2012 which was framed around the main theme of Advancing Technology for Humanity i.e the tag line for IEEE.The event was inaugurated by the Chief Guest, Dr.Ashwini Kumar Lal, retired as Deputy Adviser in the Union Ministry of Statistics & Programme Implementation, New Delhi on 8th of December. There were a total of 6 events namely, Posteresis (poster making) De Novo (paper presentation) Technomania(technical Quiz) Anuprayog Tech Summit D Modello Soluzoni also a guest lecture by Prof.M.P.Singh, HOD Department of CSE from NIT Patna was scheduled on 9th of December. The event was a great success with an overwhelming participation and response of the students.

EVENT S Description POSTER PRESENTATION (POSTERESIS) Poster presentation being the most important aspect of an event as it brings out the creativity of its participants in form of innovation and expressed in form of posters. The theme for Posteresis was Redesigning an Indian City Judgement criteria :- Creativity, Innovation, Practical Application or feasibility. PAPER PRESENTATION (DE-NOVO) Paper presentation is the event where we provide the participants a platform to come up with their research work and innovative ideas related to different technical domains. Judgment Criteria:- Innovation, feasibility and originality of the idea presented. Presentation will be followed by a cross questioning session, on the basis of which points will be awarded. The 3 best presentations will be rewarded. TECHNICAL QUIZ (TECHNOMANIA) A technical quiz to test the technical knowledge of students will be organised. This is a team event consisting of 2 members, preferably of different branches. The final teams will be selected on the basis of a preliminary written elimination round. And the top three teams will be awarded. ANUPRAYOG Anuprayog was an event which was all about innovation in the application of a pre-existing technology. In this event the participants were provided with a defined, existing technology and also with the desired area of its application. To this the participants were required to submit abstracts of their innovative and creative application in the desired area. Based on their feasibility and creativity the abstracts were selected and henceforth the selected teams were asked to further elaborate on their idea and present it to the panel of judges and the audience. DI MODELLO SOLUZIONI This is the event where the contestants were to implement their creativity and technical skills to solve some real world problems in the form of a design model constructed with the help of items present in our Techie Virtual Shop The problem statements was released around a week before the event. Participants with unique & feasible design model including optimized usage of Virtual Shop components got an opportunity to present it in front of the audience. The best solution with the appended design model was rewarded.

TECH-SUMMIT This is an event which brought together the participants representing their respective states to a common platform where they tried to draw the attention of the people to the technical problems prevailing in their states and propose the solution to the problem which they assess the most threatening one. The event aimed to enlighten the people about the technical problems prevailing in different sections of the country that has been proved to be a hurdle in the path of their progress and expects the participants to propose practical yet feasible idea to combat the same. IIIT Bhubaneswar hosted the most anticipated technical festival The IOTA fest with pomp and gaiety. The amalgamation of the surfeit of students and various technical events added the motive of bringing the lot from inspired people.
