FIRST AID AND MEDICINES POLICY REVIEW PROCEDURES The First Aid and Medicines Policy for Medway UTC is to be reviewed annually by the Principal. The next review of the Policy Document will be: June 2019 AMENDMENTS The Policy Document has been amended in light of updated guidance on supporting students with medical conditions, drafted by the Department of Education. It is the responsibility of the Principal to ensure that the complete amendment is incorporated into all copies of the document and recorded accordingly on the Amendment Sheet. Copies of pages made redundant by the amendment are to be disposed of immediately and not to be retained for any reason. STATEMENT OF INTENT The Governors and Principal of Medway UTC believe that ensuring the health and welfare of staff, students and visitors is essential to the success of the UTC. We are committed to: Providing adequate provision for first aid for students, staff and visitors. Ensuring that students with medical needs are fully supported at the UTC. Procedures for administering medicines and providing first aid are in place and are reviewed regularly. We will ensure all staff (including supply staff) are aware of this policy and that sufficient trained staff are available to implement the policy and deliver against all individual healthcare plans, including in contingency and emergency situations. We will also make sure that the UTC is appropriately insured and that staff are aware that they are insured to support students in this way. In the event of illness, a staff member will accompany the student to the UTC office/medical room. In order to manage their medical condition effectively. The UTC also has a Control of Infections Policy which may also be relevant and staff should be aware of. Name: Signature: Date: Principal 3

Medway UTC - Healthcare Professional ARRANGEMENTS The UTC will be allocated a suitably qualified healthcare professional; this person will have the lead role in ensuring that students with medical conditions are identified and properly supported in UTCs, including supporting staff on implementing a student s Healthcare Plan. The UTC healthcare professional will work with the Safeguarding Lead/SENCO to determine the training needs of UTC staff. Suitable cover will be provided in the absence of the UTC nurse/healthcare professional. First Aid Team and Training The Vice Principal (Student Welfare and Management) has overall responsibility for First Aid in liaison with the Designated Lead First Aider and Trainer. There are at least five other members of staff who have been trained in First Aid at Work and hold current certificates who are willing and competent to administer medicines including epi pens. Where specialized medication needs to be given (eg Glucostop or Buccal Midazolam) training will be offered to all first aiders. First Aid Boxes The first boxes are co-located with the first aid points, these are listed as an Appendix to this policy. There are first Aid points on every level throughout the UTC. Medication Students medication is stored in the medical cabinet in the main reception and is accessible through the trained first aid staff. An additional emergency medication cabinet is located on the top floor in the Science Technician s room. First Aid In the case of an accident, the procedures are as follows: The member of staff on duty calls for a first aider; or if the student can walk, takes him/her to a first aid post and calls for a first aider. The first aider administers first aid and records details on a UTC accident report form. If the student has had a bump on the head, they must be given a head bump letter. Full details of the accident are recorded on the accident report form If the student has to be taken to hospital or the injury is `work related then the accident is reported to the Governing Body. If the incident is reportable under RIDDOR (Reporting of Injuries, Diseases & Dangerous Occurrences Regulations 2013), then as the employer the Principal/Health and Safety Officer will arrange for this to be done. 4

UTC Insurance Arrangements The Business Manager will advise on any insurance related issues with reference to medical cover. UTC Off-Site Activities On all Residential/Overseas visits, in the absence of the provider/residential first aider, the appointed UTC member of staff will administer First Aid. Reports will be completed in accordance with procedures at the Residential Centre. In the case of day visits a trained First Aider will carry a travel kit in case of need. Administering Medicines in Medway UTC Prescribed medicines may be administered in the UTC (by a staff member appropriately trained by a healthcare professional) where it is deemed essential. Most prescribed medicines can be taken outside of normal UTC hours. Wherever possible, the student will administer their own medicine, under the supervision of a member of staff. In cases where this is not possible, the staff member will administer the medicine. If a student refuses to take their medication, staff will accept their decision and inform the parent/carer accordingly. In all cases, the UTC must have written parental permission outlining the type of medicine, dosage and the time the medicine needs to be given. These forms are available in the UTC office. Staff will ensure that records are kept of any medication given. All medication stored on site MUST have a pharmacy label. Non Prescription drugs such as anti-histamines and pain relief medication must have a pharmacy label if parents wish the school to store these. These medications will not be given to a student before 1300 (1pm) to take precautions against overdosing. Storage/Disposal of Medicines Wherever possible, students will be allowed to carry their own medicines/ relevant devices or will be able to access their medicines from reception for self-medication, quickly and easily. Students medicine will not be locked away out of the student s access; this is especially important on offsite activities. It is the responsibility of the UTC to return medicines that are no longer required, to the parent/carer for safe disposal. Parent/ carers will be contacted regarding out of date medication and asked to come to collect/ exchange it. Asthma inhalers and Epi Pens will be held by the UTC for emergency use, as per the Department of Health s protocol. Accidents/Illnesses requiring Hospital Treatment If a student has an incident, which requires urgent hospital treatment, the UTC will be responsible for calling an ambulance in order for the student to receive treatment. When an ambulance has been arranged, a staff member will stay with the student until the parent/carer arrives, or accompany a student taken to hospital by ambulance if required. Parent/carers will then be informed and arrangements made regarding where they should 5

meet their student. It is vital therefore, that parents provide the UTC with up-to-date contact names and telephone numbers. Defibrillators At present Medway UTC does not have an AED (Automated Electronic Defibrillator) However as part of their Health & Safety Action Plan it is proposed that an AED is made available within the UTC as part of the first aid equipment. All First aiders are trained in the use of defibrillators. The local NHS ambulance service have been notified of its location. Students with Special Medical Needs Individual Healthcare Plans Some students have medical conditions that, if not properly managed, could limit their access to education. These students may be: Epileptic Asthmatic Have severe allergies, which may result in anaphylactic shock Diabetic Such students are regarded as having medical needs. Most students with medical needs are able to attend UTC regularly and, with support from the UTC, can take part in most UTC activities, unless evidence from a clinician/gp states that this is not possible. Medway UTC will consider what reasonable adjustments they might make to enable students with medical needs to participate fully and safely on UTC off site activities. A risk assessment will be used to take account of any steps needed to ensure that students with medical conditions are included. Medway UTC will not send students with medical needs home frequently or create unnecessary barriers to students participating in any aspect of UTC life. However, UTC staff may need to take extra care in supervising some activities to make sure that these students, and others, are not put at risk. An individual health care plan can help Medway UTC identify the necessary safety measures to support students with medical needs and ensure that they are not put at risk. Medway UTC appreciates that students with the same medical condition do not necessarily require the same treatment. Parents/carers have prime responsibility for their child s health and should provide the UTC with information about their child s medical condition. Parents, and the student, if they are mature enough, should give details in conjunction with their student s GP and Paediatrician. The UTC Healthcare Professional may also provide additional background information and practical training for UTC staff. Procedure that will be followed when the UTC is first notified of a Students medical condition. Arrange a meeting with the parent/carer to discuss arrangements and draw up a working healthcare plan This will be in place in time for the start of the relevant UTC term for a new student starting at 6

the UTC or no longer than two weeks after a new diagnosis or in the case of a new student moving to the UTC mid-term. Appendix 7
