PROJECT BACKGROUND & OBJECTIVES The Tompkinsville Esplanade is part of an overall plan for improving public access along Staten Island s shoreline. Provide the missing link in the esplanade that connects the New Stapleton Waterfront to the St. George Ferry terminal for a growing North Shore population in need of transportation alternatives Provide shoreline rehabilitation/hardening, resiliency, infrastructure and connectivity needs while providing high-quality waterfront open space Create nearly half a mile of pedestrian/bicycle pathways along the waterfront that connect the North Shore of Staten Island Provide permanent pier facility for DOT Dockbuilders Integrate safe esplanade access with existing water-dependent operations 3

SUB-PROJECT DOT DOCKBUILDER S PIER Design and construct permanent facility for DOT Dockbuilders, which provides critical maintenance and repair services to the SI Ferry and other DOT waterfront property. Dockbuilders is temporarily located within Homeport-Phase 3. The permanent pier facility will be located in the vicinity of former Pier 7 Balance water-dependent uses with upland public waterfront access and roadway improvements. 9

CONTRACT SUMMARY NYCEDC is managing the design and construction of the project Anticipated Contract Execution: September 018 Anticipated Contract Term: Four (4) Years with two one year extensions Estimated Construction Budget: ~$47 million (FEMA 48 and City Capital) M/WBE Participation Goal: 30%; State-Certified Firms 11
CONSULTANT SELECTION CRITERIA 30% The quality of the proposal and the degree to which it demonstrates the respondent s full understanding of and the ability to perform the Services; and the content of the proposal demonstrating the respondent s full understanding of the Project schedule and budget. 5% Scope of Services described herein; the quality of the respondent s management, reputation, and references; the terms under which the respondent will commit its personnel without transfers and changes and; favorable history, if any, in contracting or doing business with the City and/or NYCEDC. 0% The proposed Consultant Team s experience in providing services similar to the Scope of Services described herein; the quality of the Consultant Team s management, reputation, and references. 15% M/WBE Participation Goals 10% Fee and Cost Schedules 1
M/WBE Goals and M/WBE Narrative M/WBE Program - M/WBE Program established under the Lower Manhattan Development Corporation, Executive Law 310 and Executive Order 8 of 011. - M/WBEs must be certified by Empire State Development s Division of Minority and Women s Business Development M/WBE Participation Goal for both RFPs: 30% (as percentage of total contract value) Respondents must submit an M/W/DBE Subcontractors Participation Plan demonstrating how they will achieve their proposed level of M/WBE participation - Respondents must also submit Intent to Perform as Subcontractor forms for each of the firms on the M/W/DBE Subcontractors Participation Plan, providing confirmation that the firms have been contacted and plan to work on the project Plan will be rated and factor into selection - Respondents submitting proposals with a Participation Goal lower than the lower bound of the range shall receive a score of zero (0) for this selection criteria - 15% of selection criteria corresponds to the quality of the M/WBE Subcontractors Participation Plan Final M/WBE Goals will be incorporated into the Consultant Contract - Selected Respondents will be required to meet the stated M/WBE goals or demonstrate good faith efforts 13
