April 5,2011 Board of Trustees Agenda Action Item: Background In 2007 the Board of Trustees discussed the appropriate peer group to use for Salary comparisons, for faculty and Administrators at the College. This decision we prompted, in part, by the identification of institutional peers by the National Center for Higher Education Management Systems (NCHEMS) for funding purposes. As a result, the Board reaffirmed continuing to use the existing peer group of 65 institutions for salary data purposes. During Spring of 2011, the President requested a review of the College's salary comparison peers. A committee was established of the Dr. Kamran Sahami (Faculty Senate Dr. Juan Dempere (Faculty Senate Dr. Gene Saxe (Faculty Senate Dr. Layton Curl (Faculty at Large) Dr. Rich Pozzi (Counsel of Chairs) Ms. Judy Zewe (Human Resources) Ms. Ellen Boswell (Institutional Research) Ms. Natalie Lutes (Vice President Administration, Finance & Facilities) Ms. Vicki Golich (Provost/Vice President Academic & Student Affairs The Key Objectives Included: A. Research the possible sources of data to use for salary data comparison - For Example, the College historically used the comparative data available from the College and University Processional Association -HR (CUPA-HR). Determine whether this is the best source of data or if a better option exists. B. Recommend whether a single peer group and data source should be used for both faculty and administrators. C. Develop a systematic process which maximized fair and consistent identification of comparative salaries. D. Select the key criteria to use in identifying comparative institutions. Key criteria examined included: location, mission, undergraduate and limited masters, size, Carnegie classification, residential or non-residential, etc. Analysis: The committee recommends using a single data source for both faculty and administrators. The comparison for faculty is by rank and discipline, while for administrators it is by similar responsibly. The committee agreed to achieve these primary goals, the best data source continues to be CUPA. CUPA requires a minimum of 5 comparative institutions to provide data for position comparison. Additionally, in order to achieve the maximum number of position comparison, a minimum of 50 comparative institutions are required. By identifying the key criteria, gathering the institutional specific information, and selecting only institutions that participate in the annual CUPA salary survey, a new group of 61 comparative institutions has been identified. Using the FY2011-12 CUPA data, a preliminary cost estimate to implement this revised peer group was completed. This analysis compared the new CUPA group average salary to the current position salaries. This resulted in approximately 75% of the salaries falling below the new CUPA average. It is projected that an estimated 5% salary increase is necessary to move this distribution to 50% above and 50% below the average. If the new CUPA group is approved, the actual cost analysis will be completed using FY2012-13 CUPA data. Page 7 of 8
