INTRODUCTION AND COURSE DESCRIPTION The Travel Safely by Boat standards were originally a core element of the Tropical Basic Offshore Safety Induction and Emergency Response Training standard (TBOSIET), which was developed jointly by the management of MEGAMAS Training Company Sdn Bhd; Kuala Belait, Brunei and Brunei Shell Petroleum. The element was titled Travel Safely by Boat and addressed the Brunei regional requirement for boat travel to and from offshore platforms and transfer of personnel between the vessel and the offshore platform. Those regions where boat travel and transfer is prevalent can now adopt this standard. It is a major objective of the offshore oil and gas industry to prevent incidents occurring and if they do occur to be able to respond effectively to them. The training establishment should recognise that the Travel Safely by Boat training is only part of a broader basic safety training programme and therefore boat transfer training must not be delivered in isolation. There will also be company and installation specific inductions and emergency response training of which most will be conducted offshore on a regular basis as offshore drills and exercises. SECTION A INITIAL TRAINING The information in this section is for trainers. It provides the requirements for Initial Training which includes a programme to enable delegates to acquire the necessary knowledge and skills which underpin the tasks to be performed. A.1 Target Group for Initial Training This programme is designed to meet the initial onshore safety and emergency response training for new entrants and all personnel currently travelling and transferring by boat to an offshore oil and gas installation. A.2 Delegate Pre-requisites for Initial training No prerequisites are required. Delegates who are in possession of a current BOSIET(with EBS), FOET(with EBS), HUET (with EBS), Tropical BOSIET, Tropical FOET, Tropical HUET, BOSIET (with CA- EBS), HUET (with CA-EBS) or FOET (with CA-EBS) are not required to participate in practical life raft and in-water sea survival exercises. A.3 Physical and Stressful Demands of the Initial Training Course Training and/or assessment activities contained within this Standard may include physically demanding and potentially stressful elements. All personnel who participate in such activities must be physically and mentally capable of participating fully. Therefore OPITO-approved training centres are required, as a minimum, to ensure that prior to participating in practical exercises the delegate either: a) Possess a valid, current offshore medical certificate or b) Possess an operator approved medical certificate, or c) Undergoes medical screening by completing an appropriate medical screening form provided by the OPITO-approved centre (a list of medical conditions which could be included in a medical screening form is available from OPITO). The OPITO-approved Centre must keep a record of the delegate s/candidate s declaration of fitness in accordance with their document control policy(s) or procedures. This information, along with summary details of the type of physical activities the delegate/candidate will be asked to perform, will be given to delegates/candidates by the OPITOapproved Centre and, if applicable, to their sponsoring company as part of the joining instructions. The responsibility for declaring any current or pre-existing medical conditions that could have adverse effects to the individual s state of health while undertaking the training and/or assessment activities lies with the delegate/candidate and/or company sponsoring the delegate. Where doubt exists regarding the fitness of any delegate/candidate, the OPITO-approved Centre must direct the individual to consult a medical officer familiar with the nature and extent of the training. Note: Practical exercises must be designed and delivered solely to meet this standard, and must not place on the delegates any physical or mental demands other than those required to meet the Standard. A.4 Aims and Objectives of Initial Training The aims and objectives of Travel Safely by Boat (TSbB) training standard are to ensure that all personnel travelling/transferring by boat to work in offshore areas achieve the following: (a) (b) (c) (d) (e) Awareness of the risks to which they are exposed and how they are managed An understanding of the essential safety rules with which they must comply and how to act in an emergency An increase in their personal commitment to safety Effective use of personal safety equipment Practice and demonstrate correct method of boat transfers (simulated boat deck and installation) A.5 Learning Outcomes of Initial Training During the Travel Safely by Boat training programme delegates will gain a basic level of understanding and an awareness of safety and emergency response associated with travelling to an offshore installation by boat for the purpose of transfer. The Learning Outcomes for Initial Training are specified for each of the following elements; they are: Module 1 Element 1.1 Boat Travel To successfully complete this training, delegates must be able to demonstrate: (1) Donning of an appropriate floatation device as used during boat transfers e.g. workvest (2) A method of transfer between a simulated boat deck and a simulated fixed installation deck using swing rope transfers with luggage transfers Module 1 Element 1.2 Boat Emergencies To successfully complete this training, delegates must be able to demonstrate: (1) Actions in preparation of a boat emergency (2) Actions in the event of an abandonment (3) Survival techniques following an abandonment Revision 5 Amendment 1 (7 th May 2018) Page 8 of 31

A.6 Delegate Performance Assessment of Initial Training Delegates will be assessed against the learning outcomes specified in section A.5 using direct observation and oral and/or written questions as appropriate. Training instructors must identify any gaps in delegate s learning and make reasonable effort to address the gaps to help delegates meet the learning outcomes. A.7 Duration and Timing of Initial Training The optimum contact time for this training is seen as 2 hours. Where this training is part of a programme of longer duration the total contact time per day must not exceed 8 hours and the total training day must not exceed 10 hours. The total training day includes contact time, refreshment and meal breaks and travel between training sites where applicable. The training staff will introduce each module by explaining aims, learning outcomes, timetable, assessment methods and training staff roles. The time taken for this is expected to be approximately 10 minutes for each module. A.8 The Initial Training Programme The training programme provided below is designed to help delegates achieve the stated learning outcomes specified in section A.5. The order in which elements of the training programme are delivered may vary. However, contents in Appendix 1 must be covered prior to course commencement. To make efficient use of time and ensure effective learning there should, wherever practicable, be an integration of the three phases of explanation, demonstration and practise. Full use should be made of audio/visual aids and course handout material. Training staff must give practical demonstrations for all training activities which delegates are required to practise and demonstrate. Initial Training MODULE 1 ELEMENT 1.1 Travel Safely by Boat Boat Travel Training staff to explain: 1.1.1 Procedures for pre-boarding 1.1.2 Procedures for safe boarding 1.1.3 Procedures while on board 1.1.4 Procedures for safe disembarkation 1.1.5 Procedures for personnel transfers 1.1.6 Hazards related to stepping on boat fenders covering entrapment and distance between stepping point from vessel to platform, and platform to vessel during personnel transfer. This is in addition to the information detailed during pre-trip briefings. Training staff to explain and demonstrate: 1.1.7 Donning of an appropriate floatation device as used during transfers 1.1.8 Transferring boat to boat or boat to gangway and return 1.1.9 Swing rope transfers - using both hands during swing rope transfers and the correct method of luggage transfer 1.1.10 Various types of Transfer Baskets covering safe transfer via Transfer Basket, including correct method of luggage transfer, safe embarkation and disembarkation including body position (where and how to stand, bending knees), stepping on and off (this can be achieved by the use of videos or slides).* Following explanations and demonstrations by training staff: delegates to practise and demonstrate: 1.1.11 Donning of an appropriate floatation device as used during transfers 1.1.12 The correct method of luggage transfer, including a sharp pull on the swing rope to assure rope integrity prior to using swing ropes 1.1.13 Holding their own weight on a rope prior to using the swing ropes 1.1.14 Swinging when ready using the correct method of swing rope transfer including using both hands during transfers in both directions between a simulated boat deck and a simulated fixed installation deck Note on Element 1: *When Travel Safely by Boat Initial Training is delivered together with Supplementary Training Programme Section C Personnel Transfer Basket at Sea, Element 1.1.10 will be excluded and covered in further detail within Module 3 in C.8. ELEMENT 1.2 Boat Emergencies Training staff to explain: 1.2.1 Boat emergencies with specific reference to: (a) (b) (c) (d) (e) Donning of a marine lifejacket Floatation characteristics Use of emergency equipment onboard Abandonment Survival techniques following abandonment to include: individual (swimming, HELP, wave slap protection) and group survival techniques (towing, chain, huddle and circle) Following explanations and demonstrations by training staff: delegates to practise and demonstrate: 1.2.2 The donning of a marine lifejacket 1.2.3 Water entry (stepping off poolside, maximum 1m height) and the precautions when entering from a height 1.2.4 Boarding a marine liferaft from water 1.2.5 Carrying out initial actions, to include mooring lines, deploying the sea anchor, raft maintenance and secondary actions, to include posting lookouts, activating the radio beacons and first aid equipment. (Note: Instructors need only explain secondary actions i.e. no need for instructors or delegates to demonstrate) 1.2.6 In-water survival techniques to include: individual (swimming, HELP, wave slap protection) and group survival techniques (towing, chain, huddle and circle) Revision 5 Amendment 1 (7 th May 2018) Page 12 of 31

SECTION B TRAVEL SAFELY BY BOAT (TSbB) FURTHER TRAINING B.1 Target Group for Further Training Travel Safely by Boat Further Training is for all personnel travelling and transferring by boat to an offshore oil and gas installation. B.2 Delegate prerequisites for TSbB Further Training Delegates must hold a valid OPITO Approved Travel Safely by Boat certificate. Delegates who are in possession of a current BOSIET(with EBS), FOET(with EBS), HUET (with EBS), Tropical BOSIET, Tropical FOET, Tropical HUET, BOSIET (with CA-EBS), HUET (with CA-EBS) or FOET (with CA-EBS) are not required to participate in practical life raft and in-water sea survival exercises. B.4 Aims and Objectives of the TSbB Further Training The aim and objectives of the TSbB Further Training Course is to refresh the safety and emergency response skills of personnel who have previously successfully completed their TSbB Initial Training. Training instructors must identify any gaps in delegate s learning and make reasonable effort to address the gaps to help delegates meet the learning outcomes. B.7 Duration of TSbB Further Training The optimum contact time for further training is seen as 1 hour. Where this training is part of a programme of longer duration the total contact time per day must not exceed 8 hours and the total training day must not exceed 10 hours. The total training day includes contact time, refreshment and meal breaks and travel between training sites where applicable. The training staff will introduce each module by explaining aims, learning outcomes, timetable, assessment methods and training staff roles. The time taken for this is expected to be approximately 10 minutes for each module. B.8 The TSbB Further Training Programme Delegates will have previously demonstrated their knowledge and skills in safely transferring from a boat to an installation (and vice versa) in their everyday working environment. During the further training programme, the delegates will be given the opportunity to discuss and demonstrate, as detailed below, the knowledge and actions they are required to take when travelling by boat to an offshore installation. The further training programme should also be used as an opportunity for training providers to update the delegates on such topics as recent changes to procedures or current regulatory policies. The training programme provided below is designed to help delegates achieve the stated learning outcomes specified in section B.5. The order in which elements of the training programme are delivered may vary. However, contents in Appendix 1 must be covered prior to course commencement. To make efficient use of time and ensure effective learning there should, wherever practicable, be an integration of the three phases of explanation, demonstration and practise. Full use should be made of visual / audio visual aids and course handout material. SECTION C TSbB SUPPLEMENTARY TRAINING (PERSONNEL TRANSFER BASKET AT SEA) C.1 Target Group for TSbB Supplementary Training This programme is designed to meet supplementary training and assessment requirements for personnel who are required to be competent in travelling and transferring by boat to an offshore oil and gas installation using personnel transfer basket. C.2 Delegate Pre-requisites for TSbB Supplementary training This supplementary training programme may be undertaken concurrently or consecutively with the Travel Safely by Boat Initial or Further Training programmes or at any time during the validity period of the current Travel Safely by Boat initial/further certificate. Therefore, delegates must have successfully completed the Travel Safely by Boat Initial or Further training programme prior to undertaking the supplementary training and possess a valid Travel Safely by Boat Initial or Further training certificate. C.3 Physical and Stressful Demands of the TSbB Supplementary Training Course Training and/or assessment activities contained within this Standard may include physically demanding and potentially stressful elements. All personnel who participate in such activities must be physically and mentally capable of participating fully. Therefore OPITO-approved training centres are required, as a minimum, to ensure that prior to participating in practical exercises the delegate either: a) Possess a valid, current offshore medical certificate or b) Possess an operator approved medical certificate, or c) Undergoes medical screening by completing an appropriate medical screening form provided by the OPITO-approved centre (a list of medical conditions which could be included in a medical screening form is available from OPITO). The OPITO-approved Centre must keep a record of the delegate s/candidate s declaration of fitness in accordance with their document control policy(s) or procedures. This information, along with summary details of the type of physical activities the delegate/candidate will be asked to perform, will be given to delegates/candidates by the OPITOapproved Centre and, if applicable, to their sponsoring company as part of the joining instructions. The responsibility for declaring any current or pre-existing medical conditions that could have adverse effects to the individual s state of health while undertaking the training and/or assessment activities lies with the delegate/candidate and/or company sponsoring the delegate. Where doubt exists regarding the fitness of any delegate/candidate, the OPITO-approved Centre must direct the individual to consult a medical officer familiar with the nature and extent of the training. Note: Practical exercises must be designed and delivered solely to meet this standard, and must not place on the delegates any physical or mental demands other than those required to meet the Standard. C.4 Aims and Objectives of TSbB Supplementary Training The aim of the Travel Safely by Boat (TSbB) supplementary training standard is to equip personnel traveling/transferring by boat to work offshore on how to safely embark and disembark a personnel transfer basket. SECTION D RESOURCES FOR INITIAL, FURTHER AND SUPPLEMENTARY TRAINING In order that a training programme may be delivered successfully it is essential that appropriately qualified and experienced people are there to deliver and support the programme and that the appropriate facilities and equipment are in place. D.1 Staff Training staff must be: (a) (b) Trained in instructional/lecture techniques and/or have proven instructing /teaching experience. OPITO Centres must have an auditable training programme in place to ensure instructors keep up-to-date with relevant current offshore practices and changes. The programme must include at least two of the following: visits to offshore fixed or mobile installations, visits to heliports, visits to dry-docked rigs and meetings with relevant personnel in offshore oil and gas companies. Assessors must hold an industry-recognised assessor s qualification. All staff will have the appropriate competencies to conduct/assist with the element of training being undertaken. D.2 Trainer/Delegate Ratio The ratio shown for theory sessions indicates the maximum number of delegates attending the course. Other ratios indicate the maximum number of delegates to be supervised by an instructor at any one time during each activity. D.3 Facilities It is important to ensure that the full ranges of facilities are made available to ensure delegates get the most out of their training. The following facilities criteria must be adhered to: Administration arrangements appropriate for enrolment and certification of delegates and all aspects of the delivery of training in accordance with this standard. Theory training area(s) so designed to enable each delegate to view, hear and participate fully in the subject matter being taught. Practical training areas so designed to enable each delegate to individually, or as part of a team, to view, hear and practise the following: (1) Donning of appropriate floatation devices (2) Swing rope transfers (3) Boarding a marine life raft (4) Emergency response actions (5) In-water survival techniques (6) Safe embarkation and disembarkation of personnel transfer basket from one point to another with a maximum lift height of 1m Item (6) applicable for delivery of the TSbB Supplementary Training. All facilities must be maintained and where appropriate, inspected and tested in accordance with current standards/legislation and manufacturers recommendations. Risk assessments must be conducted and documented for all training facilities and equipment. D.4 Equipment Different types of equipment may be required and it is important to make sure that it is both available and fit for purpose. The following equipment, of a type in use regionally on offshore oil and gas operations, is required to meet the needs of the training programme: (1) Floatation devices e.g. Work Vests (2) Marine lifejackets (3) Boat transfer simulator (4) Marine life raft and ancillary equipment (5) Personal protective equipment (PPE) (6) First aid equipment (7) Personnel Transfer Basket (rigid/collapsible) (8) Lifting equipment: (a) A crane (pedestal or mobile type, fitted with a boom which is compatible with the operational requirements in the environment which the crane will be operating ) c/w crane hook pennant should be of sufficient length to keep the hook well clear of personnel being transferred OR (b) An electric winch or equivalent for hoisting personnel transfer basket Revision 5 Amendment 1 (7 th May 2018) Page 26 of 31

(9) Tag lines where applicable to enable control of swing when raising and lowering basket Items (7)-(9) are required for delivering the TSbB Supplementary Training. The certification, security and integrity of the entire lifting system, including wire ropes, rigging, shackles, safety slings and hooks must be checked as appropriate for man-riding. All equipment must be maintained, and where appropriate, inspected and tested in accordance with current standards/legislation, guidance and manufacturers recommendations. SECTION E ADMINISTRATION AND CERTIFICATION E.1 Joining Instructions All joining instructions must contain information which indicates that certain aspects of the course are of a physical and potentially stressful nature. Prior to each course commencing, delegates must sign a declaration indicating they have read and understood a written statement regarding the physical and potentially stressful nature of the programme and the need for delegates to be in good health. E.2 Periodicity Travel Safely by Boat further training is conducted at OPITO approved training centres and must be undertaken every four years by all offshore workers travelling and transferring by boat. The supplementary training programme may be undertaken concurrently or consecutively with the Travel Safely by Boat Initial or Further Training programmes or at any time during the validity period of the current Travel Safely by Boat initial/further certificate. Note: Some individual companies require re-validation at intervals more frequent than that required by OPITO; in these instances it will be acceptable for training providers to omit or modify the expiry date to avoid confusion. However the validity period will remain as set by OPITO with regard to the central register and the industry as a whole. E.3 Certification Training Centres are responsible for issuing a certificate direct to the delegate completing the programme and to the sponsoring company (when required). E.4 Course Administration Each delegate attending any OPITO-approved programme must be registered with the Central Register (CR) operated by OPITO. Registration must be made by the training centre to OPITO within one week following the course. OPITO confirms that information on the registration form will be contained in a computerised register which will be available to employers, prospective employers and training providers in the oil and gas industry to verify training records.
