3 letter from the chief LARRY GOODWIN Chief of Police Town of Collierville Chief Larry Goodwin came to the Collierville Police Department in 1996 after a 26 year career with the Memphis Police Department. He was named Chief of Police in 1999, after serving as a Captain in the Staff Services Division. He is a graduate of the FBI National Academy, Session #167. I am pleased to report that your Collierville Police Department proved to be up to the challenges we faced as a community during While society continues to face uncertain economic times and the threat of crime remains ever-present throughout our region, the citizens of Collierville should be proud of the accomplishments achieved during this past year. Through the use of partnerships fostered throughout the community and the efforts put forth by the agency members, it is apparent that our crime fighting and prevention efforts continue to be effective. Our TIBRS (Tennessee Incident Based Reporting System) statistics, contained within this report, clearly demonstrate a stellar crime clearance rate that surpasses virtually every agency in the state. Through the use of high visibility patrols, crime analysis, and thorough investigations, we continue to bolster our reputation as a proactive, professional agency with the ultimate goal of reducing crime and apprehending criminals. Other highlights from 2011 include a very successful CALEA Re-Accreditation on-site assessment in November, the completion of the building construction / renovation project, and the deployment of police personnel and services in the recently annexed territories that now call Collierville home. In closing, as we enter 2012, our attention will turn to the future as we prepare for the challenges associated with issues such as school consolidation, communication systems improvements, and the implementation of emerging technology within the department s infrastructure. Our employees remain motivated and driven to provide the level of service the citizens of Collierville enjoy and have come to expect from their Police Department. We will continue to be visionary in our approach to crime fighting, affording every citizen with the opportunity to participate through vigilance, information sharing, and collaboration with the men and women of the Collierville Police Department. 6 EXECUTIVE COMMAND STAFF Assistant Chief Jeff Abeln has been with the department since He is a veteran of the U.S. Army and a graduate of the 197th Session of the FBI National Academy. The operational divisions, under the command of Chief Abeln, are committed to ensuring the safety and peaceful enjoyment of all residents and visitors to Collierville, and developing strong teams to deliver the highest level of police service. They consist of Uniform Patrol and Criminal Investigations. Assistant Chief David Tillner was promoted in 2010 and oversees the department s administration components. He commands the support elements of the Police Department such as Support Services, Community Services, Accreditation, and Research and Development management. These divisions are committed to providing a high level of specialized police services in support of overall operations of the Police Department. 14 ADMINISTRATIVE SUPERVISOR In addition to administrative duties, our Administrative Supervisor, Jackie Ackerman, also oversees the operations of the Records Unit of the Collierville Police Department. The Records Unit is the custodian of all official reports, ensures the proper dissemination of these reports to the public, and submits our TIBRS Crime Report data to the Tennessee Bureau of Investigation. The Administrative Supervisor manages records clerks, personnel issues, budget preparation and tracking, officer subpoenas, purchase order tracking, and file maintenance. ADMINISTRATIVE staff 14 COLLIERVILLE POLICE ANNUAL REPORT 2011 CALEA ACCREDITATION MANAGER In 1995, The Collierville Police Department was accredited by the Commission on Accreditation for Law Enforcement Agencies (CALEA). In 2011, we successfully completed our fifth reaccreditation process. The Collierville Police Department was also presented with the Certificate of Advanced Meritorious Accreditation. Accreditation reviews and procedures ensure that we stay current with the evolving trends in law enforcement. Success with these processes is a testament to the professional level of our personnel. Bill Bradham is the Collierville Police Accreditation Manager, and he subsequently serves the community as a veteran member of our Police Reserve Unit.

15 BUDGET Capital Outlay $80, Operating Expenses $892, Personnel $9,245, Capital Outlay Operating Expenses Personnel TENNESSEE LAW ENFORCEMENT ACCREDITATION On July 28th, 2010, the Collierville Police Department s application with the Tennessee Law Enforcement Accreditation Program was recommended and accepted for participation. This Law Enforcement Accreditation Program is administred by the Tennessee Association of Chiefs of Police - Professional Standards Committee and is intended to encourage cooperation, recognize professional standing, encourage professional services, and ensure public safety throughout the State of Tennessee. This program provides Tennessee law enforcement agencies an avenue to advance the science and the art of police services by demonstrating that throughout the state commonly accepted standards are for the development and improvement of these services. After completing the self-assessment phase, an onsite assessment was conducted in April with positive results. We fully expect accreditation with the Tennessee Law Enforcement Accreditation Program by summer 2012, after the review board convenes. COLLIERVILLE POLICE ANNUAL REPORT

16 UNIFORM PATROL The Uniform Patrol Division, commanded by Captain Sean Williams, is the largest division of sworn officers within the Collierville Police Department. The primary functions of this division include, but are not limited to, preventative patrol; crime prevention; response to calls for service; traffic control, direction and enforcement; crisis intervention; and community relationship development. The Uniform Patrol Division also contains several specialized units, such as the Canine Unit (K9), Crime Scene Unit (CSU), Crisis Intervention Team (CIT), Special Weapons and Tactics (SWAT), Strategic Tracking and Recovery (STAR) Team, and the Traffic Unit. The men and women of the Uniform Patrol Division are the first line of defense against crime in our community. CANINE UNIT (K9) The Collierville Police Department employs full-time canine handler, Officer Matt Bialy, and his dog Leno for dual-purpose patrol duties. This highly trained team regularly responds to situations such as building searches, area searches, tracking, evidence recovery, suspect apprehension, and narcotic searches. They work closely with both the SWAT and STAR teams. CRIME SCENE UNIT (CSU) The Collierville Police Crime Scene Unit is made up of twelve patrolmen that have received specialized training as crime scene technicians. In addition to regular patrol duties, these officers are utilized on crime scenes such as burglaries, assaults, robberies, and thefts. Duties may include: crime scene documentation, photography, seizing evidence, and latent print collection. CRISIS INTERVENTION TEAM (CIT) CIT officers have received specialized training which enables them to more effectively understand and assist those affected by mental illness. These officers respond to any call involving a person with a diagnosed mental illness, suicidal, or where information on mental illness is requested. CIT officers also play an integral part in community sponsorship of the annual National Alliance on Mental Illness (NAMI) 5K Run. In 2011, this event raised approximately $20,000 for NAMI. RESEARCH & DEVELOPMENT The office of Research and Development supports operational components with the use of available technologies. This officer is responsible for the development and maintainance of internal databases, management of social media campaigns, representation during multi-jurisdictional technology projects, grant research, and research of current technology trends in law enforcement. 16 COLLIERVILLE POLICE ANNUAL REPORT 2011

17 SPECIAL WEAPONS & TACTICS (SWAT) The Collierville Police Special Weapons & Tactics (SWAT) Team is comprised of highly trained, highly skilled officers that are responsible for supporting the department with tactical response to critical incidents and high-risk situations. Examples include, but are not limited to: hostage situations, barricades, high-risk apprehension, and high-risk warrant service. STRATEGIC TRACKING & RECOVERY (STAR) TEAM With the use of specially trained personnel, the Strategic Tracking & Recovery Team s mission is to locate missing persons, primarily those persons missing as a result of criminal activity, escape, runaway, natural and man made disasters, and disorientation. These officers also regularly volunteer their knowledge with community groups such as the Boy Scouts and CERT. TRAFFIC UNIT The Collierville Police Traffic Unit is comprised of expert officers who possess scientific training in traffic law enforcement, accident investigation (advanced and technical), traffic safety education, and DUI detection. They are responsible for the investigation of all critical and fatal traffic crashes. Currently, four CPD traffic officers are State of Tennessee certified in accident reconstruction. In 2011, the Traffic Unit received 1st Place in their category for the Governor s Highway Safety Office s Law Enforcement Challenge. This award was based on this unit s successful efforts with traffic safety programs. COLLIERVILLE POLICE ANNUAL REPORT

18 CRIMINAL INVESTIGATIONS The Criminal Investigations Division, led by Captain Chris Locke, provides the Town of Collierville with professional and skilled investigators, available around the clock. This division handles all criminal investigations and interrogations, crime scene investigations, personnel background checks, internal affairs complaints, victim/witness assistance, and domestic violence programs. Proper investigation and follow up of criminal cases requires these detectives to operate two shifts, daytime and evenings, with on-call after-hour personnel. Included within the Criminal Investigations Division is the Specialized Enforcement Unit (SEU), dedicated to the fight against illegal narcotic activity. In addition to Collierville, some of our detectives also serve the Mid-South community by assignment to specialized task forces, such as the Secret Service Task Force, West Tennessee Drug Task Force, and the DEA Task Force. CRIMINAL INVESTIGATION Generally, it is the responsibility of the Uniform Patrol Officer to conduct all preliminary investigations on offenses they receive as calls for service; however, there are many situations that require a substantial amount of time and expertise to bring incidents to a successful conclusion. Detectives within the Criminal Investigation Division develop followup information; conduct interviews and interrogations; perform surveillance; recover stolen property; and routinely collect, preserve, and process physical evidence to solve these cases. CRIME ANALYSIS & INTELLIGENCE Crime analysis is a scientific process utilizing collected information on reported crimes and criminals to prevent and suppress crime and to apprehend criminal offenders. CID Detectives regularly collect and use this data to try to determine, for predictive purposes, the frequency with which events occur and the extent to which they are associated with other events. DOMESTIC VIOLENCE UNIT Tennessee criminal law has established the seriousness of domestic abuse as a crime and assures a victim of domestic abuse enhanced protection from violent behavior. The intent of the law is that the official response shall communicate the attitude that violent behavior is not excused or tolerated. The Domestic Violence Investigator investigates domestic violence crimes and assists victims through the court process and locates help for those in need. 18 COLLIERVILLE POLICE ANNUAL REPORT 2011

19 EVIDENCE & PROPERTY MANAGEMENT In addition to property owned and/or used by the police department, law enforcement agencies are responsible for property in the custody of the agency and property acquired by the agency as found, recovered, or evidentiary. Collierville Police Detectives are held accountable for the control of all property and evidence stored in the department s property rooms. They are liable for checking property and evidence in and out of the property rooms, as well as ensuring that all property is properly labeled and recorded. NARCOTIC INVESTIGATIONS Officers assigned to the Specialized Enforcement Unit, those on area task forces, and other Detectives within the Criminal Investigation Division are dedicated to continual and thorough investigations of narcotic violations, organized crime, and vice. Currently, there are CPD Detectives assigned to both the West Tennessee Drug Task Force and federal Drug Enforcement Agency Task Force. VICTIM & WITNESS COORDINATION The Collierville Police Department recognizes its role in victim/witness assistance and commits its efforts to fair, compassionate assistance. All personnel, sworn and nonsworn, make every effort to treat each victim and witness with proper respect, concern, and dignity. The Victim/Witness Coordinator is located within the Criminal Investigations Division and is responsible for the administration of all facets of the Collierville Police Victim/Witness Assistance Program. 20 COMMUNITY SERVICES The Community Services Division, commanded by Captain Mike Moore, is the backbone of our community-oriented policing efforts. This division is comprised of a combination of sworn police officers, civilian employees, and volunteers such as: School Resource Officers, Mounted Patrol, Bike Patrol, Office Assistants, School Crossing Guards, Police Reserve Unit, Special Citizen Volunteers, and Police Explorers. Personnel responsibilities within the Community Services Division spread wide throughout the town. These employees can be seen working diligently at school functions, athletic games, the town Christmas parade, the Fourth of July celebration, and other recreational events. The volunteers within this division provide invaluable services to the community and the police department. SCHOOL RESOURCE OFFICERS (SRO) The SRO Unit is comprised of five specially trained officers that are assigned to the elementary, middle and high schools of Collierville. These officers participate in law enforcement related class presentations; advisory sessions between students, parents and staff; extra curricular events; and are responsible for documenting intelligence and offenses that occur at their schools. POLICE RESERVE UNIT The Collierville Police Reserve Unit is made up of officers who work on a volunteer basis after having undergone an extensive basic training curriculum. Each year, reserve officers assist commissioned officers in calls for service and apprehensions and participate in many special events during the year, such as the Collierville Christmas Parade, football games, and Fair On The Square. BIKE PATROL Contained and staffed within the Community Services Division is the Uniform Bike Patrol. Uniform officers within the Community Services Division are placed on a part-time specialized assignment to patrol highly congested shopping areas, parks and playgrounds, special events, ballgames, fairs, and any other areas that conventional transportation is not feasible. Bike officers help to enhance crime prevention, build community relations, and participate in off-road search and rescue. 20 COLLIERVILLE POLICE ANNUAL REPORT 2011

21 SPECIAL CITIZEN VOLUNTEER PROGRAM (SCVP) The Special Citizen Volunteer Program enables senior citizens to assist the Police Department in many ways. While SCVP members are not sworn police officers, they respond to motorist assist calls, vacation checks, and other routine duties that allow commissioned officers to remain on patrol. Special Citizen Volunteers also assist records clerks with typing and filing reports. SCHOOL CROSSING GUARDS The School Crossing Guard Unit is comprised of thirteen civilian personnel that are trained in traffic control and direction. These individuals are assigned to the crossing zones at schools located in Collierville. The Crossing Guard s primary goal is to ensure the safety of our children and assist them in the safe arrival and dismissal to and from school. POLICE EXPLORERS The Law Enforcement Explorer Program is a volunteer organization for promising young adults, ages 14-20, who are interested in exploring law enforcement as a career. Collierville Police Explorers have the opportunity to work special assignments, work with all divisions of the Collierville Police Department, and visit other law enforcement agencies and criminal justice systems. 22 SUPPORT SERVICES The Support Services Division, commanded by Captain Mike Albonetti, includes the Police Communications Center, Jail Operations, and Research and Development. This division is responsible for providing support functions to the police department. The Police Communications Center is staffed with a communications lieutenant and sixteen dispatchers. They are the first point of contact with the public and handle all Police and Fire Department calls for service. All of our dispatchers are Emergency Medical Dispatch (EMD) certified. In 2011, our dispatchers handled 11,087 emergency 911 calls and processed 103,577 calls (incoming and outgoing). Jail Operations is staffed by a jail lieutenant and thirteen jailers. In 2011, the jail processed over 3,163 misdemeanor and felony charges, including the housing of 1,871 prisoners. COMMUNICATIONS The Communications Center is the nerve center for all emergency services for the Town of Collierville. This is where all emergency and non-emergency calls in the Town of Collierville are received and processed. The dispatch center has two dedicated 911 trunk lines and five nonemergency lines for the Police Department, Fire Department, EMS, and Emergency Management. There are four dispatch consoles that have access to the Police Department, Fire Department, Public Works, Parks and Recreation, Animal Control, Code Enforcement, and Emergency Management radio systems. Dispatchers also have capabilities to communicate with area police and fire departments, Hospital Wing, and the Tennessee Highway Patrol. Dispatchers have access to the National Crime Information Center (NCIC), Shelby County Jail Management System (JMS), and the police department incident reporting system. Communication personnel are also responsible for the outdoor warning sirens stationed around town. 22 COLLIERVILLE POLICE ANNUAL REPORT 2011

23 JAIL The Collierville Police Department operates a Type 2 Temporary Holding Facility that accepts and detains inmates in accordance with regulations of the Tennessee Corrections Institute. The jail provides for the booking, detention, welfare and supervision of persons arrested for both felony and misdemeanor crimes. The goal of this unit is to provide services that ensure the safe and secure detention of inmates, pending their transportation to the Shelby County Jail or another facility. The focus of the facility is to maintain compliance with all regulatory legislation authorities. The jail can house up to 64 inmates, operates 24 hours a day, and is staffed by thirteen full-time jailers. On the male side of the facility, there are eight beds and a detention cell. The female side has four beds and a detention cell. The jailers are professionally trained and have successfully completed several courses certified by the Tennessee Corrections Institute. Jailers receive current and continued training consisting of all aspects of corrections and first aid. The jailers are primarily responsible for completing the booking process of arrestees, including searching, fingerprinting and booking photography. Arrestees undergo a medical and mental screening prior to being housed in a cell. They are fed and continually monitored to ensure their care, safety, and well being. The Collierville Police Department Jail is inspected annually by the Tennessee Corrections Institute for compliance with all current standards. COLLIERVILLE POLICE ANNUAL REPORT

24 LEDBETTER & PACE PROMOTED TO DETECTIVE On March 10, 2011, the Collierville Police Department promoted Officers Matt Ledbetter and Glen Pace to the rank of Detective after a long and arduous testing and evalutation process. Detective Ledbetter began his law enforcement career with CPD in 2002, and has served as a Field Training Officer and a member of the Collierville Police SWAT Team. Detective Pace started his career with the Moscow, TN Police Department in 1997, then moved to the Fayette County Sheriff s Department in He joined the Collierville Police Department in 2004, and has served as a Traffic Officer, Accident Reconstructionist, and EVOC & DUI Instructor P R O M O T I O N S & A W A R D S OFFICER HILL NAMED OFFICER OF THE YEAR Officer Cameron Hill was named the Memphis and Shelby County Optimist Respect for Law Committee, Inc Officer of the Year. Officer Hill joined the Collierville Police Department in 2005, and within three years he was assigned to the Special Enforcement Unit. He soon was invited to join the Drug Enforcement Administration s local task force in Officer Hill was lead investigator in operation River City Smack that targeted a large scale heroin drug trafficking organization. His diligent work alongside nearly 200 federal, state, and local law enforcement officers led over twenty indictments, sixteen federal search warrants, and twenty-two federal arrest warrants. 24 COLLIERVILLE POLICE ANNUAL REPORT 2011

25 AWARDS & RECOGNITION OFFICER MAY NAMED CIT OFFICER OF YEAR Officer Larry May was recently selected as the 2011 CIT Officer of the Year by the Memphis, TN chapter of the National Alliance on Mental Illness (NAMI).Officer May is a 35 year veteran of law enforcement. He started as a Patrolman for the Memphis Police Department in 1977, and joined the Collierville Police Department in Since becoming a Crisis Intervention Team Officer in October 2006, Officer May has been a strong proponent for the mental health community. He has answered numerous CIT calls, networked with mental health organizations, and was a driving force behind the NAMI 5k Run/Walk. Larry May has also served the police department as a Field Training Officer, Crime Scene Technician, Patrol Rifle Instructor, and Hostage Negotiator.
