2 Lt. Gen. Edward Hanlon Jr., USMC (Ret) During his 39-year military career, Hanlon commanded at the battery, company, battalion, and regimental levels. He also commanded the Marine Corps premier West Coast training facility at Camp Pendleton, Calif.; served extensively in Europe as the NATO planner and later operations officer for the Fleet Marine Forces Europe in London as well as deputy commander of Striking Forces South in Naples, Italy; was assigned as the chief of staff of Joint Task Force Provide Promise overseeing the U.S. support efforts to U.N. forces in the Balkans; and served in a number of assignments with the Navy, including as fleet Marine officer, Atlantic Fleet, and on the Navy staff as director of Naval Expeditionary Warfare. Hanlon also served as commanding general of the Marine Corps Combat Development Command and deputy commandant for Combat Development and was the U.S. Military Representative to the NATO Military Committee. In this post, he represented the Chairman of the Joint Chiefs of Staff and was responsible for U.S. policy within the military committee and ensured the interests of the chairman and the U.S. were properly articulated in that body. After he retired from the Marine Corps in 2007, he be- came president of Raytheon International Inc. Europe, based in Brussels and had responsibility for Raytheon s International Business Development for Europe and sun- Sahara Africa. He also concentrated on servicing the requirements of NATO, the European Union, and U.S. European Command and its components. He completed his employment with Raytheon in August 2012 and returned to the U.S. In addition to serving on MOAA s board of directors, Hanlon serves as a member of the California Governor s Military Advisory Council and is on the board of advisors for the San Diego Military Advisory Council. 3 CAPT. JIM CARMAN, USN (Ret) Jim Carman served as a Navy pilot for nearly 25 years. His military career was highlighted by command of a maritime patrol and reconnaissance squadron deployed to the Mediterranean Sea and command of a maritime patrol and reconnaissance aircraft wing deployed throughout the Pacific Rim, Indian Ocean and Persian Gulf. His service in Washington, D.C. includes three years in the Executive Office of the President as Assistant National Security Advisor to the Vice President, initially serving Vice Pres- ident Dan Quayle and later reappointed by Vice President Al Gore. In this assignment, he planned and participated in significant bilateral discussions with Argentina, Brazil, Chile, El Salvador, Honduras, Mexico, South Africa and Canada. After leaving active duty, Jim initially served as an Airline Transport Pilot with American Airlines where he qualified in the Boeing new generation aircraft and later as a Career and Talent Management Consultant with Right Management, the talent management element of the Manpower Group. He also founded and led a career management consulting practice based in Washington, D.C. where he mentored hundreds of clients through career transition and professional development. He joined the Military Officers Association of America in 2012 and serves as Vice President of Council/Chapter and Member Support. Under his leadership MOAA earned the 2012 and 2015 Summit Award from the American Society of Association Executives, recognizing impactful community service initiatives among their 9,300 member organizations. Jim has also earned graduate degrees in national security studies and business management, and completed the Senior Executive Training Program at Massachusetts Institute of Technology's Sloan School of Management. 7 STATE OF CALIFORNIA Office of the President 5556 Caminito Exquisito San Diego, California (619) September 7, 2017 SUBJ: CALMOAA LEGISLATIVE PRIORITIES, 2017/2018 The following are our priorities for the upcoming legislative calendar. H.R. 856 Military Surviving Spouses Equity Act (SBC/DIC Offset). Veterans Treatment Courts: Continue to support expanding of veterans treatment courts and start state funding of veterans treatment courts in California. Change state laws so that military and veterans do not have to plead guilty to DUIS to receive treatment. Property Tax: Reform the current system of property tax relief for disabled veterans. Raise the dollar limitation on property tax relief for disabled veterans. Reduce property tax assessment on veterans service organization posts and chapters. VSO Grants: Support the awarding of state grants through Cal Vet to veterans service organizations that provide claims assistance to CA veterans. Restore Vet plates: Restore the veterans only specialized license plate so threat there are 2 plates available ( Veteran and Honoring Veterans ) Vandalism: Support legislation to criminalize the vandalism and destruction of veterans, police, fire and first responders memorials, monuments and graves. USERRA: Support legislation to insure that federal Uniformed Services Employment and Reemployment Rights Ace (USERRA) and Service Members Civil Relief Act (SCRA) protection are also in state law and supersede any binding arbitration contracts. Proposition 63: Expand Prop 63 mental health funding support for veterans suffering from homelessness and mental health issues. Veterans Resource Centers: Fund state sponsored veterans resource centers at state community colleges and universities (CSU & UC systems). Asbestos Trust Claims: Support efforts to increase transparency in asbestos claims cases that affect veterans so that there will be funds available for future claims by veterans. Veterans Scams: Expand laws to prevent dishonest vendors and businesses that prey on or scam veterans & active duty military personnel. Establish State level VAVS Program: Sign MOUS between Cal Vet Veterans Homes and veterans service organizations (VSOs) to provide volunteers to the state veterans homes similar to the federal Veterans Administration Volunteer Service (VAVS) program. Disabled Veterans Business Enterprises: Introduce legislation to require that California DVBEs hire more disabled and non-disabled veterans. This year, the legislature wrote approximately 70 bills that concern veterans, active duty personnel, guard and reserves. It is too soon to know which bills made it to the governor and which will be signed. We are still working on a couple of bills. One of them of concern is SB 776, concerning veterans in prison transitioning to life outside to make sure they are aware of veterans benefits after release. This bill has been heavily amended to make it more acceptable to VSOs. The second bill is SB 349. CALMOAA strongly opposes this bill because it would jeopardize dialysis treatment for veterans who are covered by the VA.

The State Veterans Homes became a large issue this year. The Little Hoover Commission did a 16 month review of the state s eight-home system and found that many changes need to be made to improve efficiency, and effectiveness of the homes. The Commission also recommended changes in state law to prioritize beds for those who most need the care. Cal Vet needs to assess the future needs of the current veteran population to make sure services are available for those veterans. Veterans Homes will be a major legislative issue next year. CALMOAA sent four members to MOAA Storming the Hill on April 5, (Hanlon, Yorck, Kusiak and Prout). We linked up with MOAA Staff members and visited 40 of the 53 California Members of Congress and two Senator s. We met in person with elected officials, their staffers or dropped off MOAA position papers. CALMOAA Surviving Spouse Chair was instrumental in having 13 members of Congress Cosponsor H.R. 856 Military Surviving Spouses Equity Act (SBC/DIC Offset). California has 6,061 offset widows in Scott Peters D-52, Royal-Allard D-40, Susan Davis D-53, Ken Calvert D-42, Mike Thompson D-5, Julia Brownley D-26, Zoe Lofgren D 19, After the MOAA Storming the Hill Conference Kathy Prout had the following Cosponsors join: Doris Matsui D6, Jackie Speier D-14, Darrell Issa R 49, David Valado R 21, Kevin McCarthy R 23. The Congressman Gray bill, which is a 5-year period reduction of California State Taxes for newly, retired Military Personnel that reside in California. 10 MISSION STATEMENT The California Council of Chapters (CALMOAA) provides direct and indirect support to affiliated chapters and is an effective platform for supporting the military community. We have a professional obligation, indeed a mission, to extend influence, and help safeguard the earned entitlements of our members. In addition, we need to share our thinking on how our nation s security can best be provided at home and abroad, specifically by insuring that resources can be better matched to mission requirements. Our organization, with its leadership and members working together, demonstrate a caring attitude far from the selfcenteredness and narcissism of the pre- sent age, with a focus on serving the military community. Affiliated chapters and members are urged to support CALMOAA efforts by providing financial, material, and human resources, within the context of active participation in Council affairs. We encourage MOAA members through- out California to demonstrate an interest in strategic goals, make talents, skills, and abilities available, and work for mission accomplishment. It can be a very self- satisfying experience.
